About this file
This is a purchase requisition and related invitation for bids issued by the Orange County Transportation Authority (OCTA) for oversize vinyl material supplies. The requisition, dated January 16, 2026, requests a one-year blanket purchase order for 3M oversize materials effective July 1, 2026 through June 30, 2027, with an authorized value of $110,000. The formal solicitation (IFB 250428) seeks bids for fifteen line items of reflective vinyl films, print wrap films, and branded graphic materials—primarily ORALITE and 3M products—with estimated annual quantities ranging from one to twenty-five rolls per item. No substitutions are permitted; all materials must be new. Bids are due August 6, 2026 at 11:00 a.m., with written questions due by July 20, 2026 at 4:00 p.m. Bid opening occurs at OCTA headquarters located at 600 South Main Street, Orange, California, with optional teleconference participation available. Award is scheduled for August 20, 2026, and the contract term runs from August 1, 2026 through July 30, 2027.
Pricing shall be firm-fixed on an F.O.B. destination basis, incorporating all direct costs, freight, and profit, with no price increases permitted during the contract term without ninety days' advance written notice supported by bona fide proof. Contractors must guarantee that quoted prices are equal to or less than prices offered to any other local, state, or federal government entity. Evaluation is weighted 100 percent on cost, with lump-sum unit prices at 90 percent and miscellaneous materials discount at 10 percent. A Disadvantaged Business Enterprise participation goal applies with the specific percentage to be specified in final solicitation documents. Davis-Bacon prevailing wage requirements apply. Prior to commencement, contractors must maintain Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation, and Employers' Liability ($1,000,000 per accident and per disease) insurance, with proof of coverage due within ten calendar days. All deliveries are to the OCTA Print Shop, Monday through Friday, 8:00 a.m. to 5:00 p.m., where the vendor is responsible for all delivery and offloading; the facility has a 4,000-pound freight elevator but no forklift or loading dock. The Authority reserves the right to award all requirements to one bidder or apportion among multiple bidders.
