About this file

This document is a federal contracting provision template for the Buy American Certificate (October 2022 version), prescribed under FAR 25.601(a)(2) for inclusion in solicitations.

The provision requires offerors to certify that all end products are domestic end products, except those specifically listed as foreign end products in the certificate. Offerors must separately identify any domestic end products containing critical components and must list foreign end products manufactured in the United States that do not qualify as domestic. For foreign end products that are not wholly or predominantly iron or steel (and are not COTS items), offerors must indicate whether domestic content exceeds 55 percent, or select "no" if the content percentage is unknown. The certificate includes a table for offerors to list line item numbers, country of origin, and domestic content percentages for foreign end products, and a separate section to list line items of domestic products with critical components. The Government will evaluate offers according to part 25 of the Federal Acquisition Regulation, which governs acquisitions involving foreign and domestic products.
