About this file
This document is Appendix L-02, a Choice of Competition form for the Department of Veterans Affairs (VA) CFM Healthcare Design-Build and Construction (DBnC) Multiple Award Task Order Contract (MATOC). The form requires offerors to specify their competition level, with options including full and open competition, individual participation, joint venture, mentor/protegee, and Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside pools. SDVOSB participants can compete in three regional pools (Eastern, Central, Western) and must be certified through Veteran Small Business Certification. Each individual contractor may participate in multiple regional pools under the SDVOSB set-aside and only once under the unrestricted competition, with certification determined through the VetCert platform at https://veterans.certify.sba.gov.
