NAMA 151073 – Solicitation Questions and Answers for Amendment 07
1. Specification section 14 22 00 requires the installation on an emergency break. Where is this emergency break located?
ANSWER: The selected elevator contractor will be responsible for determining the best code compliant location for this new equipment.
2. Specification sections 14 22 00 required installation of a code compliant platform apron. Where does this apron attach to the existing platform? Is a collapsible apron acceptable?
ANSWER: The selected elevator contractor will be responsible for providing a code complaint apron. They typically attach in the same manner as the existing. A collapsible apron should not be necessary and not typically desirable.
3. What is the basis of design for the ‘etched bronze’ hoistway doors that is requested as an alternate?
ANSWER: The alternate price is to provide a door matching the existing bronze finish and pattern (code does not allow the recesses in the door panels that are currently installed).
4. What is the basis for design of the ‘destination style’ hall fixtures?
ANSWER: Each of the approved manufacturers offer a touch screen device that is acceptable
5. Section 2.5.B.9 requires ‘other work deemed necessary’- please define that requirement.
ANSWER: The specifications require the machine to be tested and for all retained equipment to be in like new condition. The specifications are quite detailed as to the required/intended scope of work. Any other work is typically identified during the testing of the elevator machine and is required for like new operation.
6. Can you provide details and/or specifications for the USPP Canopy?
ANSWER: Previously answered, refer to that question/answer.
7. Will you be providing a specification section associated with Option D, Turf Restoration and Irrigation?
ANSWER: Previously answered, refer to that question/answer.
8. No fire protection drawings or notes were issued as a Fire Protection set of drawings or on the
Plumbing drawings. Fire Suppression is mentioned in specification section 331000. Please confirm the security/visitor center requires a fire suppression system. Please issue division 21 specifications. Please issue notes and/or drawings for the fire protection system.
ANSWER: Fire suppression is not in the scope of the VSF project, as directed by NPS. Disregard mention of fire suppression in specification section 331000.
9. There is no shading legend on MD1.1. Please clarify if RX, RL, and RS mechanical work on MD1.1 is existing to be removed.
ANSWER: “RX” refers to work that is to be removed. “RS” and “RL” refer to refrigerant suction and liquid piping. Therefore, all refrigerant piping associated with the existing ductless split system is to be removed.
10. Regarding ballistics requirements on the Washington Monument Visitors Center Project, can subcontractors prove the ballistic requirement with a 3-D Model Analysis?
ANSWER: No – 3D modeling cannot be used in lieu of testing. As noted in Section 088853 Paragraph 1.3.G, ballistic tests shall be submitted according to UL 752.
11. S0.1 states the seismic design category is B. Please confirm HVAC, plumbing, and sprinklers are exempt from seismic requirements based on the stated design category.
ANSWER: Confirmed. Per ASCE7, Chapter 13, Section 13.1.4, mechanical and electrical components in Seismic Design Category B are exempt from seismic design requirements. Fire suppression (sprinklers) is not in the scope of the VSF project, as directed by NPS.
12. Can you approve Quality Elevators Inc. using approved supplier and manufacturer (products) for the project?
ANSWER: Quality is not an equipment manufacturer and is not approved.
13. Reference to Addendum No. 003 to Solicitation No. P17PS00352, if Delaware Elevator Inc., or any other elevator company, uses approved products, can they be deemed acceptable?
ANSWER: Delaware is not approved. Custom software is required.
14. Specification section 14 22 00 -1.4B indicates "Approved Contractors" and that "Alternate
Contractors must receive approval from Contracting Officer at least 14 days prior to bid date." Is this intended to mean the only Kone, Otis, Schindler and ThyssenKrupp can bid this project or can other elevator companies bid this project using the approved products?
ANSWER: The approved manufacturers are listed. NO other companies have the engineering team available to develop the custom software required for this project.
15. The exterior aluminum curtain wall system (spec section 08 44 13) and depicted on the drawings is a custom system. Spec section 084413.2.19 includes a list of manufacturers that do not provide custom systems.
ANSWER: The exterior aluminum curtain wall system is a custom system. Lists of manufacturers of system components that comply with NPS requirements have been provided:
a. Please confirm this is a custom system to be designed, built and installed by the contractor or provide a basis of design manufacturer and product name.
ANSWER: Refer to section 088000.2.2 for acceptable manufacturers of the ballistic glazing and components for custom systems, which are required to meet the performance requirements laid out in the specs (084413.2.19: UL 752 Level 4 requirement to be met for custom equivalent systems)
b. If confirmed that this is a custom system, please confirm that stamped engineering calculations are sufficient and that no laboratory testing is required for systems covered under 08 44 13.
ANSWER: Laboratory testing is required for custom systems; stamped engineering calculations alone are not sufficient.
c. If laboratory testing is required for this custom system as shown, please confirm:
i. UL 752 level 4 is the only ballistic test required and it is only required for the glass as the aluminum system will always have a HSS member behind.
ANSWER: As noted in Section 088853 Paragraph 2.3.A, provide units, including glazing, frames, and sub-frames, which meet the UL 752 Level 4 requirements.
For Window System Type 2, only the glazing is required to meet the UL 752 Level 4 requirements. However, as noted in Section 084413 Paragraph 1.2.A, Window System Types 1 and 1A require the pressure cap to meet the UL 752 Level 4 requirements.
ii. All tests listed under 084413.1.10 comprehend all the tests required on these custom systems and that they are all mandatory.
ANSWER: All are mandatory, in addition to all protective design tests.
iii. No standard system tests are required as these are custom systems, that 01 40 00.1.6.A Refers to “Structural Tests and Special Inspections (STSI)”, is for reference only and satisfied under 084413.1.10.
ANSWER: STSI lists tests and inspections for structural elements, such as the HSS members of the exterior wall assembly, and per 01 40 00, must be followed (i.e., not “for reference only). Section 084413.1.10 lists laboratory testing for the W1 curtain wall system, which also must be followed, and does not overlap with the requirements of the STSI.
16. Please confirm that the only windows that are covered under Spec Section ‘08 88 53-Security glazing’ are the interior windows shown under A6.2 and that this section does not apply to any exterior elevations.
ANSWER: Confirmed.
17. Spec Section 08 88 53 covers windows type 6 & 7. However, requirements for each window types are different as window type 6 is only ballistic resistant. Manufacturer of window type 6 and corresponding doors have confirmed that they will comply with SD-STD-01.01 Forced Entry Standard but will exclude ASTM F3038 or any other standards. For testing, type 6 will comply with UL 752 Level 4 but will exclude any other testing or certificates included but not limited thermal and STC properties. Please confirm this is acceptable.
ANSWER: Per Section 088853 Paragraph 2.1, window type 6 does not need to meet the forced entry requirements and therefore does not need to comply with SD-STD-01.01 or ASTM F3038.
Complying with UL 752 Level 4 is sufficient to meet the ballistic requirements.
18. Specs refer to a “ballistic consultant”, please confirm this is to be engaged by owner.
ANSWER: Confirmed.
19. Please confirm if any special provisions need to be made to treat and clean the cavity created by the double-glazed system as this will be prone to condensation, insects, etc.
ANSWER: Cavity will be sealed. Surfaces interior to cavity shall be clean and dry, but there are no special treatment provisions.
20. Please confirm no new sprinkler work is required for the Elevator repair/upgrade.
ANSWER: There is no new sprinkler work included as part of Option B - Washington Monument Fire Alarm System Upgrade, or as part of the elevator system upgrade.
