About this file
This document is a Certificate Against All Debarment and Suspension form for the McGhee Tyson Airport Runway 5R-23L Rehabilitation Project 1 in Alcoa, Tennessee, issued for bid on February 9, 2025. The certification requires bidders to verify that neither they nor their principals are currently debarred or suspended by any Federal department or agency from participating in this transaction. Additionally, the successful bidder must ensure that all lower-tier subcontractors exceeding $25,000 are also not debarred by checking the System for Award Management (SAM.gov), collecting certification statements, and inserting appropriate clauses in lower-tier contracts.
The document outlines specific compliance requirements for federally assisted projects, with the Federal Aviation Administration (FAA) retaining the right to pursue remedies, including suspension and debarment, if a lower-tier participant fails to disclose its exclusion or disqualification status. The certification allows bidders to confirm their eligibility by executing the proposal, with the signature on the proposal constituting agreement to the certification terms as permitted under Title 28 United States Code, Section 1746. The form provides a standard mechanism for contractors to attest to their good standing and ability to participate in the airport runway rehabilitation project.

CERTIFICATE AGAINST ALL DEBARMENT AND SUSPENSION B-36
CERTIFICATION AGAINST ALL DEBARMENT AND SUSPENSION
CERTIFICATION OF OFFERER/BIDDER REGARDING DEBARMENT
By submitting a bid/proposal under this solicitation, the bidder or offeror certifies that neither it nor its principals are presently debarred or suspended by any Federal department or agency from participation in this transaction.
CERTIFICATION OF LOWER TIER CONTRACTORS REGARDING DEBARMENT
The successful bidder, by administering each lower tier subcontract that exceeds $25,000 as a
“covered transaction”, must verify each lower tier participant of a “covered transaction” under the project is not presently debarred or otherwise disqualified from participation in this federally assisted project. The successful bidder will accomplish this by:
1. Checking the System for Award Management at website: http://www.sam.gov.
2. Collecting a certification statement similar to the Certification of Offerer /Bidder
Regarding Debarment, above.
3. Inserting a clause or condition in the covered transaction with the lower tier contract.
If the Federal Aviation Administration later determines that a lower tier participant failed to disclose to a higher tier participant that it was excluded or disqualified at the time it entered the covered transaction, the FAA may pursue any available remedies, including suspension and debarment of the non-compliant participant.
Execution of this proposal on the signature portion thereof shall constitute also signature of this certification as permitted by Title 28 United States Code, Section 1746.
