About this file
This is a Price Summary Sheet and Instructions document from the Orange County Transportation Authority (OCTA) for Invitation for Bid (IFB) 250428 regarding Oversize Vinyl Material Supplies. The contract opportunity has a budget of $110,000.00 for a one-year term. Bidders must complete Section 3 of the pricing proposal by electronically entering unit prices for each line item into the OpenGov system, with all required fields mandatory to avoid non-responsive determinations. Pricing shall be firm-fixed throughout the entire contract term, incorporating all direct costs, indirect costs, freight, and profit as detailed in Exhibit A, the Scope of Work. Estimated quantities provided are for evaluation purposes only and do not guarantee any maximum or minimum purchase amounts.
Invoices must be itemized with all material costs and accompanied by supporting documentation for any part exceeding $500, with contractors required to substantiate actual costs of replacement parts before payment is issued. No price increases are permitted during the Blanket Purchase Order term; however, any price decreases will automatically extend to the Authority. A minimum of ninety days advance written notice is required for cost adjustment requests supported by bona fide proof, with no retroactive adjustments considered. The net dollar amount of profit remains firm, and adjustments increasing contractor profit are prohibited. Contractors must guarantee that quoted prices equal or are less than prices offered to any other local, state, or federal government entity for equal or lesser scope services, with no price increases to be passed to the Authority during the contract term.
