ATTACHMENT A – CLARIFICATIONS TO ALL POTENTIAL OFFERORS

Is the Offeror to provide pricing for the two (2) Sample Tasks?
Pricing is not required for Sample Tasks.

What will be MSFC’s position on trusted domains and hosting servers on-site?
ATOMS will not use NASA’s trusted domain authentication for login. Per Attachment J-8, Section 1.1.8, "The ATOMS shall be hosted on the Contractor’s server at the Contractor’s off-site location and be available for remote access."

Clarification: [In NFS] 1852.245-76 List of Government Property, Reference is made to Attachment J-6 however J-6 does not list any property.
Attachment J-6 will be completed as applicable Task Orders are issued.

Does the Contractor self-evaluation include a briefing to the Performance Evaluation Board?
Yes, per MWI 5116.1 cited in Attachment J-3

Is I.6 FAR 52.223-7, Notice of Radioactive Materials, necessary? What type of items would the Government expect the Contractor to deliver that necessitates this clause?
There are no current requirements. Clause I.6 is included because notification of radioactive materials may be required by future Task Orders.

Statement “Contractor shall not purchase quality sensitive items…” is a strict prohibition against those purchases. Are there circumstances, with COR/CO approval, under which the ESSCA contractor will make such purchases?
There are no known circumstances under which quality sensitive items will be purchased on this contract.

The initiation of a DD254 at the point of need will not support the retention of clearances, and potentially delay the work. Can the Government include an overarching DD254 in the contract?
The Government does not intend to issue an overarching DD254. Security clearances have been required on a very limited basis. The Government does not foresee an issue with timing associated with security clearances.

The completion of a DD254 Form is not problematic, however the cycle time for the Defense Security Service to complete their actions can run in excess of 90 days which would greatly impede the ability to commence work. Is it possible to anticipate the work that will necessitate the need for a DD254 so that it may be added at the start of the contract?
Security clearances have been required on a very limited basis. The requirement for personnel with security clearances will be outlined in individual Task Orders and identified as early as possible during the phase-in period.

Can the Government provide Offerors with a list of potential suppliers for ATOMS based on the responses to the Request for Information May 9, 2016 DRAFT ATOMS Requirements and Processes?
The purpose of the RFI issued May 9, 2016 was to assess industry capabilities specifically from those companies interested in participating in ESSCA. The Government did not compile a list of suppliers.

If we are a minority partner in a JV, can we get past performance credit for the entire contract scope of work?
The magnitude of relevant work directly accomplished in relation to the total contract scope, as referenced in Provision L.23, will be evaluated by the Government. The minority partner in a JV will get past performance credit for work actually performed if such work is relevant (in terms of size, scope, complexity and, to a lesser extent, contract type) to their proposed work under ESSCA.

If we include one or more small businesses in our JV, can we take credit in our small business subcontracting plan for their percent of ownership in the JV?
If the resultant joint venture represents as "other than small," no credit will be given toward small business goals.

Discussion on the requirement for the Offerors Pricing Model (OPM) is confusing. Would the government please clarify this requirement, its differentiation from the EPM, when it applies to an Offeror and subcontractor, and how it enters into the evaluation of cost realism and probable cost.
Reference Provision L.22(b)(2)-(3). The EPM will be utilized as the Government evaluation tool. The OPM is used as a source document that is generated from the individual offeror's accounting system. The OPM is used to confirm that the information provided in the EPM is accurate. The EPM is required from all participants. If an Offeror does not have an OPM, it may use the Government-provided EPM to satisfy the requirement. The Government will utilize the EPM for evaluation of cost reasonableness and realism in accordance with Provision M.6(b)(1).

[Provision L.22 (b)(3)] states that the EPM is to be used as the OPM if "Offeror or subcontractor does not have an adequate Government-approved accounting system." [Provision L.22(a)(6)] states that an adequate accounting system is a prerequisite for award. Would the government please clarify?
Substitution of the EPM to meet the OPM requirement is allowable when an Offeror or subcontractor has not had an audit performed to determine whether their accounting system is adequate (i.e., Government approved). However, in accordance with Provision L.22(a)(6), the Offeror is required to have an adequate accounting system prior to award of this cost reimbursement contract.

[Table 13-1] references Part 3 – Offeror’s Pricing Model as does the paragraph reference. The paragraph indicates, “Offeror’s Pricing Model (OPM), which represents the pricing model that the Offeror would submit if a Government template had not been provided.” Does this mean the OPM should mirror Attachments L-3A and B using the offerors estimating system outputs?
No. The OPM is used as a source document that is generated from the individual offeror's accounting system. It is used to confirm that the information provided in the EPM is accurate.

This template requires contractor input for each NASA labor category description proposed as:

The Contract Management Rate Development template in Tab C could include SCA labor positions.

Should all SCA labor positions, including CMR positions, be incorporated into the Compensation Form Salaries and Wages Template, Tab B?

Yes. All SCA positions shall be incorporated into Tab B.

Would the government please clarify how probable cost will be adjusted based on various types of proposed initiatives (innovations, efficiencies and investments)?
No probable cost adjustment will be made based upon proposed innovations, efficiencies, or investments.

Will NASA be providing the attrition rate of the current workforce?
No. The Government does not track this information.

Will NASA provide Labor rate information by skill category for the incumbents?
No. This information is not available to the Government.

Would NASA consider providing similar information that was in the 2011 ESSSA RFP, Section L-11, Engineering/Scientific Disciplines of Current Workforce?
The Government does not currently track this specific information; however, relevant information specific to ESSSA Task Orders and historical data is provided in Attachment L-8, Background and Historical, section 3.0, “Contract Historical Data and Milestones.”

Please clarify instructions regarding “Blank, unnumbered tabs may be inserted in the hard copy” [in Provision L.14]. Do we assume that this means no text on the tab page except the tab label, and that these tab pages are not included in page count?
“Blank” means no text on the tab. Tabs are not included in the page count and are to be used only as a physical separation in hard copies. For evaluation purposes, non-editable electronic files of Volumes I and III and editable electronic files of Volumes II and IV will be the official copy.

Does the Government expect the successful offeror to maintain the salaries and benefits of the incumbent workforce? If so, will you provide Industry with this info?
Per Provision L.21(f)(2), STC2. Total Compensation Plan, Offerors shall indicate the capability of the proposed compensation structure to obtain and retain qualified personnel to meet contract requirements. The Government does not intend to provide industry with salary and benefits of the incumbent workforce.
