About this file

This is an Environmental Policy Statement issued by the Department of the Navy, Commander Fleet Activities Sasebo (CFAS) in Japan, dated September 25, 2020, with a Japanese translation dated September 20, 2020.

CFAS commits to developing, implementing, and managing an effective Environmental Management System (EMS) that applies to all tenants and activities operating on the installation. The EMS framework monitors protection of the environment and pollution prevention efforts, compliance with environmental regulations and Department of Defense/Navy policy, and continual improvement of environmental performance. The EMS will be integrated into business processes, cost-effectively resourced, and evaluated quarterly by the Environmental Protection Council to ensure objectives align with the base's strategic direction and are reviewed annually. A risk-based approach assesses work practices at high-risk locations with potential for adverse environmental impacts.

The Environmental Division will monitor EMS implementation and conduct environmental walkthroughs of high-risk locations weekly, with tenants expected to support closure of findings and work toward continuous environmental protection and natural resource preservation. EMS awareness training is mandatory for all DoD military, civilian, and Master Labor Contract/Indirect Hire Agreement personnel within six months of their on-board date and every three years thereafter; limited-term employees and US/Japanese contractors must complete training prior to start date. Training is monitored through the Environmental Compliance Assessment, Training and Tracking System. The Environmental Division, Public Works Department Sasebo serves as the EMS administrator, with the Installation Environmental Program Director as the point of contact (DSN: 315-252-3369).
