Joseph L. Widdup Contracting Officer
The purpose of this amendment is to publish the Government’s responses to additional questions received from potential offerors regarding Functional Area 4 (FA4), and to extend the closing date and time for proposals for FA4 to April 9, 2012 at no later than 2:00 P.M. Eastern Time
NOTE: Refer to amendment A0010 for answers to previous questions 1. – 21. regarding FA4.
22. Section L.12.2 reads “In addition to submitting Addendum HH, the offeror must also provide a list of contracts in its proposal using Addendum AA “List of Contracts.”
a. Does the government require that the Prime and all of its subcontractors provide the list of each contract both the prime and subcontractors hold to date?
NRC Response: No. As the form indicates, the contracts provided should be similar in scope to the MOM FA4 requirements.
23. NRC states "...The multiple-award, partial small business set-aside strategy will facilitate competition and maximize opportunities for small businesses over the potential 10-year contract period."
Question: In light of NRC's stated multiple-award, partial small business set-aside strategy it intends to follow when awarding FA4 contract work:
i. Can there potentially be a single small business offeror awarded this FA4 contract?
NRC Response: Potentially, yes; however, the number of awards is dependent on the number of proposals received and the results of evaluation and source selection process specified in the solicitation.
ii. If the answer to question i above is 'No', then,
a. What is NRC's approach / strategy in determining among how many potential small business offerors the FA4 contract will be awarded?
NRC Response: There is no pre-determined quantity.
24. NRC-HQ-11-R-33-0011_A0010 document --> Response to Question #3 states that FA4 modernization efforts to M&O systems is firm-fixed-price with a period of performance not to exceed 6 months. Maintenance & Operations may be firm-fixed-price, time-and-materials, and/or labor hour.
Question: With the incumbent performing current M&O support for the approximate 100 NRC legacy systems in extant today, how many of these systems are going to require enhancement support activities for the FA4 awardee to perform--especially in light of the fact that the estimated period of performance is expected not to exceed 6 months?
NRC Response: That will be determined as funding for modernization becomes available and the NRC establishes priorities for modernization. It is not possible to answer this question with more specific information at this point.
25. As a follow-up to the answers provided to questions above:
Question: Can NRC provide the expected periods of performance, contract estimates and contract schedules for FA4 awardee(s) across the following key areas:
i. Maintenance & Operations support for existing legacy NRC systems (with estimates for the total #s of these systems provided for each year of the contract award)?
ii. Development/Implementation of new applications/systems?
iii. Maintenance & Operations support for newly implemented applications/systems?
NRC Response: Period of Performance, Estimates, and Schedules are unknown beyond what was provided in NRC’s Response to Question No. 9 in Amendment A0010 and the response to question 24 above.
26. The NRC will have FA3 creating detailed requirements and a HLD along with use cases, test plan and test cases. Does NRC intend that the test case will be used for the final user acceptance testing when the initial application is delivered?
NRC Response: Yes.
27. Does NRC envision issuing a FA3 task initially, and when the requirements, HLD, use case and test cases have been developed, packaging these into a Task Order?
NRC Response: The NRC will negotiate and award FA3 task orders as requirements materialize. The output of the FA3 task order (requirements, HLD, use cases, test cases, etc.) will be used as inputs to the FA4 task orders.
28. Does NRC envision at some point in time issuing FA4 task orders other than FFP for modernization development?
NRC Response: While each task order request for proposal will specify the anticipated contract type, FA4 task orders for modernization development will have Performance Work Statements with well-defined requirements and will be FFP.
29. Would User Acceptance Testing (UAT) be included as the responsibility of an FA3 or
FA4 Task Order?
NRC Response: The FA3 contractor is responsible for developing User Acceptance Testing (UAT) requirements. The FA4 contractor is responsible for testing the modernized system against the UAT requirements.
30. Does NRC expect or require full automation testing for all new FA4 applications?
NRC Response: The task order statement of work will identify if full automation testing is required.
31. Does NRC have any additional thoughts on how software Change Request would be handled on FFP contracts?
NRC Response: Change Requests beyond what was contemplated and used as a basis for FFP task orders would require a written bilateral modification to the task order.
32. What percentage of the proposed staff do you anticipate will work primarily at an on-site facility and what percentage of the proposed staff do you anticipate will work primarily at the Offeror’s site?
NRC Response: FA 4 contractors are required to use the MOM Centralized Environment. Therefore, the physical place of performance is up to the contractor, unless specified differently in each task order.
33. Will the government be issuing a clarification of Section C of the RFP, combining FA4 and FA5 objectives and requirements?
NRC Response: No.
34. Would the government provide a break down the estimated values for FA4 into estimates per year?
NRC Response: Refer to NRC’s response to question 9 under previous amendment A0010.
35. How does the government envision task orders now the FA4 and FA5 being merged?
Prior to merging these two areas, the SOW anticipated FA[5] task orders being firm fixed price, while FA4 task orders being time and material, labor hour, or firm fixed price.
NRC Response: FA4 modernization task orders will be FFP. FA4 maintenance and operations task orders will be time and material, labor hour, or firm fixed price.
36. Will a task order be issued for development and a separate task order for maintenance?
NRC Response: In most cases a separate task order will be awarded for modernization efforts vs. maintenance and operations efforts. However, there may be task orders that include both modernization and maintenance and operations.
37. Please confirm that subcontractor letters of consent to allow discussion of past performance with offeror are not included in the page count (10 pages) for the Past Performance Information volume.
NRC Response: Subcontractor letters of consent are not included in the page count for the Past Performance Information volume.
