** HOUR & DATE for Receipt of Offers is EXTENDED to: April 16th, 2012 @ 2 P.M. Eastern Time.

The purpose of this amendment is to publish the Government's responses to additional questions received from potential offerors regarding Functional Area 4 (FA4), and to extend the closing date and time for proposals for FA4 to April 16, 2012 at no later than 2:00 P.M. Eastern Time.

See continuation pages.

Joseph L. Widdup Contracting Officer

The purpose of this Amendment A0014 is to publish the Government’s responses to additional questions 38. - 42.

received from potential offerors regarding Functional Area 4 (FA4), and to extend the closing date and time for proposals to April 16, 2012 at no later than 2:00 P.M. Eastern Time.

NOTE: Refer to Amendments A0010 and A0013 for NRC's responses to previous questions 1. – 37.

38. Given the 10 year duration, the fixed priced nature, and the importance of personnel continuity, would the NRC consider adding an Economic Price Adjustment type arrangement along the lines of FAR clause 52.216-4?

This would permit aggressive pricing up front while sharing the economic risk which is of particular importance to a small business.

NRC Response: No.

39. In preparation of Addendum FF, is it anticipated that there will be help desk operations or support (Tier 2 or 3) as part of the scope of the FA 4 contract?

40. Addendum FF states the following – “Also please address how additional costs (overhead, materials, general and administrative, quality assurance, quality control, environmental, etc.) will be applied to the overall task order cost. Please provide a line item for each additional cost associated with completing the effort.” It is expected that the Offeror will complete the six labor categories identified in Addendum FF and that those labor categories will be “fully burdened” and that those will be the only elements of cost that will be considered for evaluation purposes. (3 questions)

Is the government asking the Offeror what other labor costs and/or other direct costs will be needed to perform on a given Task Order and to specifically outline a cost for those items?

NRC Response: The solicitation is hereby amended to delete the language quoted above. The Government only requires fully loaded hourly rates to be included in Addendum FF.

The amendments indicate that other labor categories may be provided but they will not be used for evaluation purposes. Is the government asking for a rate to be provided for each additional labor category that may be used?

NRC Response: See answer to question 5 in Amendment A0007.

Or is the government asking for a narrative describing what elements of cost, i.e. quality assurance as an example, are typically included in the company’s indirect costs?

41. Please clarify if the NRC expects the Offer to submit Addendum FFs for each of its proposed subcontractors?

NRC Response: No. The offeror’s proposed fully loaded hourly rates shall include subcontract labor.

42. Section c.9.15 states that “The NRC has a separate contractor who has primary responsibility for developing systems security C&A documentation to obtain an Authorization to Operate for the agency’s application systems.”; however the following sections describe that the contractor shall develop all the documentation related to the C&A process. (4 questions follow):

Does the Government require the bidder to lead the development of C&A documentation and the process in general, or is the bidder only expected to contribute to these documents as requested by the “separate contractor” mentioned above?

NRC Response: Requirements may vary from task order to task order. The details will be specified in the SOW for each task order.

Can the Government please clarify which parts (if any) of the C&A process? Specifically: ST&E or independent assessment, risk assessment, SSP development, POA&M development and remediation.

NRC Response: See response to the previous question.

How many systems (or an estimated number) will the bidder be responsible for (this elates back to the C&A question)?

NRC Response: It is anticipated that each FA4 task order will relate to only one system.

Under the section entitled “Security Risk Assessment” of the RFP, NRC mentions C&A of classified systems. Is this correct, and how many classified systems would be involved?

NRC Response: At this time the NRC does not anticipate any classified systems under the MOM program.

The task order SOW will provide information as to the security level of the system.
