About this file
This document contains questions and answers related to a tank inspection contract at Fort Novosel, AL, addressing contractor inquiries about fuel transfer, equipment handling, and tank specifications.
The Q&A clarifies that Tank 2 (FAC 25647) is the only API Tank involved, requiring the contractor to handle up to 3,000 gallons of F-24 fuel transfer and storage, plus disposal of up to 100 gallons of fuel/sludge. The contractor is responsible for removing and reinstalling ATG probes in STI tanks as needed for inspection. For diesel fuel management, the contractor must transfer and return up to 1,500 gallons between STI tanks during inspections and coordinate with the installation for timing. The document also confirms that Tank 2's double foam log seal was previously replaced with a double wiper seal according to a 2015 API 653 inspection.

Response to contractor questions #1:
1. Can fuel from tank 2 (Fac 25647) be transferred into tank 1 (Fac 25649)?
FAC 25647 (Tank 2) is the only API Tank on this contract. The PWS states the contractor will be responsible for providing temporary storage, transferring, and returning up to 3,000 gallons of F-24 fuel. The contractor will also be responsible for disposing of up to 100 gallons of fuel/sludge and/or residual product.
2. Who is removing the electronic ATGs on the STI tanks? Same with reinstallation? The Base?
DLA? The awarded Contractor?
I am assuming by electronic ATGs, they mean the ATG probes inside the tank. In that case, it is the responsibility of the contractor to remove/replace/reinstall the ATG if it is required to complete the inspection.
3. Will the product from the 1st diesel tank need to be stored (1,600 gals)?
The PWS states the contractor will be responsible for transferring and returning up to 1,500 gallons of Diesel fuel from one STI tank to the other in between inspections. The contractor will also be responsible for disposing of up to 100 gallons of fuel/sludge and/or residual product. After award, the contractor will need to work closely with the installation to coordinate inspection dates and details for fuel transference.
4. Can you please find out Tank 2 (Facility 25647) currently has a double foam log wiper seal, or if it has a double wiper seal?
According to the API 653 that was performed in 2015, and the SOW, the old double foam log seal was replaced with a double wiper seal.
