About this file
This is an Off-Contract Procurement Authorization Form (SPO Form 104) submitted by the Arizona Game and Fish Department (AZGFD) to the Arizona State Procurement Office, approved with conditions on January 27, 2025. AZGFD seeks to procure approximately 5-8 small UTV trailers capable of hauling 4-seat utility terrain vehicles for use by Wildlife Managers and Law Enforcement personnel in backcountry operations. The trailers must meet specific technical requirements including 5,000-pound capacity, dimensions of approximately 192"x83", dual axles with brakes on one axle, break-away emergency brake, spare tire mount and tire, rear ramp/lift gate, front and side rail, and tongue-mounted jack. The procurement spans fiscal years 2025 and 2026, with an estimated cost range of $25,291.95 to $60,700.68. The approval includes a condition requiring AZGFD to conduct a competitive Request for Quote (RFQ), with proposals due by March 25, 2025.
AZGFD identified significant cost savings by pursuing this off-contract procurement rather than utilizing existing state contracts. Quotes from mandatory state contract vendors ranged from $12,488.49 to $17,000 per trailer, while local vendors Deer Valley Trailer and Jackson's Trailers quoted $5,058.39 and $5,589.00 respectively, representing savings of approximately $7,430 per unit. For six trailers, the projected savings totaled $44,580 in FY25, with anticipated annual savings of $29,720 during standard fleet replacement cycles. The State Procurement Office's Contract Owner initially recommended denial based on price being the sole stated justification, citing Standard Procedure No. 040 requirements for additional factors beyond cost. However, the State Procurement Administrator approved the request with conditions, recognizing that the on-contract volume would exceed $100,000 and acknowledging AZGFD's budget constraints. The authorization is valid through June 30, 2027, contingent upon AZGFD executing the competitive RFQ process.

AZGFD is looking to buy approximately 5 - 8 trailers for hauling UTVs in FY25. Below is a list of companies and their quotes (of the companies that responded with a quote, other contracted companies were not able to produce the requested trailer specifications):
Vermeer Mountain West - $17,000 (this is an industrial heavy equipment style trailer which is more than the requested specifications) Flemming - $12,488.49 Sunbelt Rentals - $12,868.46
Below are the specs that were requested for just a basic UTV trailer:
5,000 pound capacity Dimensions 192"x83" (or close to it) Dual axles Trailer brakes on one axle Break-away emergency brake Spare tire mount Spare tire Rear ramp/lift gate Rail that goes around the front and sides of the trailer Jack mounted on the tongue When comparing the cost of a very similar trailer from a local trailer dealer we find:
Deer Valley Trailer - $5,058.39 JackSon's Trailer - $5,589.00 When taking the two cheapest quotes (Flemming vs. Deer Valley) we see a savings of $7,430 per trailer. That multiplied by 6 trailers needed is a savings of $44,580 which is about the total cost of a SxS, trailer and all of the law enforcement equipment needed to upfit one.
AZGFD is looking to purchase a minimum of 4 machines and trailers each year going forward as part of a standard fleet replacement for UTVs. The cost savings of utilizing small business, local vendors of Deer Valley Trailer and JackSon’s Trail will continue to add up over the course of the standard fleet replacement. In FY25 AZGFD will save between $37,150 and $59,440. Each year during the standard fleet replacement there will be a cost savings of $29,720; during a time when the state of Arizona is experiencing budget shortfalls and taxpayers are more critical than ever of their resources this would assist the State’s saving efforts greatly.
- The state contract(s) designated as mandatory pursuant to A.A.C. R2-7-A301(B) does not/do not meet the need
- Not practicable to quote (A.A.C. R2-7-D301(4))

18. Requestor: Upon completion of Sections I - III, send this signed form to the Contract Owner listed in the eProcurement system for their review and signature
In accordance with the Procurement Rules, the Arizona Uniform Terms and Conditions must be made a part of all Contracts. If you will be required to sign a software licensing agreement or sign any other agreement containing terms and conditions, these will need additional review to ensure that the terms and conditions do not invalidate the Arizona Uniform Terms and Conditions. Approval of this request does not allow for agencies to exceed their dollar acquisition amount of delegated authority.
AZGFD began with our Fleet Branch to map out sizing and specs needed for the Wildlife Manager UTV trailers that could meet the needs not only for safety as a fleet item but the maneuverability/size required when trailering into the woods and remote areas to patrol. After specs were laid out AZGFD requested quotes from on contract vendors in addition to getting quotes form local, small businesses that sell trailers and currently have trailers on the lot that meet AZGFD needs. Of all companies contacted Deer Valley Trailer and JackSon's Trailers were the most competitively priced.

Text Field 2: This page is a continuation of AGFD's off-contract request to purchase utility terrain vehicles (UTV) trailers. Although price is the main reason for the off-contract request estimated at $6,000 per unit and the contract owner recommended to not approve the request, the purchase of 6 UTV trailers on-contract may reach the $100,000 amount. According to AGFD, those prices are unaffordable by their units with the volume of trailers that need to be purchased. Therefore, the determination of this request is authorized with conditions/restrictions, contingent upon AGFD conducting a request for quote (RFQ).
Note: Subsequent pages consist of AGFD's justification that was cut off in Box 13 of the form and quotes from suppliers.
