NAMA 151073 – Solicitation Questions and Answers for Amendment 05

1. What is driving the current bid date of July 13? Does the NPS have the ability to push it by 2 to 4 weeks?

ANSWER: The revised bid date is now Monday, July 24, 2017 by 3 pm Mountain time.

2. What is driving the completion date of January 31, 2019?

ANSWER: The Government intends to open the Washington Monument as soon as possible since it was closed in August of 2016. The goal is to open the Monument in time for the Cherry Blossom season 2019, which starts as early as the beginning of March.

3. Please issue all the documents available for the foundation construction of the Washington

Monument. Initial and subsequent modifications.

ANSWER: The reference drawings that are necessary to understand existing conditions have been listed in Div. 1 specification section 01 11 00, under 1.15 “Additional Reports” and 1.16 “Reference Drawings. Any older drawings will likely be outdated and inaccurate to describe existing conditions relevant to the construction of the new facility.

4. The existing VSF is ballistic plated construction. Can NPS provide AS-Builds of the construction as we understand there is steel plate behind the existing facility exterior?

ANSWER: The existing structure is NPS stick built and self-evident how it was constructed based on the site visit; therefore, there is no need for As Builts.

5. Are the Key Personnel positions required to be full-time on-site?

ANSWER: No. The Project Manager, Superintendent, and Quality Control positions should be full time, onsite positions while work is in progress. The CPM Scheduler does not need to be full time nor present onsite. The Elevator superintendent/foreman should be onsite based on whenever the elevator work is being performed.

6. There appears to be a conflict with the temp fence layout on the civil vs the “G” drawing. Please clarify.

ANSWER: Temporary fence layout on G0.3 overrules the civil drawing C1.15, with exception of the area shown on C1.14, which shows detail that should be followed to ensure enclosure of Geothermal Well field.

7. Can you provide a qualified manufacturer that meets the specified requirements (glazing)?

ANSWER: See Specification Section 088000.2.2 for qualified glazing manufacturers.

8. Can you provide a representative project built to the specified glazing spec?

ANSWER: No

9. There is no ballistic spec in the documents. The Division 1 Scope of Work states ballistic is required. Kindly provide spec.

ANSWER: See Specification Sections 081200 “FE Ballistic and Blast Resistant Doors”, 08 88 53 “Security Glazing”, and 10 26 41 “Bullet Resistant Wall Panels for Ballistic requirements.

10. Whose elevator equipment is currently in there?

ANSWER: OTIS Elevator Company, 1957-58.

11. Due to the complexity of the project and the amount of specialty trades involved, we hereby request a one-week postponement. We feel a postponement will result in lower overall prices and this will benefit the Park Service. Please let us know as soon as possible, so that we can encourage more subs and suppliers to bid this very important project.

ANSWER: Refer to answer #1.

12. What are the page limits for each Volume/Section?

ANSWER: There are no page limits but the Government is looking for proposals that concisely address the solicitation requirements.

13. How many past projects for the Past Performance Questionnaire are required and when are they due (if different than the proposal submission date)?

ANSWER: Five projects.

14. What is the required font/format for proposal submission?

ANSWER: No required font or format.

15. The solicitation states on p.158 in reference to past experience projects that “the offeror shall limit submissions to no more than a total of five relevant projects”; the Q&A states to “provide a minimum of ten (10) projects” for past experience. How many past experience projects are actually required?

ANSWER: Five projects.

16. Is it the owner’s intention to allow the major elevator companies listed in the specification, to use their own highly proprietary controls, or is the govt. going to restrict the use of major manufacturers proprietary controls and bid with the pre-approved GAL controller?

ANSWER: The approved control systems are identified in the specifications and are required to be non-proprietary (see section 3.8 A). The specification requires them to provide all tools, codes, etc. so that the equipment can be maintained by any licensed elevator maintenance company. As per the specifications, custom operation and software are required to be developed for this project.

17. The existing controls show earthquake proof nomenclature . The existing elevator system may have some earthquake or seismic devices but the guiderail brackets, guiderail fish plates, and other structural components appear to be non-seismic or zone 1 equipment. Pleas confirm that we are only required to meet zone 1 seismic requirements. If not please advise.

ANSWER: As per the specifications, the existing rails and brackets are to be retained and the existing earthquake monitor will be retained. No other additional/new seismic provisions are required as this is not a seismic Zone.

18. Will there be any spare parts or attic stock items required?

ANSWER: Please review the specifications in detail. Section 14 22 00 has requirements identified in section 3.8 A 2, spare parts. See section 14 32 50 Appendix D for additional requirements for Adequate parts and Storage. The bidders should review Division 1 (VSF) for any additional training and closeout requirements. The specifications also identify an additional touch screen and back up note books etc.

19. Is there any requirement for DC First Source Labor provisions?

ANSWER: DC First Labor Source is not applicable to a federal construction contract, such as this one for the National Park Service. DC First Labor Source only applies to municipally funded projects for the District of Columbia. There are no municipal funds involved with the Washington Monument VSF and Elevator.

20. With respect to the past experience, is there a limit on the number of years that we can go back to demonstrate relevance?
