The EPM is required from all participants. If an Offeror does not have an OPM, it may use the Government-provided EPM to satisfy the requirement. The Government will utilize the EPM for evaluation of cost reasonableness and realism in accordance with Provision M.6(b)(1). |

The Engineering Services and Science Capability Augmentation (ESSCA) is a performance-based cost-reimbursement contract requiring engineers, scientists, and engineering technicians in support of the National Aeronautics and Space Administration (NASA)/George C.
