NOTE 1: Per the Mobility Procedures Manual and Project Delivery Operational Notice, PD-16: Transportation Project Managers, Resident Engineers, Resident Engineers - Consultant Projects and Project Delivery Teams are responsible for completing this checklist initiated and signed by a Transportation Project Manager during the project development phase. The checklist is submitted with the PS&E Package to the Office of Project Letting, and provided to the Resident Engineer when transitioning the project to the construction phase.
NOTE 2: Off-system projects that create a mobility impact on the state system must also comply with PD-16 and this checklist. Transportation Project Managers with projects (both on-system and off-system) that have no mobility impacts should check the “No Mobility Impacts” box and sign the checklist (Mobility Program signature is not required for a “no mobility impact” project) before submitting it with the PS&E package.
NOTE 3: The Statewide Mobility Program website has information on project requirements and guidance as well as policies and tools related to mobility, including the Mobility Procedures Manual.

Contacted the ODOT Statewide Mobility Team early in project development, prior to DAP, to identify potential mobility and work zone safety impacts, and allow time for review.
Provided the ODOT Statewide Mobility Team with current copy of TMP/Work Zone Decision Tree/Traffic Control Plan.

Met with the Mobility Advisory Committee per the Highway Roundabout Directive DES 02 to ensure freight movement, including over-dimension loads, can be accommodated through the roundabout; and a document memorializing roundabout decision was issued.
Identified which part of the industry is affected by restriction, (e.g. annual permit holders vs. single trip permits). Contact the ODOT Statewide Mobility Team for help determining.

Update and resubmit Checklist and supporting emails and/or meeting minutes to the ODOT Statewide Mobility Team and to your Region Mobility Liaison as needed following DAP.
Submit signed Checklist and supporting emails and/or meeting minutes to the ODOT Statewide Mobility Team and to your Region Mobility Liaison at Advanced Plans Phase.
Provide copies of the Checklist and supporting emails and/or meeting minutes to the Resident Engineer to communicate project restrictions supported by the Mobility Program, and if needed the Mobility Advisory Committee Construction/Consultant/Transportation Project Managers/Resident Engineers/Resident Engineers - Consultant Projects:
Before making changes during construction that have the potential to adversely affect mobility (i.e. additional restrictions) or run counter to previous mobility agreements made during preliminary design, you must discuss proposed restriction revisions with the Contractor, Region Mobility Liaison, and any relevant region resources to determine if the change is warranted and supported by the Region. If supported by Region, Resident Engineers must:
Engage the ODOT Statewide Mobility Team to discuss and obtain concurrence with the potential changes before any agreements are made with the contractor.
Document the Mobility Program and Mobility Advisory Committee support of any potential new restrictions and provide a copy of the documentation to the Region Mobility Liaison.

| Q2.4: There are 54 discrete culvert locations being worked |
throughout the corridor between MP 2.73-84.97. For all but one location (MP 15.51) we anticipate one to two days of single lane closure with reopening all lanes each night to place each culverts using one-lane two way operations, with 16' clear width available for up to 14' annual permit vehicles.
Limited full closures of 20 min might be required at some locations during pipe placement.
The project is anticipated to have an approximate duration of 40 weeks.
Q2.5: During nights and weekend, all lanes will be open, except for location MP 15.51 which will have some night time lane closures but will be open on the weekend.
Q2.6: All culverts except culverts at MP 2.73 and MP 15.51 Single lane closures allowed during the following periods:
• Monday – Friday: 6am to 7pm, except Fridays between Memorial Day to Labor Day weekends no lane closures after noon;
• Saturday – no lane closures allowed;
• Sunday – no lane closures allowed.
Culvert at MP 2.73 Single lane closures allowed during the following periods:
• Monday – Thursday: 9:00 am to 3:00 pm;
• Friday – 9:00 am to 1:00 pm, except between Memorial Day to Labor Day weekends no lane closures after noon;
• Saturday – no lane closures allowed;
• Sunday –no lane closures allowed.
Culvert at MP 15.51 Single lane closures allowed 24-hour per day, starting 6am Monday through 7pm Friday, limited to a total of 10 days (5 days in each direction), except between Memorial Day to Labor Day weekends no lane closures after noon on Fridays.
Q2.7: At this time there are no known projects that will be using OR-58 as a detour route. Coordination with projects in the critical route pair, OR126 (such as but not limited to OR126: Greenwood Dr - Vida KN#21543 paving project, OR126B: S 20th Street - 75th Street (Springfield) KN#20144 signal project) will be made to ensure that there are no conflicts.
We are actively coordinating with construction of the OR58: Coast Fork Willamette River Bridge to Lower Salt Creek Bridge project which will likely be under construction at the same time (this project only allows night time closures to reduce conflicts).
Q2.8: OR-58 is a Reduction Review Route. No permanent reductions in vehicle carrying capacity are anticipated.

located at side streets or private accesses to the highway.
When constructing replacement culverts at these locations, access will need to be maintained at all times (brief ~20 minute closures may be necessary at times and would need to be coordinated with property owners and/or the jurisdiction that maintains the access). No long-term full closures are anticipated.
Q5.1: Most culverts will require lane closures. Most are in locations where there is insufficient roadway width to allow construction without closure of one direction of traffic. In these situations, flaggers will be used to direct traffic during closures. Durations of lane closures will generally be 1-2 days per culvert, with the work zone location shifting to a new culvert each day. After the work shift, the road will be re-paved and reopened.
The exception to this is construction on the culvert at MP
15.51 will have a longer duration - 10 days total (5 days in each direction. Two, five-day, 24-hour closures are allowed (Monday-Friday) per half roadway.
