Question Answer
Question 1:
L.15(a), page 128 of 141 – Please confirm that the requirement for Offeror to provide
"statement of contract safety performance and a record of your company’s OSHA recordable injuries and illnesses for the past 3 years” is outside the 25 page limitation for Volume
IV.
Question 1 Answer:
This requirement is included in the 25 page limitation.
Question 2:
L.15(a) (page 128) The last bullet asks for
“de-scope” information. We respectfully request the data required for contracts that were “de-scoped” be limited to NASA contracts or eliminated entirely. For a large company, this data call requires assessing thousands of records and represents a significant administrative burden while yielding information of limited value to the
Government since most de-scopes are a result of customer funding constraints.
Question 2 Answer:
The Offeror shall provide the requested de-scope information for the past /current contract references that meet the criteria in the
RFP for the Prime Offeror and each significant subcontractor.
Question 3:
L 13 (c) subfactor B, page 107, asks the offeror to provide four pieces of information
'if significant subcontractors are proposed.'
M.4(a)-subfactor B, paragraph 3, on page 132 is not clear if that information is required of all subcontractors or only significant subcontractors. Please clarify.
Question 3 Answer:
The Government will only evaluate any proposed significant subcontractors.
Additionally, an amendment will be issued to revise typo found on page 132. Last sentence of subcontracting paragraph is changed from
“…subcontracted portions of the subcontract…” to “…subcontracted portions of the contract…”
Question 4:
L.13 (c), Subfactor B - Offerors shall provide written position qualifications for the specific labor categories envisioned for this requirement. Per the directions in the Cost
Volume Instruction provision, the offeror’s
Position Qualifications are to be included in the contract Attachment entitled, “Direct
Labor Rates, Indirect Rates, and Fee
Matrices,” which shall be submitted in the
Cost Volume per GSFC 52.215-201 table
(b)(1). M.4(a) - The Government will evaluate the reasonableness and effectiveness of the offeror’s position qualifications for the specific labor categories envisioned for this requirement and how they address the minimum requirements in the position qualifications, to include the necessary experience, summary of duties and responsibilities, specific requirements/licensing, minimum education and minimum experience required for the position. Would GSFC consider moving the written position qualifications, required in the
Mission Suitability Volume, under Subfactor
B - outside the 100 page limit?
Question 4 Answer:
Per the RFP Section L.13, Subfactor B, “Offerors shall provide written position qualifications for the specific labor categories envisioned for this requirement. Per the directions in the Cost Volume Instruction provision, the offeror’s Position
Qualifications are to be included in the contract Attachment entitled, “Direct Labor
Rates, Indirect Rates, and Fee Matrices,” which shall be submitted in the Cost Volume per GSFC 52.215-201 table (b)(1).”
Attachment B is not part of the 100 page limitation.
Question 5:
Proposals submitted in response to this solicitation shall be due no later than July 28, 2016 at 3:00 pm ET. Be advised, in accordance with Provision L.15, Offerors need to encourage their references to submit their Past Performance Questionnaires directly to the Contracting Officer 2 weeks prior to proposal due date. Certain past performance programs are for programs performed for other Government Agencies that have specific requirements for reviewing and releasing unclassified past performance writeups, as well as specific timelines for responding to past performance questionnaires. Would GSFC consider extending the proposal response timeframe by
15 days to 45 days?
Question 5 Answer:
Although the Government encourages submission of questionnaires 2 weeks prior to the proposal due date, the actual submission date for questionnaires is no later than the closing date of this solicitation (July 28th), as stated in Provision L.15.
Question 6:
In order to establish the reasonableness and realism of the proposed costs, and the extent to which costs reflect performance addressed in the Mission Suitability Volume proposal, each Offeror, including proposed subcontractors, shall submit the other than certified cost or pricing data described in
Section (b) below. Can the Government confirm that non-significant subs are not required to submit any of the data required in
Section (b)? Items (8) through (16) do not specify if "Offeror" is Prime only, includes significant subcontractors and/or non-significant subcontractors.
Answer 6 Answer:
Non-significant subcontractors are required to submit certain specific exhibits that apply to non-significant subcontractors. Particularly, Non-Significant Subcontractors shall complete and submit Exhibit 2C and, if applicable, Exhibit 2D. Additionally, Exhibits 10A and 10B should be submitted by non-significant subs if applicable (see specific instructions for those exhibits). No other exhibits (or supporting narrative for direct or indirect rate substantiation) are required.
