Appendix F: Enterprise Architecture Requirements and Technology Standards
Modernization/New Development Alternatives Analysis:
For FA3 requirements, the contractor shall conduct alternatives analysis and present findings to the PO for their review and approval. Alternative analysis must include and consider the following minimum alternatives. Other alternatives, such as custom development, may also be included.
Use of a popular/common cloud alternative, where NRC is a consumer of a cloud alternative (e-gov applications, government cloud, or public cloud), as required by OMB’s cloud first strategy
Use or extension of a currently supported NRC application or service, to support reuse of existing assets
Use of a popular/common COTS solution
Enterprise Architecture Requirements:
NRC has an architecture objective to reduce the number of disparate technologies and silo information systems that must be funded, maintained and supported over time. This objective will be achieved through consolidation and use of common technology standards, solutions, platforms, and approaches. Through realization of the objective, NRC will be able to make more efficient and effective use of available resources to accomplish its mission.
Solutions proposed must, where applicable:
consider cloud solutions first be web based to support NRC’s mobile and distributed workforce be easily upgraded to work with the latest agency approved Microsoft Internet Explorer Web browser be compatible with the NRC mobile strategy be compatible with IPV4 and IPV6 allow use of PIV card access leverage common NRC services/solutions for controlling security where available, such as identity and access management, and audit logging support open standards to allow better integration and portability conform to NRC platform and technology standards to optimize use of common and mainstream technologies and ensure efficient and cost effective operations and maintenance obtain pre-approval for deviations to NRC technology standards prior to use make use of common/shared NRC services/infrastructure conform to Government mandated technology standards for integration, security, and accessibility (e.g. National Information Exchange Model (NIEM)), Security (FISMA), accessibility (Section 508)) leverage cloud computing offerings where feasible and cost effective conform to the NRC MD 2.8 throughout the application implementation and sustainment lifecycle use NRC software development methodology use Unified Modeling Language (UML) to describe solution requirements (use cases) and designs
COTS solutions must:
not be customized in a manner that will inhibit or prevent upgrades to future vendor product versions be compatible with standard NRC platforms and technologies leverage common NRC services/solutions for controlling security where feasible, such as identity and access management, and audit logging
NRC Technical Reference Model (TRM):
NRC is maintaining a TRM that documents the technologies and commercial products as service standards for modernization of the agency’s legacy information technology (IT) systems. Versions supported will normally include the latest vendor major version and the prior vendor major version. Vendors providing technology services must have the capabilities to implement and maintain technology solutions that are in alignment with the TRM and the agency’s IT modernization vision and strategy. The TRM is expected to change over time as new technology capabilities are implemented to address agency needs. Vendors providing technology services are expected to use the latest TRM version in evaluating and selecting technologies for their solutions. The agency’s TRM and IT modernization strategy includes the following preferred and strategic technologies (use of technologies outside of this list must be pre-approved):
