1. In the Solicitation, on p. 158 of 171, under Evaluation Factor IV - Past Performance, you indicate "The offeror shall coordinate completion of the form entitled "Past Performance Questionnaire" in the Proposal Submission Package for construction projects of the same scope and complexity as the contemplated contract." Please clarify whether the projects we select must be the same projects we have selected for Subfactor 2b, and if not, the number of PPQs we should include.
ANSWER: It is up to the Offeror if the five past performance projects are the same as the projects submitted for Subfactor 2b.
2. Please confirm the entire hydronic system (new and existing pipe) in the Elevator has to be flushed.
ANSWER: Confirmed. For the work associated with the elevator, the new and existing condensate piping shall be flushed once the new piping is installed For the VSF, the domestic water should be flushed. Specifics for the VSF are detailed in Spec Section 221116.
3. Regarding the bid date now being Monday July 24th at 3:00 pm Mountain Time, please confirm the hard copy submittal can be delivered at a later date and when.
ANSWER: The Proposal Due Date will remain Monday July 24th at 3:00 pm Mountain Time. Everything is due at this time, including hard copies.
4. Please provide the number count of the 7-pin Best lock cores ANSWER: Coordinate with NPS for keying to match existing.
5. Please provide the contact information of your security contractor in order to obtain pricing for card reader & CCTV integration ANSWER: Inter-Con Security is the company under contract for screening at WAMO.
6. Please specify what card reader will be compatible with the building security system. Provide a contact name for your security contractor ANSWER: Card reader information is located in section 281300 of the VSF package.
7. The traveling cable as specified does not provide for any spare wires. Please confirm that we are asked to price the traveling cable as specified in 14 22 00-2.6.K.3 ANSWER: Provide a minimum of 10% spare wires.
8. Please confirm that we are not pricing the replacement of the motor armature and only reconditioning of the hoist machine motor and components as outlined in the specifications ANSWER: Armature testing is a contract requirement. The replacement of the armature is not anticipated or required.
9. Please provide the existing DC motor model & manufacturer ANSWER: The nameplate on the elevator motor has the following information: Otis Elevator Company, Machine No. 15715, Motor No. 78797Y, Size 87, Type DC, 230 Volts, 87 RPM, 63 HP, 96 amps. The motor was made and installed in the 1950s.
10. M6.1 does not schedule RF-1 with ECM and does not call for a VFD, however it schedules EF-1 & OAF-1 with ECMs. Spec Section 23 05 13-2.5.B.1 calls for the ECM integrated controllers. M7.1 calls for the continuous operation of all scheduled fans and does not call for VFDs. EP1.1 shows a VFD associated with RF-1 only. Spec Section 23 05 93-3.5.C calls for the calibration of both supply and return air fan VFDs. Please (1) clarify if VFDs are required for OAF-1, EF-1 & RF-1? (2) update the equipment schedule, electrical power drawings and controls sequence accordingly.
ANSWER: (1) A VFD is only required for RF-1. (2) No updates are required. The VFD on RF-1 is to be primarily used to balance the fan. All fans are to operate continuously as indicated in drawings.
11. Q&A Response #5 included in Amendment 003 allowed for email submission of the proposals on the due date and time, with a hard copy to follow the next day. Please consider allowing this arrangement, resulting in an electronic copy due July 24, and a hard copy due July 25.
ANSWER: The Proposal Due Date will remain Monday July 24th at 3:00 pm Mountain Time. Everything is due at this time, including hard copies.
12. VSF Drawing A4.3, detail 1 calls out for 1 ¼” thick granite base, whereas VSF Specification Section 04 40 00, page 4 calls out for 1” thick granite base trim. Please confirm which one is correct.
ANSWER: Granite base trim should be 1 1/4”.
13. Please provide details on all required wiring for security, monitoring, and digital displays that will be required within out equipment. What is the security platform we are required to tie into?
ANSWER: For security card readers, the elevator package of design provides conduits inside the monument.
As far as CCTV inside the monument, the existing cables for the CCTV cameras are being demolished and replaced with the same type of cable (match existing).
The digital displays referred to must be the digital displays within the cab. The cabling for that is part of the Elevator scope of work.
All security system information and specifications are located in the VSF 28 series specifications. Refer also to the system on-line (drawing SE5.4 in the VSF package)
14. Please verify if the remote diagnostic panel with camera system at the ground floor is the same as the computer system to tie in the camera system?
ANSWER: It appears the question might relate to 3 different, unrelated systems, as follows:
1) The remote diagnostic panel is part of the elevator system (not part of the CCTV system, not connected to CCTV system, not part of visitor information display system inside cab) and it allows elevator technicians at Level 0 to remotely diagnose elevator status.
2) The CCTV system is part of the NPSs CCTV system. In the WAMO, the CCTV work consists of demolishing the existing cables associated with the 2 cameras that are connected to the elevator, and replacing the cables in kind.
3) Digital Video Display within the cab. This system is not connected to either the CCTV system or the Remote Diagnostic System – it is for displaying information to visitors and falls under the Elevator scope or work.
15. The specification calls for the elevator to slow down under the Observation Operation. What is the duration of the slow down? What speed shall the car slow to while traveling past the observation areas?
ANSWER: The slowdowns occur at Level 270/280 and Level 130/140. The duration of the slow downs and the speed of the elevator during the slowdowns shall be field verified and duplicated by the new control system.
16. As identified in the referenced Spec Section, alternate Elevator contractors must be approved by the Contracting Officer prior to bid date. Therefore, we respectfully request approval of Liberty Elevator Corporation of Paterson, NJ as an elevator contractor/installer utilizing equipment and materials as specified in Section 14 22 00. Please Reference https://www.libertyelevator.com/featured-projects/ ANSWER: Liberty Elevator Corporation is not an approved vendor. The Specification list of vendors all have the proper design and engineering staff to develop/support the custom operation.
17. Keynote 5 of sheet C1.4 states 'proposed telecommunication lines', but appears to show something unrelated to the telecommunication systems. Please clarify what keynote 5 should be labeled as.
ANSWER: An updated C1.4 is included as an attachment to this Amendment. The PLAN LEGEND numbers 5, 7, 8, 12 and 17 were misaligned with the column of text and should be as follows:

18. Evaluation Factor II - Qualification, Experience and Capability, Subfactor 2 A: Key Personnel requires an Elevator Superintendent/Foreman. Was it the National Park Service's intention that this position be filled by an employee of the General Contractor or a Project Manager/Foreman from the Elevator contractor?
ANSWER: The Elevator Sub would need to have their own Foreman, or Superintendent due to the specialized nature of the elevator work and that this work is ongoing concurrently within the Monument. The overall project can be under one Superintendent
19. Confirm how the temporary barrier is intended to be operated? Handheld tether with open/close command? Remote Control Push Button Panel at adjacent canopy via hard wire? Other?
ANSWER: The temporary barrier can be operated with controls on a handheld tether, or hard mounted, as long as it is lockable. It is up to the Offeror to propose the best value temporary barrier.
20. Will the temporary barrier require power or hydraulic controls?
ANSWER: See answer in previous Amendment.
21. During the preconstruction meeting, it was stated that CLIN 06 Permits would be paid based on invoiced costs and that if those costs exceed the stated amount on the bid form additional funds will be added. In order to evaluate the total bid for this project from all bidders, we would ask that you establish an allowance for the CLIN. So that all bidders will use the same amount in the bid.
ANSWER: Offerors shall use an allowance of $50,000 for CLIN 06 Permits.
