OMES SSCO Robotic Servicing
Background
The Satellite Servicing Capabilities Office (SSCO) has a dual strategy to enable a future U.S. industry for the servicing of satellites:
1 Advance the state of robotic servicing technology to enable the routine servicing of satellites that were not designed with servicing in mind.
2 Position the U.S. to be the global leader in in-space repair, maintenance and satellite disposal.
This RTO will focus on the capabilities and skills required to perform on-orbit servicing for a well-known GSFC satellite case, Global Precipitation Mission (GPM).
The Offeror shall demonstrate competencies for service scenarios including:
1. Proximity operations
2. Rendezvous and capture
3. Examine and inspect for probable causes for failures; and repair with existing robot servicer, sustain in mode for follow-on robot servicer or de-orbit decision (in communication with customer)
4. Refueling
5. De-orbit for demise with controlled re-entry
Task Description
Design and develop a mission that captures the Global Precipitation Measurement (GPM) spacecraft with an option to refuel or de-orbit with a controlled re-entry to non-populated regions of Earth. The following URL contains relevant info for GPM.
http://www.nasa.gov/sites/default/files/files/GPM_Mission_Brochure.pdf https://directory.eoportal.org/web/eoportal/satellite-missions/g/gpm
Design the following mission components:
1. Concept-level design of a flight module that captures GPM satellite (assume cooperative, i.e. target is under control and all instruments are safed)
a. Include list of trade studies with recommended solutions for approaches and hardware to accomplish this task.
b. Identify single-point failures and rationale for redundancy or no redundancy http://www.nasa.gov/sites/default/files/files/GPM_Mission_Brochure.pdf https://directory.eoportal.org/web/eoportal/satellite-missions/g/gpm
2. Develop a proximity operations plan with focus on GN&C sub-system definition and capture operations plan with focus on robotic system definition. Also, describe any operational constraints on GPM
3. Describe ground operations concept for telemetry, tracking and control
4. Identify key enabling technologies for this mission and its development plan to i) Complete the task and/or ii) Make the existing approaches more efficient and/or iii) Minimize significant risks to GPM
Deliverables
1. High level mission requirements
2. Flight module design concept
3. Mission concept document, at a minimum include
a. Operations concept
b. Mission timeline
c. Proximity operations plan
d. Capture operations plan
e. Refuel Plan
f. Ground control options
g. Other
4. Technology development plan
Assumptions
1. The SSCO mission risk classification shall be a CLASS C, as per NPR 8705.4 Risk Classification for NASA Payloads.
2. The SSCO mission shall be capable of performing a controlled reentry, per the requirements of NASA-STD-8719.14 Process for Limiting Orbital Debris, from the mission orbit anytime up to 10 years from launch, when initiated by ground procedures.
3. Other
