AMENDMENT 1 - 7 APRIL 2022

REQUEST FOR PROPOSALS (RFP) NUMBER: HQ0423-22-R-0008

SOLICITATION TITLE: OVERSEAS MILITARY BANKING PROGRAM (OMBP)

The purpose of this Amendment is to amend RFP HQ0423-22-R-0008 for the OMBP requirement. This Amendment reflects the Government’s amended RFP Attachment J-4 hyperlink errors and J-24 which prescribes the use of $500,000 as the estimated cost for the OMBP “Equipment Purchases” (Worksheet A – Total Proposed Cost & Fixed Fee) for each year in the base year and nine one-year option periods ($250,000 for the six-month extension) during the period of performance in the RFP. Offerors are to use the $500,000 prescribed baselines in cost proposals and include in Worksheet A of Attachment J-24. Additionally, “Equipment & Software" is amended to read "Equipment & Software O&M" on Worksheet C and Worksheets C-1 through C-7.

The RFP is specifically amended as follows:

Attachment J-4 Host Country Overseas Regulations is hereby replaced by the amended Attachment dated 5 April 2022. All hyperlinks have been refreshed with functional links.

Attachment J-24 OMBP Cost_Pricing Matrix – Amendment 1 7 April 2022 hereby replaces the reference to the original Attachment J-24.

2. Page 224: Section L - Instructions, Conditions and Notices to Offerors

Paragraph L-2.3.a. is hereby amended to read “ATTACHMENT J-24 OMBP Cost_Pricing Matrix - Amendment 1 7 April 2022. Offerors must complete Attachment J-24 in its entirety (i.e., each worksheet must be completed within the Excel workbook). Offerors must provide a summary of the total program cost and fixed-fee for the base year and all nine one-year option periods, and the six month extension of services. Offerors are not required to submit cost information for any Bad Debt CLINs.”

3. Attachment J-24 OMBP Cost_Pricing Matrix – Amendment 1 7 April 2022 hereby replaces the original Attachment J-24. Please see Amended Attachment J-24 OMBP Cost_Pricing Matrix – Amendment 1 7 April 2022 (Excel document).

Pages 180 and 224 of the original RFP should be removed in their entirety and replaced with the amended pages contained herein. Attachments J-4 and J-24 should be removed in their entirety and replaced with the two new Attachments.

ATTACHMENT J-4: HOST COUNTRY OVERSEAS REGULATIONS

Shown below are the host country regulations and applicable Status of Forces Agreements applicable to the Overseas Military Banking Program. The information at these website links will provide additional information regarding the international treaties and agreements that a contractor will need to understand in order to successfully provide the Overseas Military Banking Program services. NATO SOFA

Between the Parties to the North Atlantic Treaty Regarding the Status of Their Forces, first signed June 19, 1951, last updated on October 5, 2000. This would apply to all NATO MBF locations, along with supplemental agreements for each specific area, as identified below.

ATTACHMENT J-4 AMENDMENT 1

ITALY

The DoD Contractor Personnel Office (DOCPER) assists the U.S. Sending States Office (USSSO) Rome in implementing the "Shell Agreement" with Italy and the "Tri-Component Directive for Italy on Personal Property, Rationed Goods, Motor Vehicles and Drivers’ Licenses, Civilian Component and Technical Representative Status", issued on 20 February 2004. In addition, the TR and Civilian Personnel guidance is posted (20 Jul 2004), which is an annex to the Tri-component Directive, and provides detailed procedures. These documents govern the accreditation in Italy of DoD contractor employees as Technical Representatives. Contracts that propose to employ TRs in Italy, or organizations that wish to establish their employees as "civilian personnel" in Italy, should follow this guidance.

L-2.3. VOLUME III – COST/PRICE

Proposals must address all requirements identified in M-5. FACTOR 3: COST/PRICE. The Offeror's cost proposal shall include, but not necessarily be limited to, the following:

1. *ATTACHMENT J-24 OMBP Cost_Pricing Matrix - Amendment 1 7 April 2022. Offerors must complete Attachment J-24 in its entirety (i.e., each worksheet must be completed within the Excel workbook). Offerors must provide a summary of the total program cost and fixed-fee for the base year and all nine one-year option periods, and the six month extension of services. Offerors are not required to submit cost information for any Bad Debt CLINs.

1. Additionally, Offerors must also ensure additional worksheets are provided if needed to present the following:

1. Identification of all costs related to any subcontracts; e.g., core application platforms/software/etc., network support, ATM channel, courier services, etc. Offerors shall identify all known first-tier subcontractors with anticipated subcontracts of $3 million or more.

1. Identification of charges for those products identified in accordance with the provisions of Sections C and J.

1. Cost Proposal Requirements-Home Office:

1. Offerors shall identify the location of their proposed Home Office and provide a brief summary of the functions to be performed at the Home Office.

1. Offerors shall provide a complete cost proposal, including fixed fee, to perform the identified home office functions.

1. Cost Proposal Requirements-MBF Locations:

Offerors shall provide a cost proposal (including fixed-fee) for the MBF regions identified in Attachment J-1. The OMBP regions are categorized (for cost/pricing purposes as: C-1 Germany/Netherlands, C-2 Korea/Diego Garcia, C-3 Japan/Okinawa, C-4 Italy, C-5 United Kingdom, C-6 Cuba & Honduras, and C-7 Kwajalein. Costs for locations identified in Attachment J-1 as “ATM Only” shall be included in the cost proposal for the MBF region in which the ATM is included. For example, the first OCONUS region identified in Attachment J-1 is European Theater - Germany/Netherlands, which has many “ATM Only” locations. The costs to operate these ATMs must be included in the proposal. However, the costs for the “ATM Only” locations must be separately identified in the applicable region’s proposal. All direct labor expenses shall be listed individually by position, by region and not be shown solely in the aggregate for each region. When direct labor expenses are based on local labor laws, an Offeror’s proposal shall indicate such labor laws.

1. Submission of the Offeror's most recently published and audited financial report.

1. Submission of the Offeror's current published company compensation policy.

1. Submission of the Offeror's current Foreign Severance Payment Plan proposed for the OMBP.

1. Submission of the Offeror's current list of insurance schedule/coverages (e.g., bankers bond, liability, etc.) deemed necessary for the program, including the type of insurance, limits of coverage, and deductibles; plus changes, if any, proposed for the OMBP (Reference Section H-8.b).
