NOTE: Although based on previous studies the task below is hypothetical and is intended solely for the purposes of the Offeror to address its approach for staffing and implementation. The Offeror shall not provide hardware in response to this task. Reference MTA5, Sample Tasks for instructions on narrative content.
Methane Cryogenic Propulsion
Background:
NASA’s overarching Evolvable Mars Campaign, with goals to extend and sustain human presence in the solar system, includes a human journey to explore Mars and its moon, Phobos, starting in the mid-2030s. In support of the Mars Vehicle Program, the Mars Propulsion Project has given NASA/MSFC the responsibility for developing an integrated LOX/CH4 propulsion system to be used for the purposes of transporting cargo and crew. This propulsion system will be utilized across a range of MARS vicinity vehicles (landing, ascent, taxi). The integrated propulsion system (IPS) will combine the reaction control system (RCS) and main propulsion system to reduce mass and increase propellant flexibility. Key to this system is the development of a common methane engine, a pressure-fed RCS system, passive and active cryogenic fluid management (CFM), and low leakage valves. With external parties active in the development of methane propulsion, opportunities exist for shared efforts in the advancement of materials, manufacturing processes and technology. A block diagram of the IPS can be found below. Design and development will culminate in a demonstration flight in 2024.

MSFC Needs:
The MSFC Engineering Directorate requires the ESSCA contract to augment the Civil Service workforce by providing 50% of the personnel required to deliver an integrated propulsion system (IPS) as GFE. Assume all tasks are Government led with MSFC responsible for all aspects of design, development, and test of the IPS. Fabrication and assembly will be performed via a different contract and should not be considered as part of this effort. Include sustaining engineering provided in support of IPS vehicle integration activities and flight operations. Development of materials and manufacturing are critical to the advancement of methane propulsion and should be addressed in the narrative. Opportunities to innovate and gain synergies are enablers for a long term exploration strategy and should be considered in all aspects of the contracted tasks. This effort will result in multiple TOs dependent upon skills required, per Attachment J-9, Contract Work Breakdown Structure (CWBS). The ESSCA TO requirements would include:
0. Attend technical interchange, project planning, design review and other appropriate meetings to discuss and exchange ideas for design, requirements, issues, action items, and resolution activities. Identify issues, pursue resolutions, and provide supporting analyses.
Assist in the development of component and integrated system requirements and objectives.
Prepare schematics, sketches, documentation, and released drawings.
Perform or review analyses, studies, and evaluations as required for maturing the design.
Develop requirements, architectures, and designs in accordance with specified NASA and project requirements.
Develop and execute component and integrated system test objectives and procedures
Provide verification and validation of requirements
Document and deliver flight hardware.
The period of performance will cover all major project milestones noted above.
