About this file

This is a Level 1 Health, Safety and Environmental Specifications exhibit for IFB 250428 issued by the Orange County Transportation Authority for oversize vinyl material supplies. The specifications establish mandatory health, safety, and environmental compliance requirements applicable to all contractors, subcontractors, suppliers, and employees engaged in work on Authority property. The contractor must comply with all applicable Authority HSEC requirements, project site specifications, bus yard and rail safety rules, and federal, state, and local regulatory standards. The specifications require the contractor to identify hazards, implement appropriate controls, and maintain safe working conditions throughout the contract term, which runs from August 1, 2026 through July 30, 2027. The Authority reserves the right to suspend work, remove personnel from the site, or terminate the contract at its sole discretion in response to repeated unsafe acts, serious safety violations, or non-compliance with these requirements.

The contractor must establish immediate notification procedures for all incidents occurring on Authority property, including property damage, recordable injuries and illnesses as defined by Cal/OSHA, first-aid cases, near-miss incidents, environmental incidents such as spills or releases, and inspections by outside regulatory agencies. Verbal notification to the Authority's designated representative must be followed by a written preliminary incident report submitted to the Project Manager within twenty-four hours. Serious injuries, Cal/OSHA recordable injuries or illnesses, significant near-miss events, and other serious incidents may require formal incident investigation submittal and review at the Authority's direction. These specifications apply to incidents involving contractors, vendors, visitors, or members of the public arising from Authority-related work.
