STATEMENT OF WORK

SCOPE OF THE UNIVERSAL STAGE ADAPTER

STATEMENT OF WORK

The Space Launch System (SLS) is being developed to explore the solar system and extend the human presence throughout it. SLS will meet these objectives through a block upgrade strategy. Block 1 is being developed to launch the Exploration Mission (EM)-1 mission while the Block 1B configuration is being developed to launch the crewed EM-2 mission and future crewed missions. The Block 1B configuration features the Exploration Upper Stage (EUS) and requires an adapter to carry Orion crew vehicle. This adapter is known as the Universal Stage Adapter (USA). Additional volume inside of the adapter, below the Orion spacecraft, will be available to transport additional cargo to augment Exploration Missions. This additional cargo is designated as the co-manifested payload. This contract is for the acquisition of the USA and consists of definition and design activities culminating in the delivery of the flight article and support of SLS and Ground Systems Development and Operations (GSDO) through vehicle integration and flight.

This Statement of Work (SOW) for the USA summarizes the work required for the design, development, production, assembly, qualification, and acceptance for flight consistent with NASA design, construction, workmanship, qualification standards, and other technical and programmatic requirements associated with human rating considerations including configuration management, reliability analysis, safety, and quality assurance. This contract established a base contract period for the development and delivery of the EM-2 USA with six options for delivery of additional flight units. The entirety of the SOW defines the effort required for the contract base. For the 6 options, the SOW will be tailored for mission unique requirements. The SOW supports the following established USA project objectives:

Ensure crew safety within the limitations of meeting system performance requirements and achieving mission objectives.

Deliver a quality design that ensures simplicity and addresses all aspects of human spacecraft development, qualification, and operations.

Perform to an established schedule, cost (affordable and sustainable), and technical baseline.

Implement innovative designs for the USA to achieve efficient and effective operations.

Conduct a human flight in 2021 utilizing an USA.

The full-set of USA technical requirements are found in SLS-SPIE-RQMT-027, Spacecraft/ Payload Integration & Evolution Office (SPIE) Universal Stage Adapter (USA) Requirements Document (Attachment J.1-C). Those requirements fully define the USA technical objectives. The following objectives and initial Key Performance Parameters are used to emphasize items of particular importance.

The Contractor shall meet the following non-tradable objectives:

0. Ensure crew safety through all mission phases within the limitations of meeting system performance requirements and achieving mission objectives.

0. Integrate with required elements of the SLS, MPCV, and Ground Operations systems.

Consistent with the technical requirements found in SLS-SPIE-RQMT-027 a set of initial Key Performance Parameters (KPPs) has been defined for the USA. Industry is expected to provide a USA that shall:

0. Optimize total liftoff mass within the required mass targets

0. Reliably separate without damaging or re-contacting the EUS, Co-Manifested Payload, or MPCV

0. Be space-flight qualified through the life of the design, including the ability to reconfigure access doors and other intrusions to mission specific requirements

0. Provide environmental protection, including thermal and acoustic, to the co-manifested payload

0. Provide electrical and communication paths between the EUS and MPCV This Statement of Work (SOW) is organized using the WBS structure below. In this SOW, the following naming conventions apply:

Universal Stage Adapter (USA) – The adapter that connects Orion to the Exploration Upper Stage (EUS) and accommodates a co-manifested payload.

Space Launch System (SLS) – The launch vehicle consisting of Core Stage, Solid Rocket Boosters (SRB’s), Exploration Upper Stage (EUS), and the USA.
