About this file
This document provides details for a draft request for proposal for the Naval Shipbuilding and Advanced Manufacturing 3 program. The Department of the Navy, through the Office of Naval Research, intends to issue a full and open competitive solicitation seeking proposals for research and development services to operate the Naval Shipbuilding and Advanced Manufacturing Center of Excellence III under the Navy Manufacturing Technology Program. The anticipated contract would be a single-award indefinite-delivery, indefinite-quantity cost-plus-fixed-fee contract with a base period of two years and three one-year option periods, along with an additional six-month option to extend. Core functions of the program include identifying, developing, and facilitating advanced manufacturing technologies for U.S. shipyards and other industrial facilities producing and sustaining naval platforms. Technology areas of focus include design for producibility/manufacturability, model-based tools and digital processes, build strategies, structural fabrication improvements, automation and robotics, supply chain procedures, modeling and simulation, and inspection technologies. The contractor will operate and manage the center to develop technologies and transition them for implementation.

Funding Allocation Spreadsheet Guidance October 2022
Attachments:
1. Funding Allocation Spreadsheet Template
A. PURPOSE
The intent of the Funding Allocation Spreadsheet (FAS) is to provide a multi-year view of funding obligated to a Center of Excellence (COE), i.e., both Core and GMST funding, broken out by Center Management funding and project lines. The funding lines should be in accordance with each COE’s specific contract. Funding should be provided for four fiscal years (funds obligated for the current year, the immediate prior year, and the following two years) or per direction by the Navy ManTech Program Officer (PO) / Contracting Officer’s Representative (COR). All COE Core and GMST funding should be shown. Funding for joint projects, 6.2 Navy Manufacturing Applied Research, Non-ManTech, and plus-up funding being executed through a COE contract should not be included.
B. TIMELINE
All COEs are required to update their respective FAS on or before the 20th of January and the 20th of July of each year. A separate spreadsheet tab should be maintained in the FAS workbook for each report submitted.
C. DEFINITIONS
Navy ManTech uses the following definitions to classify the status of a project:
1. Active: Project is executing within the period of performance established by the contract modification or subsequent modifications that change the project period of performance. Funding has been allocated on contact to execute the project. For COEs without a contract, a project is considered active after the COE receives written direction from the PO / COR to initiate the project.
2. Canceled: Contract modification has not been awarded to initiate the project, and no funds have been allocated to it.
3. Completed: Project has completed technical activities, and all deliverables, including the Final Report and ManTech Data Call documents, have been submitted to the Navy ManTech Program Office and the Navy ManTech Support Team.
4. Completed Pending Closeout: Project has completed technical activities, but all deliverables, including the Final Report and ManTech Data Call documents, have not been submitted to the Navy ManTech Program Office and the Navy ManTech Support Team.
5. Pending: Project has been assigned a project number per direction from the PO / COR or from the COE at the request of the PO / COR.
6. Terminated: COE has received authorization from the ManTech PO / COR to end the project after it was awarded and funds were allocated and executed against it via a contract modification.
D. PROCESS
The following steps outline the process for the submittal and approval of the FAS:
1. COE saves a copy of the most recent FAS submitted, adds a tab and names it for the current submission cycle, and updates the spreadsheet. (In other words, save a copy of the January 2021 FAS, add a tab for July 2021, and update the spreadsheet.)
2. COE uploads the FAS to the COE page of the Navy ManTech Projects Database (NMPD), if available.
3. COE e-mails a copy to the PO / COR and the Navy ManTech Support Team at navymantech@allegientdefense.com.
4. PO / COR reviews and approves the FAS, working with the COE to adjudicate any questions, if necessary.
5. Navy ManTech Support Team uploads a copy of the FAS to the database if the database is unavailable.
E. FORMAT
The format for the FAS is shown in Attachment 1. Each spreadsheet includes all ManTech Core and GMST funds for each of four fiscal years – the Core and GMST funding obligated to the Center Management lines (as defined in each COE’s respective contract, if applicable) and to each project. List projects starting in Row 17 in ascending Project Number order. Enter the full official title of each project in Column B. Indicate the specific platform or system (e.g., VCS) for each project in Column C and the status of each project in Column D as follows: A – Active, CAN – Canceled, C – Completed, CPC – Completed Pending Closeout, P – Pending, and T – Terminated. In the next four columns (Columns E, F, G, and H), enter the start and end dates (month and year – e.g., Jun 2022) for each project. In Columns I and J, provide the Acquisition and Life-Cycle type being addressed by the project. Enter an “X” if the project classifies as “Acquisition” and/or “Life-Cycle.”
The funding columns T through AF include a “Prior Years” column and four fiscal years of ManTech Core and GMST funding, and the total of those two (for each of the four years). For example, in the template, Columns U through W show funding for FY17: Column U shows Core funding, Column V shows GMST funding, and Column W shows the total of Core and GMST funding. Columns for additional information are included to the right of the funding columns. Enter Comments such as “Fully Funded” in Column AJ; a “One-Line Description” of the project in Column AK; a brief description of “Project Deliverables” in Column AL; and the “Implementation Target” in Column AM. Column AM also should include an indication of the anticipated implementation date, the entity where implementation will occur, and the hull number if available. For example, a VCS-related project might have an entry like “Q2FY18 at EB (SSN 784)” in this column.
After all projects are entered, the totals for Core, GMST, and Total funding for all of the projects for each of the four fiscal years should be shown followed by the total including the Center Management funding. In the template shown, Row 24 totals Columns T through AF for all projects; Row 26 totals Row 24 and Row 14, which is the total of all COE management funding. Finally, enter the Unallocated Balance (the difference between the Total Funding allocated to the COE from Row 8 and the total funding required as indicated in Row 26).
F. FILE NAME
The file name for the Funding Allocation Spreadsheet should represent the most recent update. File names should use the following format: {COE acronym} {FYXX-XX} Funding Allocation {MMMYY}
