7. Delete pages M-1 thru M-5 in Section M – EVALUATION FACTORS FOR AWARD and replace with the following:

M.1 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)

(a) The Government will award contracts resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government, evaluated cost/price and other factors considered.

(b) The Government reserves the right to make an award to other than the lowest cost/priced offeror or to the offeror with the highest technical score if the Contracting Officer determines that to do so would result in the best value to the Government.

(c) Each offeror’s proposal will be evaluated according to the factors shown below. The Technical Capability factor is more important than the Past Performance Information Factor. The Technical Capability factor and the Past Performance Information factor, when combined, approximately equal importance to the Cost/Price factor. The Small Business Subcontracting Plan factor, which applies only to FA2 and FA3, will be evaluated on a pass/fail basis.

M.2 TECHNICAL CAPABILITY FACTOR (VOLUME II)

M.2.1 Technical Capability Subfactor A – Management Plan

The Government will evaluate the soundness and feasibility of the proposed Management Plan as it supports the delivery of services identified in the SOW and discussed in the instructions.

M.2.2 Technical Capability Subfactor B - Technical Approach

The offeror’s demonstrated understanding of the work and skills required and thoroughness shown in understanding the objectives of specific functional area(s) as stated in SOW and discussed in the instructions. The soundness and feasibility of the offeror’s proposed Technical Approach for satisfying the requirements in specific functional area as stated in the SOW and discussed in the instructions, including proposed methods and techniques for completing each discrete task; any proposed quality assurance techniques; how problems would be identified, tracked and resolved; and how customer service would be managed.

M.2.3 Technical Capability Subfactor C – Corporate Experience

The Government will evaluate the breadth and depth of the Offeror’s demonstrated corporate experience and, if applicable, demonstrated experience of subcontractors that are proposed to perform at least 25% of the labor cost for the potential 10 years of the contact.

M.3 PAST PERFORMANCE INFORMATION FACTOR (Volume IV)

Past performance information by the offeror and its subcontractor(s) as it relates to all solicitation requirements, including the quality of services and products, effectiveness of cost management/control, timeliness of performance, and customer satisfaction; and indication of ability to improve performance through proactive management. In addition, the evaluation will take into account past performance information regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to this acquisition.

The Government will evaluate past performance information by contacting the references provided by the Offeror in its proposal along with the past performance questionnaires included in this solicitation. The Government may also consider other information available to evaluate the Offeror’s past performance information. If no relevant past performance information is identified by the Offeror, or if the Government is unsuccessful in obtaining past performance feedback for the Offeror from applicable references or sources, then the Government will assign a neutral rating for this factor.

In evaluating past performance information, the Government will make an assessment of the offeror's (and/or significant subcontractor’s) performance completed only within the past three years or currently in process.

M.4 SMALL BUSINESS SUBCONTRACTING PLAN FACTOR (VOLUME V)

This factor applies only to FA2 and FA3, and will be evaluated on a Pass/Fail basis. The Government will consider and evaluate the other than small business offeror’s proposed Small Business Subcontracting Plan as follows:

An individual subcontracting plan will be evaluated based upon its compliance with clause 52.219-9 Alternate II; its projected percentage of use of the small business concerns listed below; and the offeror’s procedures to ensure successful achievement of such projected percentages. The individual subcontracting plan shall ensure that small businesses, including those identified in clause 52.219-9, have the maximum practical opportunity to participate in contract performance based upon the total dollars planned to be subcontracted.

The target small business subcontracting goals for applicable NRC procurements are as follows:

To be considered acceptable or better and get a “passing” rating, the individual subcontracting plan shall meet or exceed each of the following small business subcontracting goals for any work that the offeror elects to subcontract at the task order level. In other words, for whatever work that the offeror, who proposed an individual contract plan, elects to subcontract on task orders that are awarded, the following minimum small business subcontracting goals would apply. The goals would be required to be met on an annual basis and not on a task order by task order basis:

at least 40% of the subcontracted work must be set aside for one or more Small Businesses at least 5% of the subcontracted work must be set aside for one or more Small Disadvantaged

Businesses at least 5% of the subcontracted work must be set aside for one or more Woman-Owned Small

Businesses at least 3% of the subcontracted work must be set aside for one or more Veteran-Owned Small

Businesses at least 3% of the subcontracted work must be set aside for one or more Service-Disabled Veteran-

Owned Small Businesses at least 3% of the subcontracted work must be set aside for one or more HUBZone-Owned Small

Businesses

A commercial plan would be considered acceptable, as submitted, and receive a “passing” rating if it has already been approved by a federal contracting officer prior to submission with the offeror’s proposal.

Otherwise, a new proposed commercial plan would be required to meet or exceed the small business subcontracting goals specified above.

An “other than small business” offeror shall also provide the procedures they will implement to ensure timely payment to small business subcontractors and their commitment to designate a senior executive to oversee the organization's Small Business Subcontracting Program.

M.5 COST/PRICE FACTOR (VOLUME III)

The Government will evaluate the Volume III submission for each functional area to determine: (a) whether all required labor categories for that functional area are proposed and include proposed fixed hourly rates; and (b) the extent to which the offeror complied with FAR clause 52.216-31. In addition, the Government will calculate the average of the offerors proposed hourly rates for each of the 10 years and add those averages together to derive the evaluated cost/price for that proposal for source selection purposes.
