About this file
This is an Attachment E - Certified Disadvantaged Business Outreach Plan form from the Oregon Department of Administrative Services (DAS) Procurement Services related to RFP S-DASOBO-00011985 for Upfitting Goods and Related Services. The document requires proposers to detail their engagement with and plans for utilizing Certified Firms, which are defined as businesses certified under ORS 200.055 by the Oregon Certification Office for Business Inclusion and Diversity (COBID) as minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses.
The form requires proposers to disclose their own certification status, list their contractual relationships with both Certified and potentially qualifying non-Certified Firms over the past two years, and outline their plans for subcontracting opportunities. If subcontracting opportunities are identified, proposers must describe their approach to soliciting Certified Firms, estimate the dollar value of potential subcontracting opportunities, and indicate their willingness to report subcontractor information to COBID. The document emphasizes equal opportunity for Certified Firms in state-funded contracts but notes that responses to this form will not be considered in any scored evaluation.
