AMENDMENT NO. 6
Amendment No. 6 is hereby issued as follows:
1. To respond to the following RFI’s:
44. As per drawing A-121, waterproofing system shall be applied at the West Side Link Foundation Wall (Option 04). Please provide the following information:
a. Existing footing bottom elevation
b. Existing footing dimensions
c. Existing grading elevations
Response: The footing is believed to be 12” high x 30” wide (304mm x 762mm) Grading elevation along wall is approx. at 16.40 ft. (5.0 meters) at top of grade. Bottom of footing is approx. at elevation 6 ft. (1.82 m) The wall is approx. 9 ft. high (2,742mm) /10 ft to bottom of footing.
45. Specification 14 21 23, Section 1.6 (Related Work).B.1, has several requirements that shall be applicable based on prevailing conditions at the site of work and/or mandated modifications for code compliance. Some of these requirements are not shown on the drawings. Please clarify which requirements shall be included in the proposal.
Response: Assume all requirements are to be met.
46. Amendment No. 4 - RFI #39 Response: “Elevator Management Information System (EMIS) can be located either in the elevator machine room, fire command room, security area or management office. Typically the elevator machine room will be location. This will be subject to GSA Approval” RFI: New electrical conduit has to be installed from Elevator Penthouse to the EMIS Desktop PC location. Please provide the location for bidding purposes.
Response: This system can be located ether in the elevator machine room, fire command room, security area or management office. Typically the elevator machine room will be the location.
This will be subject to GSA approval.
47. As per drawing AD-102 – Note 9, the existing mechanical ducting on roof shall be replaced.
Please provide existing ducts dimensions.
Response: Refer to the attached as built drawings for duct sizes and design documents for lengths and routing. Contractor to match existing sizes, insulation and performance with new ductwork.
Before any work is performed, a certified (AABC, NEBB, or TABB) Testing, Adjusting and Balancing contractor is to provide a baseline performance test of each system at full, cooling mode and submit a baseline TAB report. The test shall include:
- Airflow measurements of each inlet and outlet for each room (Supply, Return and Exhaust).
- Total airflow at the inlet and outlet of each air handling unit. (Duct leakage is the difference between the airflow at the unit, and at the room inlets and outlets.)
- Static pressure readings at the inlet and outlet of each fan.
- Fan speed and amperage of each fan motor.
- Cooling coil entering and leaving dry bulb and wet bulb temperatures during the warmest part of the day.
After the roofing work is complete, and air handling units are replaced with new ductwork, each unit will need to be rebalanced and adjusted so that the final performance is equal to or better than the baseline. The contractor is to submit an as-built TAB report indicating that the performance is equal to or better than the baseline after all work is complete.

48. As per drawing A-101 – Note 7, exterior metal gates shall be repainted/refinished. Please provide a drawing showing the location or provide total exterior metal gates length.
Response: The existing gates are approx. (2438mm) 8 ft high with (19mm x 19mm ) 3/ 4” vertical pickets spaced at (102mm) 4” O.C. Paint with exterior grade paint to match existing in color.
Gate is approx. 14 ft wide. Verify in field. Gate is located at the North Main entry to school.
49. Specifications includes a section for air barriers quality control testing. Please clarify air barriers scope.
Response: There are no air/vapor barriers on this job. Disregard note.
50. As per drawing AD-130 Note 5, contractor is to provide construction fence. As per drawing CJ 101 Note 17, contractor shall be responsible to provide a continous construction security fence around all the perimeter of the project during construction. Please clarify temporary construction fence scope.
Response: All areas of construction must be protected from unauthorized access. The extent is to be determined by the contractor in coordination with GSA and security personnel.
51. As per Drawing SS-100 (included in amendment No. 4) – Structural Steel Note 7, structral steel shall have red oxide and anti-corrosion epoxy coating. As per drawing S-002, steel joists shall be galvanized. Please clarify.
Response: The Structural Steel Note 7 on SS-1 00 applies only to steel used for the security fence.
It does not apply to structures, such as steel joist or steel beams.
52. As per Drawing SS-100 (included in amendment No. 4), foundation note 1 and 2 - all foundation shall be test on soil of the same nature, type, depth as specified and contractor shall make sure that the pile type furnished and/or installed shall have a structural strenght no less hat the capacity state. Please clarify if the design intent of these notes is to include a test pile/pier for the fence footing in the bid package.
Response: The foundations of the fence were designed for 2,000 psf as indicated on drawings.
The contractor must ensure that the terrain is adequate for this, either with compaction and/or soil sampling every 75 to 100 meters. Since we do not have soil studies in the different areas where the fence goes.
53. As per drawing A-120 and AD-120, a new floor drain shall be installed on bay A20 - A19, A19 - A18, and A18 - A17. Storm sewer system to connect these 3ea new drains was not found on site drawings.
Response: There is no louver in bay A20-A19, therefore it is not necessary to install a new drain in it. Please refer to attached picture 144_234.jpg.
Regarding the bay A19-A18, and A18-A17 will be free discharge to soil surface. Is not necessary to connect these new drains to the storm sewer system. The water level during an extreme rain event is not expected to reach the louvers but to flow along the soil surface and to be managed by the existing storm sewer system at the parking lot area.

2. Clarification to Drawing AD-126 – Demolition Note A – Remove wire mesh partitions, coordinate with GSA Building Manager for Reinstallation.
a. Location where the wire mesh partitions will be reinstalled has not been determined. This information will be provided by the GSA Project Manager during the Contract.
b. The Contractor will need to store the wire mesh partitions at an approved space until provided the location to reinstall the same by the GSA Project Manager.
c. GSA Project Manager could instruct the Contractor to store or relocate the wire mesh partitions on no more than eleven different times.
d. The Contractor is responsible for furnishing all parts required for the re-installation of the wire mesh partitions.
e. Before reinstalling the wire mesh partition the Contractor shall submit drawings demonstrating the configuration of the wire mesh partition to the GSA Project Manager for approval.
3. Clarification to Specification Section 028213 - 1.16 (Definitions) – Item #32 Environmental
Consultant: The firm, hired by the Owner, to provide asbestos inspection, sampling, design, and oversight services, and to conduct final sample collection and analysis.
a. The Environmental Consultant shall be hired by the Contractor, not by the Owner. This includes all responsibilities of this project as described in the specifications and drawings.
4. The Elevator Consultant shall be hired by the Contractor.
a. The Elevator Consultant shall work for a different company than the Elevator Contractor.
b. The Elevator Consultant shall make weekly inspections or less if required by GSA Project
Manager. The visits will be done when any elevator work is executed. Within 24 hours the Elevator Consultant will send an approved inspection report to GSA Project Manager.
c. The Elevator Consultant shall perform all responsibilities of this project as described in the specifications and drawings.
d. The Elevator Consultant shall be approved by the GSA Project Manager.
e. The Elevator Consultant shall have at least 20 years of experience. Within their resume they shall demonstrate that they have worked in Federal Facilities.
f. The Elevator Consultant shall be Licensed Elevator Inspector of Puerto Rico by PROSHA
(Puerto Rico OSHA).
The date and time for receipt of proposals remains unchanged.
