About this file
This document outlines a draft request for proposal for operation of the Naval Shipbuilding and Advanced Manufacturing Center of Excellence III. The Department of the Navy Secretary of the Navy Office of Naval Research intends to procure research and development services through a full and open competitive solicitation using best value tradeoff procedures. The anticipated single award contract would be a cost plus fixed fee indefinite delivery/indefinite quantity contract for 60 months consisting of a two year base period and three option years, with an additional six month option. Services required include identifying, developing, and facilitating advanced manufacturing technologies to reduce cost and time for building and sustaining naval platforms such as submarines, aircraft carriers, surface combatants, and the F-35 Joint Strike Fighter. The contractor shall operate and manage the center of excellence in developing technologies and transitioning them for implementation in U.S. shipyards and other industrial facilities.

Issue Description Describe problem Navy needs solved and why it is important. This should include a concise indication of why ManTech is conducting this project. Does the project address an important problem or a critical barrier to progress in the field?
Project Objective Brief summary of objective of project.
Scientific Merit and Accomplishments (Issue Description)
Benefits / Payoff Indicate the benefits of the ManTech project. Emphasize the payoff to this project and any other benefits to the Navy.
Does the benefit impact other platforms? Have these platforms been advised of the project solution? Could the project impact other Services?
Include the business case if it is applicable.
Identify specific technical goals for project – those goals agreed upon by the customer (Program Office / implementing industrial organization) that, if accomplished and delivered by ManTech, will result in implementation on the factory floor.
Include metrics.
(Technical Goals)
Breakdown of tasks and key deliverables for tasks / project.
Be sure to specify the “Transition Event”; the point at which, for this particular project, the effort funded by ManTech will be completed and the results will transition to the Platform or Weapon System program office and/or industrial facility or supporting industry for implementation.
For projects with phases and possible Go/No-go decision points, highlight what tasks / activities are already contracted for and what tasks / activities remain to be contracted for and will require proposal / ONR contract action.
Has a reasonable test plan been identified or executed to support the probable success of the proposed approach?
(Technical Approach)
Two phase approach: Phase I is a screening phase Investigate new welding methods by literature searches and consultation with industry experts Conduct minimal laboratory testing to show proof of concept Identify a target application Identify basic process and system requirements Develop a preliminary business case End with a go/no-go decision point Phase II Design, build and test new or improved system(s) in a laboratory setting Design, build and test new or improved system(s) in a production environment Work with NAVSEA to identify requirements Perform qualification testing Prepare a final business case analysis Develop documentation necessary for implementation
Innovation and Potential Impact What are the unique technical or manufacturing aspects of the project?
In what way has the project led to new knowledge, tools, or opened new solution pathways by investigating manufacturing technology not previously considered or explored?
Does the project challenge and seek to shift current research or established practices by utilizing novel concepts, approaches or methodologies, or instrumentation?
Technical Progress and Challenges Indicate ability to adhere to the project schedule for technical milestones.
Indicate technical issues.
