1) Question - The RFP states," a. The Offeror should provide the information set forth below for the Prime Offeror, teaming partners, and any Relevant Experience and Past Performance
Major Subcontractor." May Offerors submit past performance information for teaming partners, i.e., those with signed teaming agreements, who are subcontractors performing less than 10% of the total proposed contract effort, including options?
Answer – No. NASA will not consider a subcontractor’s relevant experience and past performance unless that subcontractor is a Relevant Experience and Past Performance Major
Subcontractor as defined by the RFP. NASA will consider the Relevant Experience and Past
Performance of teaming partners that are parties to a joint venture, whereby each partner to that arrangement will be considered a prime contractor.
Regarding Relevant Experience and Past Performance, if a teaming arrangement is between two separate legal entities and only one of those entities will have privity of contract with the government, then the entity without privity of contract will be considered a subcontractor.
