STANDARD LABOR CATEGORIES

To the greatest extent possible, the Offeror shall map its labor categories for Mission Operations to the Standard Labor Categories (SLCs) below. SLCs are intended to broadly group proposed labor into a manageable number of categories. These guidelines do not address all the possible specific skills, or requirements that any one occupation or profession may require. It is the Offeror‘s responsibility to acquire an understanding of the complexities of the work required to successfully meet SOFIA SMO requirements.

Job Classification Definition

Astronomer, Senior Studies, researches, makes astronomical observations, and analyzes celestial phenomena. Develops methodologies to solve problems in physics and mathematics. Requires a Ph.D and greater than 10 years of direct experience in the field. Interacts directly with leaders in the IR astronomy field. Familiar with most aspects of the field's concepts, practices, and procedures. Relies on experiences and judgment to plan and accomplish goals. Performs a variety of tasks including strategic planning and communication with the IR science community, understanding the science rational and evaluation of observation proposals, and detailed understanding of IR telescope and instrument capabilities.

Requires an advanced degree and at least 2-4 years of direct experience in the field. A Ph.D. is required for all positions. Familiar with a variety of the field's concepts, practices, and procedures. Relies on experiences and judgment to plan and accomplish goals. Performs a variety of tasks including understanding the science rational and evaluation of observation proposals, detailed understanding of IR telescope and instrument capabilities, planning of IR observations, and processing and calibrating IR astronomical data to L3.

Quality Assurance Specialist

Responsible for all activities involving quality assurance and compliance with applicable regulatory requirements; conducts audits and reviews/analyzes data and documentation. Typically requires an advanced degree and 5-8 years of direct experience in the field. Relies on extensive experience and judgment to plan and accomplish goals.

Public Relations Specialist

Prepares and disseminates information regarding an organization through newspapers, periodicals, television, radio, internet, social media, other forms of media, conferences, public events, and science events. Helps maintain a favorable public and science community image for the organization. Requires a bachelor's degree or 6-8 years of experience in the field or in a related area. Relies on extensive experience and judgment to plan and accomplish goals.

Operations Director Directs and oversees flight operational policies, objectives, and initiatives.

Responsible for evaluating current and proposed systems and procedures and determining and implementing changes as necessary. Requires a bachelor's degree with at least 10 years of experience in the field. Relies on extensive experience and judgment to plan and accomplish goals. Leads and directs flight operations.

Job Classification Definition

Operations Coordinator Coordinates aircraft and ground operations, crew availability, observatory requirements, and weather. Advises the appropriate personnel of potential delays or cancellations. Typically requires a bachelor's degree in area of specialty and 2-4 years of experience in the field or in a related area.. Relies on experience and judgment to plan and accomplish goals.

IT Director Establishes, plans, and administers the overall policies, goals, and system security for the information technology function. Analyzes the needs of program users and determines ways to meet program objectives by modifying existing or developing new information processing systems.

Requires a bachelor's degree in a related area with at least 8 years of experience in the field.. Relies on extensive experience and judgment to plan and accomplish goals. Leads and directs the the IT team.

IT Generalist Performs information systems administrative procedures and maintains documentation that covers two or more functional areas including data control, applications training, data coordination and scheduling, data security administration, etc. Requires a bachelor's degree and 0-3 years of experience in the IT field or in a related area. Has knowledge of commonly-used concepts, practices, and procedures.

Web Designer Designs and constructs web pages/sites including incorporating graphic user interface (GUI) features and other techniques. Maintains and provides ongoing design of the website, content specials, and custom features.

Typically requires a bachelor's degree in a related area and 4-6 years of experience in the field or in a related area. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks.

Observatory Flight Crew Operates the observatory aboard the SOFIA aircraft. Responsibilities includes Mission Direction, Telescope Operation, and Science Instrument operation while in flight. Requires a background in astronomy, telescope systems, aircraft systems, and computer systems. Requires a bachelor's degree and 0-3 years of experience in the field or in a related area. Has knowledge of commonly-used concepts, practices, and procedures for flight and telescope operations.

Logistics Specialist Performs multiple logistics functions for the program. Responsibilities may include the domestic and international transportation of equipment, aircraft parts, fragile telescope and instrument systems, vendor selection and negotiation, distribution of supplies as needed, and inventory control.

Requires a bachelor's degree in area of specialty and 2-5 years of experience in the field or in a related area. Relies on extensive experience and judgment to plan and accomplish goals.

Instrument Technician Tests and repairs science instrumentation systems to ensure adherence to established performance levels and product quality. Requires formal training in area of specialty and a minimum of 4 years of experience in the field or in a related area. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks.

Job Classification Definition

Software Engineer Designs, modifies, develops, writes and implements software programming applications. Supports and/or installs software applications/operating systems. Participates in the testing process through test review and analysis, test witnessing and certification of software. Designs, plans, and coordinates work teams or works as part of a team. Software requirements include flight software on an airborne system, science instrument software sustainment, proposal management software, flight planning software, data management software, and science data processing software. Requires a bachelor's degree in a related area and 6-8 years of experience in the field.

Relies on experience and judgment to plan and accomplish goals.

Aerospace Engineer Designs or maintains custom aircraft flight equipment or science instruments. Analyzes results of various tests on developed equipment to meet design and flight worthiness requirements. Performs analysis required to insure continued operation of unique custom flight hardware. Requires a bachelor's degree in engineering and at least 4-8 years of experience in the field or in a related area. Relies on extensive experience and judgment to plan and accomplish goals.

Management Office Contract management office including i.e. contract manager, contracts specialist, business manager, property manager, project controls, buyer, human resources, administrative assistant, facilities manager.
