Questions and Answers #1

1) Question – In regards to the Government Task Agreement (GTA) request process: If an Offeror already submitted a request to a Government Point of Contact (POC) for a potential GTA, will this prior submittal be considered by the Government? Or will the Offeror need to resubmit the information during the Request for Proposals (RFP) phase?

Answer – The Offeror will need to resubmit the information. All correspondence occurring prior to the release of the final RFP on September 29, 2016 between Offerors and Government Facility POCs is considered preliminary. In order for a GTA request to be valid, Offerors must follow the procedures set forth in attachment “17 of 19 RFP Att J 2-8 Government Task Agreement Instructions”.

2) Question – In regards to the GTA request process: To what level of detail must an Offeror specify in its request for use of a GTA? Such as, are specific part numbers required for the request of GFP within a facility?

Answer – Each Offeror request for use of Government facilities, property, services and/or Government workforce is unique, and the level of detail required is unique to what is being requested. Discuss what level of detail is specifically required in the Offeror’s request with the Government POC. Additionally, the Offeror’s request should be descriptive and specific with what is requested and should not assume that a certain amount of Government Furnished Property (GFP) will be provided in a certain facility even if that GFP is assumed to be in the facility.

3) Question – In regards to the GTA request process: When the term ‘in writing’ is used, is email an acceptable form of correspondence, or does this pertain to physical letters via paper mail?

Answer – Yes, email is an acceptable form of written correspondence. Also, it is incumbent on the Offeror to follow-up with the Government contact to confirm receipt of the email.

4) Question – In regards to requesting technical data: If an Offeror completed the “ITAR Controlled Data Distribution Form” in attachment J.2-9 Request for Technical Data during the draft RFP phase, must the Offeror complete this request form again during the final RFP phase for any additional data requests?

Answer – Yes, the Offeror must complete the form again in order to receive the final RFP data.

5) Question - In Attachment J.2-4 Labor Classification are listed for each tab with "Labor" in the tab name. May Offerors add additional Labor Classifications for execution of RFP requirements?

Answer – The Offeror should map their labor categories to the labor categories listed in J.2-7 and reflected in the labor templates in J.2-4. The labor categories are intended to broadly group proposed labor into a manageable number of categories. These guidelines do not address all the possible specific skills, or requirements that any one occupation or profession may require. It is the Offeror’s responsibility to acquire an understanding of the complexities of the work required to successfully meet the SLS USA requirements.

Accordingly, the Offeror must propose the resources required to successfully meet these requirements. The Offeror is allowed to include additional labor categories that do not easily map into the standard labor categories. These categories should be very limited if proposed. The goal should be no additional labor categories.

6) Question - The RFP provides definitions of Total Contract Value, and Total Proposed Price. Please provide the definition of "Total Proposed Contract Effort" (Section L, Major Subcontractor Definitions (1)).

Answer – The definition of ‘Total Proposed Contract Effort’ is the same as Total Contract Value, which is the total dollar amount of CLINS 1 through 10.

7) Question – If an Offeror would like to request access to the link for the latest Technical

Data Package for the subject RFP, please advise what information is needed to allow this access.

Answer - In order to receive technical data, follow the instructions on RFP attachment “18 of 19 RFP Att J.2-9 Request for Technical Data”.
