A. PURPOSE
Quad charts are a key component used for project status reviews, program reviews with platform / weapon system representatives, and by ONR to brief the CNR, OPNAV, DoD / OSD, Congressional staffers, and other government agencies on the innovative work being done under the Navy ManTech Program. The Quad chart shows, at a glance, all key project information, including highlights of the significant contributions that the project will achieve (or has achieved). Quad charts should convey the importance of the project and the aspects that make it of benefit to the Navy, as well as specific information that a senior management official would want to know about the project.
Since Quad charts are used for many ManTech purposes, including high-level briefings and responses to Congressional inquiries about the ManTech Program, it is essential that they be current, accurate, and complete. In order to improve the usefulness of Quad charts, as well as to supply the needed depth of information about the project, Quad charts must be updated frequently and are required to be supplemented with supporting data as described below.
The emphasis of the Quad chart should change as the project matures. Early in the project, Technical Achievements should be emphasized. As the project matures, the emphasis should be on both Technical Achievements and Implementation. The latter should include all implementations, including any partial or interim implementation that has occurred or may occur before project completion. The planned or actual payoff / benefit of each implementation should be clearly summarized. After project completion, the Quad chart emphasis should be on implementation.
Quad charts are required for all active projects and new starts and should be maintained and updated for completed projects as indicated in Section B below.
B. REQUIRED TIMELINE
1. Initial Submission A Quad chart is required to be submitted for each project as specified in the COE contract or within 30 days of the project start date. Supplemental Supporting Data (See Section D.2 below) should not be submitted. Comment by Reed, Ellen C CIV USN CNR ARLINGTON VA (USA): not sure if this is right, should it be as specified in project/task order award?
2. Updates for Ongoing Projects Quad charts for all ongoing projects should be updated and submitted quarterly. Supplemental Supporting Data should be added to the Quad chart after the initial submission and should be updated every quarter thereafter.
3. Final Report An updated Quad chart with Supplemental Supporting Data should be provided when the Final Report for the project is submitted. The Start and End date indicated in the contract should agree with the final Quad chart on file.
4. Updates after Project Completion The Quad chart and Supplemental Supporting Data should be reviewed at least twice annually, particularly after receipt of the updated shipyard / aircraft manufacturer / OEM Realized Cost Savings spreadsheets (usually in the March / September timeframe). Updates should be submitted whenever significant new information is available. In particular, please ensure that implementation platforms, dates, other implementation details, and cost savings are accurate and current. Implementations on any secondary platforms should be included.
C. PROCESS / APPROVAL CYCLE
COEs are responsible for preparing, updating, and submitting project Quad charts. The Navy ManTech Support Team will provide assistance regarding format and completeness. The process steps are:
1. Initial Quad Charts:
a. COEs upload the Quad chart to the appropriate Project folder under the Projects tab of the Navy ManTech Projects Database (NMPD).
b. If NMPD is unavailable, COEs should use one of the submission methods shown below to submit the project Quad chart to the PO / COR and Navy ManTech Support Team (navymantech@allegientdefense.com) on or before the due date (see B.), as well as notify the PO / COR and Navy ManTech Support Team of the method used to submit the Quad chart:
Acceptable Submission Methods:
· DoD Safe – https://safe.apps.mil/
· COE file-sharing site
· E-mail with encryption
Note: The Navy Authorizing Official of the U.S. Fleet Cyber Command has approved the NMPD for Controlled Unclassified Information (CUI), including export controlled.
2. Updated Quad Charts:
a. COE uploads the updated Quad charts and Supplemental Supporting Data to the appropriate folder of the NMPD Project tab as specified by the COE contract no later than 20 days after the quarter end for ongoing projects. If NMPD is unavailable, the COE should submit it using one of the options listed above and notify the PrOf / COR and Navy ManTech Support Team under a separate e-mail indicating how the Quad chart was submitted.
