Project No.: OR DOT 18(2) Project: OR58: Fix it Corridor Culverts
# General Technical Question Answer Date
1 x
I am bidding on the guardrail portion of this project. Bid Item A1000 is for Buried in Backslope Terminal by the each, but they have a minimum of 125 Lnft per the standard drawing. Sheet # D.13 has a length of 85 Lnft and sheet # D.14 has a length of 77 Lnft. Please advise.
The limits/lengths listed on sheets D.13 and D.14 are those of existing guardrail installations. New guardrail needs to meet minimum lengths per the standard drawings 11/15/22
2 X Is there a Pre Bid Conference for the OR58: Fix‐It Corridor Culverts Project?
At this time, we are not planning on having a pre‐bid conference. If you have any questions about the Invitation for Bid (IFB), plans, or specs, please email wfl.plans‐spec@dot.gov, and we will publicly post responses to your questions on SAM.gov.
11/16/22
3 X
See Plan Sheet Number F.9
More than half of the MP locations referenced in the discharge spreadsheets do not correspond to MP locations provided elsewhere in the plans.
Revised Response this will be addressed under Amendment A001 A002
11/21/2022 revised 11/29/2022
4 X Will the bid date be extended? this will be addressed under Amendment A001 11/21/22
5 X Do materials disposed of with in right of way need to be tested per 201.14?
No, the contractor is required to test excavated materials outside the existing highway pavement generated to a depth of 18‐inch prior to disposal according to Subsection 203.05(a). Per 204.14, “Dispose of unsuitable or excess material within the right‐of‐way within 5 miles of the excavation at locations approved by the CO or according to Subsection 203.05(a).”
11/28/22
6 X Is the CO expecting a test at each excavation location?
If the material will be disposed of according to 203.05(a) then the requirements specified under subsection 204.14 will apply.
11/28/22
7 X
There is no reference if the project will be providing the in water work permits, or if they are required. Please clarify if these will be required at all or some of the culverts, and if Federal Highways is obtaining the permits or if this is the contractor is responsible for obtaining these permits.
Please see sub‐section 107.01, 107.10(4) and Section H (permits) of the SCR’s
11/28/22
8 X Is there any other allowance for 24‐hour flagging other than MP15.51? No, please bid according to the Solicitation Documents. 11/28/22
9 X Sheet H.1, H.2, & H.3 Call out item number 63503‐0400 & 63502‐2100 utilized at 42 of the project sites. Is it the intent of the CO to require temp barrier at all of these locations.
This will be addressed under Amendment A002 11/30/22
Check General or Technical
10 X Also sheet H.8 shows pinning all of the temporary barrier. Will this be a requirement as well?
pinning is required for all Temporary Concrete Barrier. 11/30/22
11 X
Moving 500 LF of barrier, pinning (if required), and setting attenuators does not allow for enough time to perform the work and remove the barrier to open traffic per 156.04. If it the CO’s intent to do this at each location listed in H.1‐H.3?
This will be addressed under Amendment A002 11/30/22
12 X
The contract traffic control restrictions listed in SCR Section 156.07(o) state “Do not operate more than two work zones that impact traffic at any given time.” How can this project be completed if our work zones (nearly all of which impact traffic) are tied up with utility re‐locations?
Per Section 107.02, more than half of the sites have no known utility conflicts. Additionally, the scope of work at many culverts does not require an excavated trench in the highway. Bid as shown.
12/2/22
13 X Do the utilities that need to re‐locate their facilities realize that the highway must be opened back up to traffic every day?
If utility relocation is required, utility companies are responsible for all work associated with relocation of their facilities.
12/2/22
14 X Will the current clearing limits/work limits be modified to allow for conventional and reasonable access at MP 15.51?
Clearing limits/work limit may be adjusted during construction subject to approval by the CO.
12/2/22
15 X
Thanks for the input. However, you may want to talk to the utility companies in more detail. When I explained the traffic control restrictions to them and we conversed about the project in general, they said the current plan and approach for re‐locating the utilities would likely not be doable. Nearly all twenty sites I mentioned will indeed require a lane closure to work at them, and many will require holes in the highway.
This is potentially a very big deal.
I will bid as shown and according to my communications with the utility companies.
Thank you for your concern with the above project regarding utility work and the traffic control restrictions. After carful consideration the Government will be addressing your concern under Amendment A003.
12/5/22
16 X I am looking to see if there is a public plan holders list for the above referenced project bidding tomorrow. If you could send that to me or send a link to where I could procure it I would appreciate it.
