The offeror, if “other than a small business” for this acquisition, shall submit either a commercial plan as defined in FAR 19.701 or an individual contract plan as defined in FAR 19.701 that proposes subcontracting goals for each small business category identified in clause 52.219-9 Alternate II and satisfy all requirements for that clause. For individual contract plans, the offeror should submit it using NRC Form 829. To be considered acceptable or better, the individual contract plan shall meet or exceed each of the following small business subcontracting goals for any work that the offeror elects to subcontract at the task order level. In other words, for whatever work that the offeror, who proposed an individual contract plan, elects to subcontract on task orders that are awarded, the following minimum small business subcontracting goals would apply:
at least 40% of the subcontracted work would have to be set aside for one or more Small Businesses at least 5% of the subcontracted work would have to be set aside for one or more Small Disadvantaged
Businesses at least 5% of the subcontracted work would have to be set aside for one or more Woman-Owned
Small Businesses at least 3% of the subcontracted work would have to be set aside for one or more Veteran-Owned

11. Revise Section M.4 SMALL BUSINESS SUBCONTRACTING PLAN FACTOR (VOLUME V) on page M-5 as follows:
Remove language:
This factor will be evaluated on a Pass/Fail basis. The Government will consider and evaluate the other than small business offeror’s proposed Small Business Subcontracting Plan as follows:
An “other than small business” offeror will be evaluated based upon its compliance with clause 52.219-9 Alternate II; its projected percentage of use of the small business concerns listed below; and the offeror’s procedures to ensure successful achievement of such projected percentages. The other than small business offeror's proposed small business subcontracting plan shall ensure that small businesses, including those identified in clause 52.219-9, have the maximum practical opportunity to participate in contract performance based upon the total dollars planned to be subcontracted. The target small business subcontracting goals for applicable NRC procurements reflect the Federal-wide small business goals and are as follows:
23% for Small Business 5% for Small Disadvantaged Business 5% for Woman-Owned Small Business 3% for Veteran-Owned Small Business 3% for Service-Disabled Veteran-Owned Small Business 3% for HUBZone-Owned Small Business
An “other than small business” offeror shall also provide the procedures they will implement to ensure timely payment to small business subcontractors and their commitment to designate a senior executive to oversee the organization's Small Business Subcontracting Program.
This factor will be evaluated on a Pass/Fail basis. The Government will consider and evaluate the other than small business offeror’s proposed Small Business Subcontracting Plan as follows:
An individual contract plan will be evaluated based upon its compliance with clause 52.219-9 Alternate II; its projected percentage of use of the small business concerns listed below; and the offeror’s procedures to ensure successful achievement of such projected percentages. The individual contract plan shall ensure that small businesses, including those identified in clause 52.219-9, have the maximum practical opportunity to participate in contract performance based upon the total dollars planned to be subcontracted. The target small business subcontracting goals for applicable NRC procurements are as follows:
To be considered acceptable or better and get a “passing” rating, the individual contract plan shall meet or exceed each of the following small business subcontracting goals for any work that the offeror elects to subcontract at the task order level. In other words, for whatever work that the offeror, who proposed an individual contract plan, elects to subcontract on task orders that are awarded, the following minimum small business subcontracting goals would apply. The goals would be required to be met on an annual basis and not on a task order by task order basis:
at least 40% of the subcontracted work would have to be set aside for one or more Small Businesses at least 5% of the subcontracted work would have to be set aside for one or more Small Disadvantaged
Businesses at least 5% of the subcontracted work would have to be set aside for one or more Woman-Owned
Small Businesses at least 3% of the subcontracted work would have to be set aside for one or more Veteran-Owned
Small Businesses at least 3% of the subcontracted work would have to be set aside for one or more Service-Disabled
Veteran-Owned Small Businesses at least 3% of the subcontracted work would have to be set aside for one or more HUBZone-Owned
Small Businesses
A commercial plan would be considered acceptable, as submitted, and receive a “passing” rating if it has already been approved by a federal contracting officer prior to submission with the offeror’s proposal.
Otherwise, a new proposed commercial plan would be required to meet or exceed the small business subcontracting goals specified above.
An “other than small business” offeror shall also provide the procedures they will implement to ensure timely payment to small business subcontractors and their commitment to designate a senior executive to oversee the organization's Small Business Subcontracting Program.
