NOTICE OF AWARD:
NASA has selected Jacobs Technology of Tullahoma, Tennessee, to provide engineering and scientific support services at Marshall Space Flight Center (MSFC) in Huntsville, Ala. and the Michoud Assembly Facility in New Orleans, LA.
Under the Engineering Services and Science Capability Augmentation (ESSCA) contract, Jacobs Technology will provide the services and skills of engineers, scientists, and engineering technicians to the MSFC Engineering Directorate as well as other programs and projects across the Center, both present and future. The contract supports NASA's Space Launch System and International Space Station programs plus other activities and other reimbursable work for which MSFC has responsibility, including Department of Defense and other government, commercial, industry and educational activities.
The cost-plus-award-fee indefinite-delivery indefinite-quantity contract has a potential period of performance of eight years. The contract begins December 1, 2017, and includes a four-year base period followed by two two-year options that may be exercised at NASA's discretion. The maximum potential value of the contract, including all options, is approximately $1.1 billion.

The National Aeronautics and Space Administration (NASA)/George C. Marshall Space Flight Center (MSFC) hereby issues the final Request for Proposal (RFP) for the Engineering Services and Science Capability Augmentation (ESSCA) requirement.
Industry questions may be submitted in accordance with Provision L.11, Communication Regarding this Solicitation.
Proposals are due October 24, 2016 in accordance with provision L.16, Due Date for Receipt of Proposals.
The North American Industry Classification System (NAICS) code for this procurement is 541712, Research and Development in the Physical, Engineering and Life Sciences (except Biotechnology) with a size standard of 1,250 employees.
The Government does not intend to acquire a commercial item using FAR Part 12.
All responsible sources may submit an offer which shall be considered by the Agency.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.
It is the Offeror's responsibility to monitor FedBizOpps for the release of amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).

The National Aeronautics and Space Administration (NASA)/George C. Marshall Space Flight Center (MSFC) plans to issue a Final Request for Proposal (FRFP) on or about September 9, 2016, for the Engineering Services and Science Capability Augmentation (ESSCA) requirement.
This requirement is a follow-on to NNM12AA41C which was awarded to Jacobs Technology. ESSCA will be a performance-based cost-reimbursement contract requiring engineers, scientists, and engineering technicians in support of NASA/MSFC.
The North American Industry Classification System (NAICS) code for this procurement is 541712, Research and Development in the Physical, Engineering and Life Sciences (except Biotechnology) with a size standard of 1,250 employees.
The Government does not intend to acquire a commercial item using FAR Part 12.
All responsible sources may submit an offer which shall be considered by the Agency.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html .

Marshall Space Flight Center (MSFC) plans to issue a Draft Request for Proposal (DRFP) on or about July 14, 2016, to seek industry comments for the Engineering Services and Science Capability Augmentation (ESSCA) requirement. An Industry Day Briefing regarding this requirement is scheduled for Thursday, July 28th from 9:00 a.m. to 11:00 a.m. at MSFC, Building 4203. A site tour will be offered afterward from 12:00 p.m. to 3:30 p.m. The DRFP Provision L.12, Industry Day and Site Tour, will contain detailed information regarding the Industry Day Briefing and Tour. It is currently estimated that the Final Request for Proposal (FRFP) seeking proposals from interested and qualified Offerors will be posted on or about September 16, 2016.
This requirement is a follow-on to NNM12AA41C which was awarded to Jacobs Technology. ESSCA will be a performance-based cost-reimbursement contract requiring engineers, scientists, and engineering technicians in support of NASA/MSFC.