For completed projects, it is requested that the COE review and update / submit (if applicable) Quad charts at least twice annually after receipt of the updated shipyard / aircraft manufacturer / OEM Realized Cost Savings spreadsheets (usually in the March / September timeframe) to ensure that implementation platforms, dates, other implementation details, and cost savings are accurate and current. Implementations on any secondary platforms should be included. If the actual cost savings shown are from a semi-annual update of the shipyard / aircraft manufacturer / OEM Realized Cost Savings spreadsheet, please indicate in parenthesis the name of the applicable shipyard / aircraft manufacturer / OEM and the month / year of the update (MMMYY) (i.e., GDEB, MAR17).
D. FORMAT
The formats for the project Quad and the Supplemental Supporting Data are indicated below. All Quad charts should be submitted as PowerPoint slides (not in PDF format).
1. Project Quad Chart:
Quad charts should be subdivided into the following four quadrants (see Attachment 1, Project Quad Chart Template):
| · Upper Left: | Graphic and Statement of Need |
| · Upper Right: | Project Information |
| · Lower Left: | Performing Activities and Technical Achievements |
| · Lower Right: | Implementation / Payoff |
In general, the requirements for each quadrant are specified below:
a. Upper Left Quadrant() – Graphic and Statement of Need A photo (or graphic) appropriately depicting the manufacturing process is required. The preferred format for the graphic is .JPG, but other formats are also acceptable. The photo or graphic caption should include a statement of need – a brief statement that identifies the Navy need being addressed.
b. Upper Right Quadrant – Project Information This section should contain information needed to identify the project and provide a brief overview. The following information should be provided:
· Project Number: [official project number]
· Performing Activity: [COE or other]
· Objective:
· Start / End Dates: [Mon Year – Mon Year]
· Project Cost:
· ManTech Investment: [estimated cost]
· Cost Share / Leverage: [estimated cost share / leverage] (Note: Do not include this line if cost share / leverage is $0.)
· Weapon System(s) Impacted
c. Lower Left Quadrant – Performing Activities and Technical Achievements
· Performing Activities:
Indicate (in bullet form) the major organizations involved in the project, including the Performing Activity / COE, the Program Office, subcontractors, commercialization partners, and the implementing organization. Include a brief description (2-8 words total) of each organization’s role.
· Technical Achievements:
Indicate the major accomplishments either achieved or planned. The major accomplishments may be specific technical achievements in the manufacturing process or in the resulting component or product. They may also include criteria development, process or material specification / evaluation, component fabrication, etc. Be as specific as possible but brief.
d. Lower Right Quadrant – Implementation / Payoff This quadrant focuses on implementation and payoff. It should demonstrate that the Navy intends to implement (or has implemented) this technology and why the implementation is important. The first part of this quadrant provides a brief summary of the planned or actual implementation to a specific platform / weapon system or to a commercial or government industrial facility. This should include the timeframe when implementation will occur and the location where implementation will occur. The second part of this quadrant indicates the benefit of the implementation, e.g., cost reduction, cost-avoidance, improvements in mission capability, or other benefit to the Navy. At the project start, this quadrant should be a summary of the implementation specifics contained in the Technology Transition Plan for the project. As the project matures, all actual and partial implementations should be included.
When completing this quadrant, it is important to keep in mind the Navy ManTech definitions for “Transition” and “Implementation.” For Navy ManTech purposes:
· Transition: Point when the technology meets customer (Program Office / industry) criteria for implementation and the technology has been transferred to the industrial / naval organic facility.
· Implementation: Actual use of the ManTech results for the manufacture or repair of a platform / weapon system.
In particular, provide the following:
· Implementation:
Indicate (in bullet form) the implementation platform / weapon system, site, and the schedule. Include specifics, such as hull or aircraft number. If additional costs are associated with implementation and qualification, indicate the dollar value (if known) and who will bear these costs. Include all platforms / weapon systems and sites for implementation.
· Payoff:
It is important to include the significant benefits, whether quantitative or qualitative, of the implementations indicated above. Quantitative benefits are those that can be assigned a numeric value, such as dollars, return on investment, physical count of tangible items, or percent change. See the Return on Investment Calculation Guidance for specific instructions on establishing a measure of the potential benefit that might be achieved if a project is successful and fully implemented.
