About this file
This is a Price Sheet submittal document for RFP 1100 LLM3009, a staff augmentation solicitation issued by the City of Austin, Texas, for relay services supporting Austin Energy. The City is requesting proposals for personnel to perform routine and emergency relay services across Austin Energy's service territory, which encompasses over 300 distribution circuits, approximately 437 square miles, and 78+ substations. The scope of work includes material handling, fiber optic cable installation, relay panel assembly and installation, SCADA remote terminal unit installation, system commissioning and testing, and equipment maintenance. Proposals were due September 17, 2026. The initial contract term is 24 months with options for up to three additional 12-month renewal periods at the City's sole discretion. Contractors must mobilize and begin work within 15 days of contract execution and be capable of responding quickly to both routine and emergency assignments.
Pricing is structured around four specified hourly labor classifications: Relay Wireman, Field Technician II, Senior Test Engineer/Senior Field Technician, and Lead Test Engineer/Lead Field Technician. All hourly rates must be fully inclusive of costs, fees, overhead, and indirect expenses with no additional charges permitted. Overtime is calculated at 1.5 times the standard wage rate. The City has established a mandatory Living Wage Program requirement of $22.15 per hour minimum for contractor employees directly assigned to the contract. Offerors are prohibited from altering the pricing submittal sheet or taking exceptions to any portion of the solicitation. Additional services, equipment, and non-specified labor classifications may be listed in Categories 2 and 3 for informational purposes only, though the City does not guarantee purchase of these items. Upon award, contractors must provide a 5% bid bond and $1.2 million in payment and performance bonds within 14 days, along with commercial general liability insurance of $2 million per occurrence and $5 million umbrella/excess liability coverage.
