PUERTO RICO HURRICANE RECOVERY PROJECT
SAN JUAN, PR GSA-PBS, REGION 2
PARTNERING
PART 1 - GENERAL
1.01 DESCRIPTION OF REQUIREMENTS
A. DEFINITION AND OBJECTIVE
1. Partnering is a structured process developed to produce a profitable and high quality project for the entire "construction team." This will result in the evolution of a cohesive, cooperative construction leadership team with a single set of goals and measurable objectives. This "team construction" approach will foster relationships among the team members based on trust and open communication, leading towards expedited decision making and a positive approach to all aspects of the project.
2. The objectives are effective and efficient contract performance, intended to achieve completion within budget, on schedule, and in accordance with Contract Documents.
The Government shall require the foundation of a cohesive partnership among the key management representatives of the various entities involved in the project. These include representatives of the Government (including General Services Administration and OTHER AGENCIES), the Contractor and its major subcontractors, representatives of the Architect-Engineer design team and representatives of the Construction Manager.
B. METHODOLOGY
1. Agreement
Participation in the Partnering Process is mandatory for the successful offerer. To implement this partnership initiative, the first session will be held within 30 days of Notice to Proceed.
2. Facilitator
A facilitator, which is a company or individual specializing in the conducting of partnering processes, will be selected by the Contracting Officer. The facilitator will develop the steps, procedures and guidelines for implementing the partnering systems.
3. Preparation
There will be three major components to the Partnering Process
(a) Preparation/Commitment
In preparation for a partnering session, the facilitator will meet with the senior representatives of all parties to be involved in this session. Unique aspects of the construction project that may affect how the members of the team will work with each other will be assessed during this period. Additionally, the general concerns of the team players will be brought to the attention of the facilitator.
(b) The Partnering Session
The partnering session will be a one day on-site session. The session will be held on a weekday during normal working hours. There will be large and small group meetings during the session. The team members will spend most of their time in small group workshops defining values, project objectives, requirements for resolving issues and

personal commitments for enhanced communication and performance. The culmination of the session is the signing of a charter and joint commitment to the action plans.
(c) Follow-up/Reinforcement
Top management commitment and follow-up is necessary for the success of this effort.
The facilitator will monitor the ongoing partnering process to help ensure continued implementation of the plan and to review the strength of the project team's commitment and the action completed to date. This will occur approximately 60 days after the session. There will also be an additional follow up session, which will occur approximately 6 months after the signing of the charter. (It should be noted that a facilitator can be brought back at any time throughout the life of the project.)
C. PARTICIPATION
The cost of the participants’ time is to be included in the bid cost for the project. The expected participants for the General Contractor are to be:

It is recommended that the General Contractor arrange to have as a minimum, management-level representatives of all major subcontractors participate in the partnering session.
