NAMA 151073 – Solicitation Questions and Answers – Amendment No. 010

1. General - Please outline the citizenship requirements for worker badging, Green Card, Resident alien, US Citizen, etc.

ANSWER: Please see Clause 52.222-54 ‘Employment Eligibility Verification (Oct 2015)’ on page 73 of the solicitation. In addition, in the Specifications, Summary of Work, 1.7 Access and Security, are the instructions for employee security review prior to accessing the project site.

2. General - Per the Price Proposal requirements, we are to acknowledge all Amendments. We have not received a SF30 for Amendment 4 and it has not been uploaded to FBO. Please provide.

ANSWER: The Amendments are to be acknowledged in Block 19 "Acknowledgement of Amendments" of the original SF 1442. However, the SF30 for Amendment 4 will be attached to this Amendment along with the SF30 for this Amendment.

3. HVAC - VFD RF-1 is called for on EP1.1 and is scheduled on E7.3. This VFD controls a motor that has 1.5HP according to E7.3. M6.1 schedules a motor of 2HP for RF-1. Please clarify the horsepower for RF-1's motor. Please confirm note 3 from the fan schedule on M6.1 is applicable for RF-1 and therefore no lose VFD is required. An integral VFD is recommended because the motor is smaller than 3HP.

ANSWER: RF-1 has a 2hp belt driven (not electrically commutated) motor. Please provide a separate VFD.

4. Sheet 26 of 128 - Referencing Drawing AD1.1 (sheet 26), the drawings shows granite pavers and flag poles being removed on the West side of the monument, however it is unclear for what purpose these pavers and flagpoles are being removed. Please indicate the work being performed after these pavers and flag poles are removed and if it is essential to the project to remove such a large area of pavers and large number of flag poles.

ANSWER: See C1.3. Existing pavers, flagpoles, lights, and benches will need to be removed while trenching for new utility runs and then replaced in their original locations. The flagpoles, lights, and benches on the western side of the monument shown on AD1.1 may not need to be removed.

5. VSF 07 42 43 - Where in the plans are the metal composite wall panels described in 07 42 43 used? Our best guess was as the "glaze in insulated metal panels" seen on pages A4.2-4.5 but those seem to be accounted for in 08 44 13 as the metal panel cladding caps. Our other lead was on M5.3 where note 5 indicated an exterior insulated metal panel. Were either of those assumptions correct, and if the note on M5.3 is referring to 07 42 43, where else can we see those panels?

ANSWER: Spec section 07 42 43 was intended to address the “glazed in insulated metal panels” on A4.2-A4.5 as noted above. The information provided in section 08 44 13 applies in this case as the “Metal panel cladding caps” noted in 08 44 13 are the same element as “glazed in insulated metal panels” on the drawings.

6. VSF, Roofing - When notes 4 & 10 on A4.7 indicate protection board on top of the hyphen roof, are they referring to the cover board listed in the 07 54 23 specs? If not, where in the specs is that cover board? Similarly, are the cover board and the substrate board listed in the 07 54 23 specs used anywhere in the plans?

ANSWER: Yes, “protection board” noted on A4.7 is the same as “cover board” indicated in spec section 07 54 23.

7. 04 00 00 - For stone paver removal, what percentage of pavers are already damaged and will need to be replaced with like stone?

ANSWER: No damaged pavers are assumed. Salvaged pavers in the areas indicated on the drawings may need to be replaced if there are issues with re-cutting to fit the new footprint. That said, the assumption is that no new paving stone is needed for the project; the new stone spec is provided as a guide in the event that the Contractor needs to repair or replace pavers.

8. General - Please confirm 3D coordinated drawings with BIM is not required. Please confirm BIM coordinated drawings is not required for the geothermal wells. Please confirm red lines drawings are acceptable for MEP trades.

ANSWER: There is no objection to red line drawings, provided the work is coordinated prior to the drawings’ submittal.

9. Mechanical - Specification Section 238239 - 2.5 refers to heat trace; however, there is no mention of heat trace in the plans. Please confirm there are no heat trace requirements for this project.

ANSWER: Confirmed.

10. DWG C1.3 (Sheet 10) - Please provide the material the 1 1/2" and 3/4" water lines are to be constructed out of. Nowhere in the drawings or specs does it clearly call out what material these lines should be.

ANSWER: Water pipe material for the 1 1/2" and 3/4" water lines shall be consistent with DC WATER Specification - 33 12 13 WATER SERVICE CONNECTIONS, which calls for seamless copper water tube, ASTM B88, Type K wall.

