Sample IDIQ Task Descriptions
The following three sample IDIQ task descriptions are provided for information only. Offerors shall not respond to these tasks in their proposals. NASA expects to issue similar task requests at the beginning of the Phase-In period of the new contract.
SOFIA IDIQ Task 1: 3rd-Gen Science Instrument Development
1.0 Introduction
The following task is separate from the core requirements. This task is Cost Plus Fixed Fee. The duration of this task is for approximately 3 years from Authority to Proceed (ATP), with the following third generation science instrument key milestones, PDR February 2017, CDR July
2017, arrival to Palmdale June 2018, first commissioning flight October 2018, SI acceptance and turnover to the contractor for operations June 2019, and acceptance of the data pipeline and turnover to contractor for operations August 2019. The task proposal, including costs, for this work shall be separate from all other contract work. All reporting of this task, including costs, shall be included in the WBS that this work is assigned to but shall be identified separately so that it can be tracked separately from all other work. If performance of this task will have any impact or increased risk on the performance of the core work or any other IDIQ task it must be identified in the proposal.

3.4 Science and Technology
3.4.1 The contractor shall, using algorithms, instrument design descriptions, and scientific investigation models provided by the 3rd-gen SI development team, develop a data pipeline that can meet Program requirements for processing and delivery of high quality, publishable science data to the instrument user community.
3.5 Science Instruments
3.5.1 The contractor shall coordinate development and delivery by the 3d-gen science instrument developer of necessary SI documentation to the program including Commissioning Plans, Calibration Plans, user guides and manuals and other deliverables to the Program as necessary to successfully complete acceptance of the 3rd-gen SI.
3.5.2 The contractor shall monitor the 3rd-gen instrument development, performance, and status and report to NASA monthly.
3.5.3 The contractor shall review and provide recommendations regarding the
3rd-gen SI developer documentation delivered at Program review gates, due at major reviews.
3.5.4 The contractor shall review and provide recommendations regarding the
3rd-gen SI developer documentation development consistent with satisfaction of established SOFIA Interface Control Documents (ICDs) and system specifications, due at major reviews.
3.5.5 The contractor shall review and provide recommendations regarding the
3rd-gen SI developer verification and validation of SI compliance with requirements, due at major reviews.
3.5.6 The contractor shall review and provide recommendations regarding the
3rd-gen SI developer engineering designs, analysis, and compliance with
SOFIA 2028 specification requirements and interface control documents, due at major reviews.
3.5.7 The contractor shall review and provide recommendations regarding the
3rd-gen SI developer test plans and pre-flight instrument testing, commissioning, and instrument acceptance activities, due a two weeks after documents are delivered.
3.5.8 The contractor shall review and provide recommendations regarding the
3rd-gen SI developer software compliance documents, due two weeks after documents are delivered.
3.5.9 The contractor shall review and provide recommendations regarding the
3rd-gen SI developer Science Instrument audits required for QA, safety, and instrument acceptance activities, due two weeks after documents are delivered.
3.5.10 The contractor shall review and provide recommendations regarding the
3rd-gen SI developer system safety assessments and hazard report preparation, due two weeks after documents are delivered.
3.5.11 The contractor shall review and provide recommendations regarding the
3rd-gen SI developer internal SI schedule, due monthly.
3.5.12 The contractor shall review and provide recommendations regarding the commissioning flight plans of the SI developer, due two weeks after documents are delivered.

SOFIA IDIQ Task 2: Short Term Scheduler Software Upgrade
1.0 Introduction
The following task is separate from the core requirements. This task is Cost Plus Fixed Fee. The duration of this task is for one year from Authority to Proceed (ATP). The task proposal, including costs, shall be separate from all other contract work. All reporting of this task, including costs, shall be included in the WBS that this work is assigned to but shall be identified separately so that it can be tracked separately from all other work. If performance of this task will have any impact or increased risk on the performance of core work or any other IDIQ task it must be identified in the proposal.

3.6 Aircraft/Observatory Systems
3.6.1 The Contractor shall improve the cycle scheduler tool to incorporate all real world factors that influence the planning tool’s ability to optimally plan the placement and duration of the instrument schedules (flight series) for a full observations cycle using the results of the TAC as input.
3.6.2 The contractor shall improve the short term scheduler tool to incorporate all real world factors that influence the planning tool’s ability to accurately plan a flight series using the results of the TAC and the baselined cycle schedule

SOFIA IDIQ Task 3: SOFIA Science Data Archive Transition to IRSA
1.0 Introduction
The following tasks are separate from the core requirements. This task is Cost Plus Fixed Fee.
The duration of this task is for one year from Authority to Proceed (ATP). The proposal, including costs for this work, shall be separate from all other contract work. All reporting of this task, including costs, shall be included in the WBS that this work is assigned to but shall be identified separately so that it can be tracked separately from all other work. 3.4 Science and Technology
3.4.1 The contractor shall provide IRSA and NASA all requirements, documentation, interfaces, and knowledge required to transition the
SOFIA Science Data Archive function to IRSA.
3.4.2 The contractor shall develop and provide to NASA a ICD for the transfer of science data from the contractor data system to IRSA.
3.4.3 The contractor shall transfer and verify all data in the SOFIA science data archive to IRSA.
3.4.4 The contractor shall not delete or destroy any data until the transfer of the data to IRSA has been completed and verified.
3.4.5 The transition task to IRSA shall be completed by March 1, 2018.
