About this file
This document is an attachment detailing the On and Off Ramping Procedures for the Department of Veterans Affairs (VA) Healthcare Design-Build and Construction (DBnC) Multiple Award Task Order Contract (MATOC). The on-ramping process allows the government to expand the competitive pool through two award tracks: 30 Service Disabled Veteran Owned Small Business (SDVOSB) awards (targeted at 10 per regional pool) and 10 Full and Open (Unrestricted) awards for the nationwide pool. The government reserves the right to adjust these numbers based on qualified offerors and agency needs.
The off-ramping procedures enable the government to remove contractors who are not actively competing for orders, winning awards, or performing Statement of Work requirements satisfactorily. Contractors must demonstrate annual program participation, and can be subject to off-ramping if they do not submit proposals during Request for Information (RFI) events (with three warnings potentially leading to removal), lose SDVOSB certification, or fail to meet performance standards. The government maintains unilateral discretion in option exercise and contract continuation, with the ability to initiate off-ramping dialogues during annual Program Management Reviews or as needed.

ON AND OFF RAMP PROCEDURES
A. On-Ramping: The Government reserves the right to expand the competitive pool for either SDVOSB or Unrestricted competition at any time during the term of the contract.
i. The Government will advertise the re-opening of the competition on SAM.gov.
ii. The evaluation and selection of awardees for any on-ramp will be exactly the same as the evaluation and award criteria used for the DBnC initial basic contract awards.
iii. Any additions due to on-ramps will not impact the DBnC ceiling.
iv. The Government anticipates the following awards:
· Service Disabled Veteran Owned Small Business (SDVOSB) Awards – The Government intends to make thirty (30) awards to the firms, with a target of ten (10) per regional pool.
· Full and Open (Unrestricted) Awards – The Government intends to make ten (10) awards for the nationwide pool.
· The Government anticipates maintaining similar numbers of contracts awarded under each scope throughout the duration of the period of performance but may choose to have more or fewer contracts depending on the availability of qualified offerors and the needs of the Government.
v. Successful on-ramp awardees will compete with any existing or remaining contractors for all future TOs in the manner stated in the ordering procedures.
vi. The ordering period for new awardees will be in line with the dates established at initial award.
vii. The Government will not consider unsolicited requests for addition to the DBnC.
B. Off-Ramping: The Government reserves the right to off-ramp any awardee who is not actively competing for orders, not winning awards, and/or are not performing Statement of Work (SOW) requirements satisfactorily.
i. Awardees must, on an annual basis, demonstrate their participation in the program.
ii. The Government will open dialogue with those awardees who are not actively competing for orders, are not winning awards, and/or are not performing SOW requirements satisfactorily. This may be accomplished during an annual Program Management Review (PMR) or at any other point deemed necessary.
iii. Any awardee whom the Government believes has not demonstrated participation in the program may be subject to off-ramping. This may occur either during the base period or the Government may elect not to exercise an awardee’s option. Option exercise continues to be a unilateral right of the Government and does not require dialogue with a contractor prior to making the determination to either exercise or not exercise an option.
iv. SDVOSB’s whose VetCert certification expires will no longer be eligible to receive set-aside task orders. If SDVOSB certification cannot be recertified due to change in company ownership/management, the awardee shall be subject to off-ramping. If SDVOSB recertification is demonstrated to be in process, and delayed at no fault of the awardee, the awardee will be given 6-months to recertify, at which time if not recertified the awardee may be subject to off-ramping.
v. Any awardee who expresses interest during an RFI and does not submit a proposal will receive a warning. Three warnings may result in off-ramping.
