About this file

This is Solicitation Addendum No. 3 for RFP 1100 LLM3009 issued by the City of Austin Financial Services - Central Procurement on September 14, 2026, relating to relay services staff augmentation for Austin Energy. The addendum addresses critical questions regarding equipment pricing methodology and clarifies billing structures for trucks, trailers, and test equipment. The scope of work encompasses routine and emergency relay services across Austin Energy's service territory of approximately 437 square miles, including 300+ distribution circuits and 78+ substations. Work includes material handling, fiber optic cable installation, relay panel assembly and installation, SCADA remote terminal unit installation, system commissioning and testing, and equipment maintenance. The initial contract term is 24 months with options for up to three additional 12-month renewal periods at the City's sole discretion. Contractors must mobilize and begin work within 15 days of contract execution. Proposals were due September 17, 2026.

Pricing is structured using specified hourly labor rates for four job classifications: Relay Wireman, Field Technician II, Senior Test Engineer/Senior Field Technician, and Lead Test Engineer/Lead Field Technician. The City of Austin mandates a Living Wage Program requirement of $22.15 per hour minimum for contractor employees directly assigned to the contract, with overtime calculated at 1.5 times the standard wage rate. Per diem, mobilization fees, and mileage expenses will be reimbursed according to United States General Services Administration (GSA) published rates and will not be included in hourly rates. Contractors must provide a 5% bid bond and, upon award, $1.2 million payment and performance bonds within 14 days. Commercial general liability insurance of $2 million per occurrence and $5 million umbrella/excess liability coverage are required. Austin Energy furnishes all materials and hardware; the Contractor must provide labor, equipment, temporary materials, tools, and safety equipment. Personnel must be journeyman-level technicians at minimum, compliant with all OSHA, NFPA, and ANSI standards, including arc flash work procedures requiring minimum arc protection of 12 cal/cm². Evaluation criteria are weighted as follows: project understanding (10 points), staffing plan (20 points), experience and personnel (35 points), and price (15 points); optional local and small business preference points of up to 10 each are available.

SOLICITATION ADDENDUM

AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT

Solicitation: RFP 1100 LLM3009 Addendum No: 3 Date: 9/14/2026

This addendum is to incorporate the following changes to the above-mentioned solicitation:

1. Questions and Answers:

1.1. Question: Truck / Billable Equipment Pricing - Section 7.2 of the Scope identifies trucks and trailers as billable equipment when required. Please confirm how Offerors should propose pricing for these items, including the applicable pricing unit or basis and where this pricing should be entered on the Price Sheet.

Answer: Refer to revised Scope of Work, Section 7.

1.2. Question: On the solicitation price sheet, it states that pricing should be all inclusive has blacked out the section for test equipment. It requests "for information only" pricing for test equipment. Is it supposed to be all inclusive or billing as line items?

Answer: Refer to the revised Scope of Work, Section 7.

1.3. Question: Are we supposed to include Per diem, mobilization fees, and mileage in our hourly cost which will drastically increase the hourly standard rate or can those be billed as a passed through cost according to the US Govt Per diem schedule?

Answer: Refer to Terms and Conditions, Section 3.5 Reimbursement of Travel, Lodging, and Per Diem Expenses. Offerors will not provide a rate on the price sheet, as we will adhere to United States General Services Administration (GSA) published rates.
