NAMA 151073 – Solicitation Questions and Answers - Amendment 06
1. Note 6 on Drawing G0.3 references Bid Option 1 related to an event scheduled for July 4, 2018.
There were no other references to this bid option found in the documents. Is this a required bid option? If it is please provide additional information on the scope and modify the pricing format to include the work.
ANSWER: Disregard Note 6 on drawing G0.3.
2. Drawing sheets G0.3 and C1.15 show different layouts for the temporary chain link fencing.
Please clarify which layout is correct.
ANSWER: Temporary fence layout on G0.3 overrules the civil drawing C1.15, with exception of the area shown on C1.14, which shows the detail that should be followed to ensure enclosure of Geothermal Well field.
3. CLIN #8 Option B – Please confirm the entire Fire Alarm system scope of work for both the
Elevator Upgrade portion of work and the New Visitor Screening Facility portion of work belong in this Option. If not please clarify what is to be included in this option.
ANSWER: Base Bid only includes installing components, wiring, conduit, devices, jacks, conduit and panels related to Fire Alarm System within the VSF only. The VSF system shall be interfaced with existing Monument FACP. Bid Option B relates to the Monument (Elevator Upgrade) and includes a new replacement fire alarm control panel, components, wiring, conduit, devices, jacks, conduit and related work associated with replacement of the fire alarm system within the Monument. The replacement system shall be interfaced with the Visitor Screening Facility components. Refer to VSF drawings and specifications for fire alarm work included in that scope and the Elevator drawings and specifications for fire alarm replacement work included for the Monument in Option B.
4. Specification Section 10 14 10 Paragraph 2.2.A.1, Interior Signage, references both Aluminum and Stainless Steel. Please confirm that Aluminum is the desired material.
ANSWER: Yes, aluminum is the desired material. Disregard reference to stainless steel
5. Please provide an “as-builts” or construction details of the existing VSF as it pertains to the ballistic construction (steel plate).
ANSWER: The existing structure is NPS stick built and self-evident how it was constructed based on the site visit. No need for As Builts
6. Specification Section 07 13 00 Sheet Waterproofing Paragraph 3.5B requires a membrane water
(flood) test. We do not believe this is applicable given there is only vertical waterproofing of the concrete foundation walls. Please review and advise.
ANSWER: Horizontal waterproofing should be applied at exposed areas of concrete slabs covering the basement (Lower Level), including the area to the east of the glazed entry wall, and surrounding the floor hatch to the south of the VSF
7. Specification Section 02 41 19 Selective Demolition Paragraph 1.1B states, “…any materials containing asbestos or other hazardous substances is not within scope of work…” However, Specification Section 09 90 00 Painting and Coating (Elevator Upgrade) Paragraph 1.6.B.1 indicates the presence of lead based paint (LBP) and the requirement to survey and abate all LBP at areas of disturbance. Please clarify.
ANSWER: This question is confusing two entirely different sets of specifications for different project scopes of work. Specification Section 02 41 19 is only related to the Visitor Screening Facility project and drawings, which has a demolition scope of work of the existing VSF building. Specification Section 09 90 00, as cited, is only related to the Washington Monument Elevator Upgrade project and drawings, and related work within the interior of the Monument.
Both specification sections are clear in regard to their statements relative to each portion of the project (VSF demolition or Elevator Upgrade), and Contractors are reminded to review the drawings for each portion since the scopes of work are separate by related. To reiterate the Elevator specification section 09 90 00, Paragraph 1.6B.1, “Any construction or paint removal work on the Monument should be preceded with a thorough survey for LBP in areas where work is to take place. Properly remove and dispose of LBP in areas which are to have construction or paint removal work.” Section 09 90 00, of the VSF specifications only relates to painting requirements for the new VSF building. The distinction that this project included separate design drawings and specifications for the two major portions of the work (VSF building and Elevator Upgrade) was made at the Pre-Bid Meeting, and Contractors are cautioned not to confuse the two document sets.
8. Specification Section 01 50 00 Paragraph 2.3.C requires DDC internet for the temporary facilities (CMR site office) through the 1-year warranty period. Please review this requirement.
