About this file
This is a Solicitation Addendum #2 issued by Austin Financial Services on behalf of the City of Austin, Texas, for RFP 1100 LLM3009 concerning relay services for Austin Energy. The addendum updates critical deadlines for the solicitation: proposals are now due Thursday, September 24, 2026, at 2:00 PM CST, with offers opening at 3:00 PM CST on the same date. This represents a one-week extension from the originally stated September 17, 2026 deadline. The underlying solicitation seeks staff augmentation to support Austin Energy with routine and emergency relay services across substations, power plants, and transmission and distribution systems serving 300+ distribution circuits across approximately 437 square miles and 78+ substations. The contract carries an initial 24-month term with options for up to three additional 12-month renewal periods at the City's discretion. Contractors must mobilize and begin work within 15 days of contract execution.
The solicitation imposes a mandatory Living Wage Program requirement of $22.15 per hour minimum wage for contractor employees directly assigned to the contract, with overtime calculated at 1.5 times the standard rate. Personnel must be journeyman-level technicians at minimum, complying with all OSHA, NFPA, and ANSI standards including arc flash work procedures. Evaluation criteria are weighted as follows: project understanding (10 points), staffing plan (20 points), experience and personnel (35 points), and price (15 points), with optional local and small business preference points of up to 10 each available. Contractors must provide a 5% bid bond and, upon award, furnish $1.2 million payment and performance bonds within 14 days along with commercial general liability insurance of $2 million per occurrence and $5 million umbrella/excess liability coverage. All other terms and conditions from the original solicitation remain unchanged, and offerors must return one copy of this addendum with their response to avoid potential rejection.