Some situations do not lend themselves to direct quantitative measures, so these benefits should be addressed qualitatively. While potentially subjective in nature, qualitative benefits should support the goals and objectives of the project and should be stated clearly in terms that are meaningful – increased mission capability, reliability, weight carried by Marines, range, lethality, survivability, maintenance man hours per flying hour, mission readiness, additional units in the field, etc.
The Quad should contain a brief summary of the Payoffs. Additional details should be included in the Supplemental Supporting Data described below. With current Navy ManTech Program emphasis on ship and aircraft affordability, it is expected that the majority of Quad charts will focus on cost-reduction benefits.
Two example Quad charts have been attached for reference (Attachment 2). They serve as models for the type of information the charts should contain. The Quad chart for each project should be tailored to accommodate the changes in emphasis as the project matures and should be modified during the course of the project and after project completion to highlight what is most significant for that particular project at that particular time.
· The first example Quad chart illustrates what is expected for a project. The Technical Achievements section indicates the planned achievements and the Implementation section indicates the target system. The Quad chart provides a good, brief overview of all the key aspects of the project.
· The second example Quad chart includes Supplemental Supporting Data slides for Technical Achievements and Additional Information.
2. Supplemental Supporting Data:
Supplemental Supporting Data (Attachment 3) should be submitted as backup PowerPoint slides (not in PDF) and should address the following:
· Technical Achievements
· Implementation
· Additional Information (Optional) The content of the Supplemental Supporting Data slides should vary as the project matures. Early in the project, there may be little to report. As the project matures, there should be a considerable amount to report, especially in Technical Achievements. Toward the end of the project and after project completion, the Implementation slide should include significant implementation details.
The specific data to be included in each area are:
a. Technical Achievements:
This chart or series of charts should provide additional detail to support the Technical Achievements included in the lower left quadrant of the project Quad chart. It should be easy to understand by those unfamiliar with the specific technology or project. For every significant technical achievement, include:
i. What was achieved
ii. When it was completed (if appropriate)
iii. Why it is important The technical status of the project should also be presented here with emphasis on any schedule implications. Define all acronyms.
b. Implementation:
This chart or series of charts should provide detail on the implementation(s) and payoff(s) indicated in the lower right quadrant of the Project Quad. It is essential that this data is current, complete, and accurate. For every planned or actual implementation, the following information should be included:
i. Short title of implementation
ii. Description of what was or will be implemented
iii. When implemented (or when planned)
iv. Implementation site (facility, hull or aircraft number, etc.)
v. Quantified actual or projected payoffs / benefits, including summary of how they were calculated. If the actual cost savings are from a semi-annual update of the shipyard / aircraft manufacturer / OEM Realized Cost Savings spreadsheet, indicate in parenthesis the name of the applicable shipyard / aircraft manufacturer / OEM and the month / year of the update (MMMYY) (i.e., EB, MAR17).
Include implementations other than the primary implementation site, if applicable, including use by other services, private industry, etc. Include partial implementations that may have occurred if some of the project results have transitioned prior to project completion. Provide actual and/or projected payoff(s) / benefit(s). Define all acronyms.
c. Additional Information:
This chart is optional. It should be included, as appropriate, to highlight specific accomplishments, issues, concerns, changes to objective and/or schedule including the cause(s), et al.
E. FILE NAME AND REVISION REQUIREMENTS
1. Revision Requirements:
For improved document management, all Navy ManTech Quads charts should have both a Rev Letter and Month Year ‘stamp’ in the right footer as shown in the template. Update each subsequent revision accordingly. If a revision is made by the Navy ManTech Support Team, COE, or ONR, a new revision number and date will be noted on the Quad chart. The submission process for a revised Quad chart are outlined in Section C.2.
2. File name convention:
File names for Quads charts should be in the following format: {COE acronym} QUAD {official project number} {complete official title of project} Rev {letter} {MMMYY}.