11. General - Please confirm there is no perimeter or below slab foundation drainage system required for this Project.

ANSWER: No, a foundation drainage system is required. See drawing P1.1 (note 9) and spec section 22 14 13.

12. M2.1 (Sheet 89) - Detail 1 on M5.1 shows a concrete pad under ET-1 and GF-1; however, there is no note calling for a concrete equipment pad on M2.1. Please confirm a concrete pad is needed under the equipment and please update M2.1 to reflect the change.

ANSWER: Contractor to provide 4” concrete pads for ET-1 and GF-1.

13. Plumbing - Please confirm there is no plumbing demolition work required under the desired scope of work.

ANSWER: For the Elevator project, the scope includes removal of existing condensate piping.

No plumbing demolition work is required for VSF scope.

14. General - Amendment 000004 containing Q&A for Amendment 000003 and the

Experience_Form document was issued without an Amendment of Solicitation/Modification of Contract letter; it included one for amendment 000003 instead. Please provide an Amendment of Solicitation/Modification of Contract for Amendment 000004.

ANSWER: The Amendments are to be acknowledged in Block 19 "Acknowledgement of Amendments" of the original SF 1442. However, the SF30 for Amendment 4 will be attached to this Amendment along with the SF30 for this Amendment.

15. CLIN 1, 2, and 6 - Please confirm the permits required by the mechanical subcontractor belong in

CLIN 2.

ANSWER: All permits should be included in CLIN 6 only. However, in Amendment No. 008 Offerors were instructed tol use an allowance of $50,000 for CLIN 06 Permits to streamline the evaluation process.

16. CLIN 1, 2, and 6 - Please confirm the permits required by the Geothermal subcontractor belong in

CLIN 2.

ANSWER: See Answer 15 above.

17. CLIN 1 and 2 - Please confirm the only HVAC included in CLIN 2 is the geothermal piping and heat provided by the mechanical subcontractor.

18. CLIN 1 and 2 - Please confirm no HVAC work should be included in CLIN 1.

ANSWER: No. HVAC work outside of the elements of the geothermal well system should be included in CLIN 1.

19. CLIN 1, 2, and 12 - Please confirm all plumbing infrastructure work should be included in CLIN

1.

20. CLIN 1, 2, and 12 - Please confirm all plumbing fixtures for the VSF should be included in CLIN

12.

21. CLIN 1 and 2 - Please confirm all HVAC demo work in the VSF should be included in CLIN 2.

ANSWER: No, all HVAC demo work in the existing temporary screening facility should be included in CLIN 1.

22. CLIN 5 - Please confirm all HVAC demo work in the Elevator Upgrade should be included in

CLIN 5.

ANSWER: Confirmed

23. Sheet 26 of 128 - The northeast quadrant paver removal plan as shown on sheet 26 of 128 delineates two corridors of paver removal for the storm, sanitary, geothermal, and water lines. As shown, this plan leaves a triangular wedge shaped section of pavers between the corridors, including a marble bench. Due to construction equipment access needs it may be prudent to also remove the pavers and bench within this area. Please advise if the limits of paver removal can be expanded from those shown on pg. 26 to include a larger area for removal.

ANSWER: Yes, limits of paver and bench removal may be expanded. Pavers must be reinstalled in exactly the same place and profile.

24. Sheet 26 of 128 - Regarding the paver limits shown on sheet 26 of 128, can the paver removal limits be extended in the area around the excavation for the basement? Currently, a slope cut of 1:1.5 would fall outside of the area shown for paver removal.

ANSWER: Yes, limits of paver and bench removal may be expanded. Pavers must be reinstalled in exactly the same place and profile.

25. 04 4000 - The specs indicate sources for replacement of the granite pavers. In lieu of salvaging, cleaning, storing, and resetting the existing pavers, is it permissible to remove and dispose of the existing pavers and provide all new replacement pavers?

ANSWER: No. There is a high chance that doing so would render the exposed trenching areas as highly visible in contrast to the existing material. There is a possibility to provide all new material within the interior spaces of the VSF only.

26. HVAC & Plumbing - Please confirm there are no blast/ballistic requirements for the HVAC, plumbing, and sprinkler systems.

ANSWER: There are no blast/ballistic requirements for the HVAC or plumbing systems in the VSF. There is no sprinkler system to be installed in the VSF.
