Stratospheric Observatory for Infrared Astronomy (SOFIA) Science and Mission Operations Solicitation
Solicitation Questions and Answers, Volume 1
This document contains answers to questions that were asked during the two SOFIA Science and Mission Operations solicitation Industry Days at Armstrong Flight Research Center (AFRC) and Ames Research Center (ARC).
Q: What software is loaded onto the workstations onboard SOFIA and how is it done?
A: Application software is maintained regularly and is resident on the workstations. Mission-specific software is loaded by the S&MO contractor on the day of flight.
Q: How many contractor personnel are on a typical science flight?
A: There are typically 6 to 8 S&MO contractor personnel on a science flight.
Q: How is the science data from the observatory collected and stored? Is there real-time transmission of the science data to ground storage during the flight?
A: There is no real-time transmission of science data from the aircraft to the ground during the flight.
Q: When is the mission software preloaded into the onboard systems and what is the format?
A: Software is loaded during the day shift prior to flight. The software is on either a CD or thumb drive.
Q: Where does QA of software and hardware take place?
A: Software quality assurance takes place at the Center (ARC or AFRC) where work is performed.
Q: How does new software testing occur?
A: The type of testing depends on the specific software. For example, new or updated instrument software is incrementally tested.
Q: How will a “major subcontractor” be defined?
A: The definition of major subcontractor for this solicitation is in the RFP (Section L).
Q: What is the proportion of contractor workers between ARC and AFRC?
A: Roughly 60% of the SOFIA Science and Mission Operations contractor staff are located at AFRC and 40% at ARC.
Q: Will the contractor require a security clearance (DD 254)?
A: There is no requirement for formal security clearances (DD 254).
Q: Can NASA clarify the fee structure for Core and IDIQ requirements?
A: The Core requirements includes an Award Fee. The IDIQ tasks can include either an Award Fee or Fixed Fee.

Q: Can NASA provide the criteria for an Award Fee versus a Fixed Fee on the IDIQ tasks? Are those criteria included in the RFP?
A: IDIQ task fee approach will be negotiated at the time the IDIQ task is defined.
Q: Will additional SOFIA documents be posted on FBO?
A: Yes, additional technical documents will be posted on the solicitation web site on FedBizOps or made available on the SOFIA Technical References CD (RFP attachment J.1(b)10).