ANSWER: The temporary offices should be removed at the end of the project and not kept through the end of the warranty.
9. Drawing C1.4 identifies areas of concrete walk way to be removed, however the hatching used is labeled as granite pavers to be removed. Please confirm this area is actually exposed aggregate concrete.
ANSWER: Yes, this area is actually exposed aggregate concrete
10. Updated information from Amendment 5, question 36: Question: C1.11 details 1 & 2 show a
‘pop-up’ type K12 barrier. G0.3 calls for a K12 drop down gate. Which is correct? Does the system chosen require power or hydraulic controls? – ANSWER: K12 gates do require electric power, and often use hydraulics to raise and lower the gate, but the hydraulics are a part of the gate, it is not something separate.
All temporary (as well as permanent) barriers will require electric power. The controls are electric, coupled to either a totally electric or hydraulic operating system (to open or close the barrier).
For the temporary application install a drop gate, similar or equal to Delta barrier drop gate.
11. Updated information from Amendment 5, question 29: Question: Can more information be provided for Canine Inspection Area Canopy and Vehicle Inspection Canopy described in Section 015000 part 2.2.D.2 & 3?
ANSWER: see below photo of suggested canopy construction
12. The second part of question no. 22 (from Amendment 5) asks how many subcontractors may an offeror name for each trade. The answer is not quite clear. Are offerors able to name multiple subcontractors for the trades which we are expected to identify subcontractors for? As we will not have subcontractor pricing until bid day it will be difficult to determine which subcontractor presents the best value to our project team ahead of time.
ANSWER: See Evaluation Factor II, Subfactor 2b Prior Experience. “The realistic and relevant demonstrated ability and competence on projects of similar size and technical complexity and ability to complete custom security facilities and upgrades to one-of-a kind elevator system of the Offeror (general contractor) and Key Subcontractors will be evaluated.” The team will be evaluated. We are not looking for multiple subcontractors for each trade. Please put forth your best team for this proposal.
13. Can the period for questions be extended?
ANSWER: Yes. The new end date to submit questions is Thursday, July 13 at 12:00pm MT.
14. Where shall we store all the Granite Pavers, during construction of the VSF, that need to be removed & reinstalled?
ANSWER: It is up to the contractor to determine the best place to store the pavers. The Site Staging Plan, G0.3, allows for staging at the 80 by 250 feet staging/trailer area and the southern quadrant of the plaza. The contractor may also propose off site storage if that makes sense for the contractor's overall construction strategy.
15. What are the limits of the Stone Cleaning, for Section 040310?
ANSWER: To avoid uneven appearance of the monument face, contractor should assume cleaning of entire eastern face of monument, from corner to corner, up to 18’h. Division 1 specifications also state that any discoloration or damage to existing paving to be cleaned by contractor.
16. How many Linear Feet of existing Stone Joints are required to be Re-Pointed?
ANSWER: Existing stone joints affected by removal of the existing screening facility should be assumed to be re-pointed. See demolition drawings to assess quantity.
17. Does drawing A5.1 represent the visual mock-up for glazing types W2, W3 & W4?
ANSWER: Drawing A5.1 has been updated to clarify the window system types to be installed in the visual mockup. The window system types are: 1, 2, 2A, 4, and 4A. Glazing types within window systems were noted on the earlier drawings and remain as noted.
18. Please confirm that A5.1 is a stand-alone mock-up and not part of the finished project.
ANSWER: Confirmed.
19. Please provide the drawing for the W1 visual and performance mock-up per 08 44 13 1.10 ANSWER: Visual mockup for window system type 1 is shown on A5.1. Drawing A5.1 has been updated to clarify the window system types to be installed in the visual mockup.
20. Will the entire submittal package in 08 44 13 1.08 have to be approved prior to fabrication of the mock-up materials?
ANSWER: The mock up is to be fabricated of materials for which there are approved shop drawings. The final approval of the mock up will not be provided until all shop drawings and submittals have been approved for the materials.
