ATTACHMENT B – ESSCA RFP CHANGE LOG

This attachment lists the changes to the draft RFP, which was posted to FedBizOpps July 14, 2016. The changes are a result of comments and questions received from industry and internal reviews. These changes represent all significant changes, but are not intended to be all-inclusive. Grammatical, typographical, and other non-substantive changes have been corrected throughout the RFP.

In preparing the estimate, which is part of the TOP or TOCP, it is mutually agreed and understood that the Contractor shall use the labor categories and the lower of the Contractor’s actual average rates or the Not-to-Exceed (NTE) rates set forth in Attachment J-7, Rates Schedule and Labor Categories for estimating all labor (Prime Contractor and subcontractor). Attachment J-1, 2.2.1
Work delineated in this PWS shall be performed at MSFC-provided facilities and in other locations as approved in writing by the Contracting Officer. These facilities and locations will be identified as on-site. Government provided property and services, as identified in Attachment J-5, Installation-Provided Property and Services, will be made available to all on-site personnel necessary to accomplish this contract. Contract management that are indirectly charged to the contract shall be at an off-site Contractor’s facility.

(e) Fee

The Offeror shall provide a description of proposed fee structure. If a fee sharing pool arrangement is proposed, include a discussion of the arrangement and the distribution of fee earned. The contract will be a Cost Plus Award Fee type.
