Request for Technical Data The National Aeronautics and Space Administration (NASA) seeks to acquire a Universal Stage Adapter (USA) under the NASA Space Launch System (SLS) program. The SLS Block 1B configuration for crewed Exploration Missions, starting with EM-2, requires a USA to adapt the 8.4 m diameter Exploration Upper Stage (EUS) to the 5.5 m diameter of the Orion spacecraft. The USA is required to provide an environmentally shielded volume under the USA that is planned to carry co-manifested and secondary payloads to space. The main purpose for this request for proposal (RFP) solicitation is to acquire a USA to support the SLS mission.
NASA is provisionally providing technical data related to SLS design, development, test, and evaluation that are potentially relevant to this RFP, for proposal purposes.
All technical data that NASA will provide by request is listed in Attachment J.1-C, Applicable Documents List. Attachment J.1-C contains both publically available documents and ITAR-controlled documents.
Technical data may be requested by email to steven.l.fedor@nasa.gov and kirk.d.seablom@nasa.gov. Use the email header ‘USA Technical Data Request’. Additionally, any ITAR/SBU technical data must be requested using the “ITAR Controlled Data Distribution Form” on the following page.
ITAR Controlled Data Distribution Form

In requesting this technical data, I certify that:
(1) I am a United States Citizen or a lawful permanent resident of the United States and that I and my organization/company has a need for the above-mentioned export controlled technical data in order to respond to the Space Launch System (SLS) Universal Stage Adapter (USA) Request for Proposal (RFP) and
(2) I work for an organization/company that is incorporated to do business in the United States, and
(3) I agree to provide documentation of my organization/company’s status as a United States company, and
(4) Upon completion of my and my organization/company’s need for the above-mentioned export controlled technical data, agree to destroy the above-mentioned export controlled technical data by shredding, and
(5) I and my organization/company agree to abide by the following ITAR or EAR statement:
"International Traffic in Arms Regulations (ITAR) Notice" This document contains information which falls under the purview of the U.S. Munitions List (USML), as defined in the International Traffic in Arms Regulations (ITAR), 22 CFR 120-130, and is export controlled. It shall not be transferred to foreign nationals in the U.S. or abroad, without specific approval of a knowledgeable NASA export control official, and/or unless an export license or a license exemption is obtained or available from the United States Department of State. Violations of these regulations are punishable by fine imprisonment, or both.
