2. Publish the Government’s response to Potential Offerors’ questions:
1. Question: Reference RFP Amendment A003. This Amendment states:
“The purpose of this amendment is to correct an inconsistency in the solicitation regarding solicitation Addendum HH. The solicitation instructions starting on Page L.16 entitled “4.
INSTRUCTIONS FOR VOLUME IV”, hereby replace any conflicting instructions elsewhere in the solicitation and related addenda with regard to past performance information.”
Amendment A001 changed the email address listed in the solicitation on Page L.16, 4.
“INSTRUCTIONS FOR VOLUME IV”, and Amendment A002, Question 34, referred to using Addendum HH rather than Exhibit 3 referenced in the solicitation. Are we correct in our assumption that Amendment A003 does not refer to the changes made by Amendments A001 and A002?
Answer: This assumption is correct.
2. Question: There are no specific education and experience requirements provided in RFP for the six (6) labor categories to be priced. How will the NRC determine that the labor categories proposed by all bidders are comparable?
Answer: FAR Subpart 104 - Information Technology Services prohibit describing any experience or education requirement for contractor personnel. However, after awarding the IDIQ contracts and during the task order competition(s) , the NRC will require contractors to propose key personnel and a description of current personnel resources. This includes a resumes detailing an individual’s background, education, work experience, and accomplishments with a description of the experience and capability.
3. Question: The RFP does not provide guidance on specific PMO requirements, under FA2, does the NRC plan to award a PMO task order? If not, is there an expectation that PMO support is to be applied to individual Task Orders?
Answer: Any proposed PMO support should be identified in the technical proposal and included as part of the overhead costs. The Functional Area 1 vendor will provide all system administration work for the JAZZ environment an all account set-up.
pg. 4
4. Question: It is our understanding that the current Maintenance of Legacy Systems is performed on GFE Workstations that are connected to the POE. While it appears that the intent in FA2 is to transition this support to the Centralized Environment, will the contractor continue to utilize GFE Workstations. If the FA2 contractor is expected to transition to Contractor Owned Workstations connected to the Centralized Environment, when is this transition expected to occur?
Answer: No the FA2 contractor will provide their own workstations using an approved NRC image. The transition should occur as expediently as is prudent.
5. Question: RFP paragraph C.7 specifies that NRC will provide equipment and server software. RFP paragraph C.7.2 also states that “contractor shall ensure that NRC-provided equipment remains separated from the contractor’s own network and is managed, along with any other GFP provided to the contractor…”. Will the NRC provide contractors with GFE workstations that will be attached to the Centralized Environment (CE) and need to be separated from their own corporate network?
Answer: Workstations connected to the centralized environment should not be connected concurrently to a second network.
6. Question: The FA2 contractor is expected to transition to Contractor Owned Workstations connected to the Centralized Environment using an approved NRC image. Does the NRC expect the FA2 contract awardee to develop and maintain the NRC approved image?
Answer: FA2 contractor shall maintain the NRC approved image by update patches, anti-virus, and periodically, when NRC does Workstation Upgrade (WU) update the WS to the latest
WU.
