This Industry Day/Pre-Proposal Conference is intended to:
• Familiarize participants with the Statement of Work (SOW) for the
SOFIA Science and Missions Operations (SSMO) Support
• Provide the current status of the SSMO acquisition
• Permit potential offerors an opportunity to network and discuss teaming or subcontracting arrangements
• Allow potential offerors an opportunity to submit questions regarding the recently posted draft Statement of Work (SOW) and the draft Request for Proposal (RFP)
• All questions and communications should be submitted in writing to the CO, Jeffrey Brown (jeff.brown@nasa.gov)

General Procurement Information
• NASA may award a contract based solely on the initial offers received, without discussion of such offers. The initial proposals to the Government should contain the most favorable terms from a price and technical standpoint.
• The terms of the Solicitation and Statement of Work will remain UNCHANGED, once posted as a final RFP, unless the Solicitation is amended in writing.

Planned Award Information
• Intent is to award a Cost plus Award Fee (CPAF) contract for the core requirement
– Cost No Fee for the core grants activity
• And a CPAF and Cost plus Fixed Fee (CPFF) contract for the
Indefinite Delivery Indefinite Quantity (IDIQ) elements
• Period of Performance up to 18 years in length
– Phase-In Period shall be sixty (60) days from the effective date of the contract
– Base Period shall be sixty (60) months from the end of the Phase-In
Period
– Option Periods 1 through 6 shall be twenty-four (24) months in length, if exercised
– Option Period 7 shall be twelve (12) months in length, if exercised

– Factor 2: Past Performance

• The Mission Suitability Factor is evaluated at the subfactor level and is the only factor that is scored

Relative Importance of Evaluation Factors
Mission Suitability is more important than Cost, and Cost is more important than Past Performance. Evaluation factors other than Cost, when combined, are significantly more important than Cost.

Evaluation Factors – Mission Suitability
• The Mission Suitability Factor has a potential of 1000 points. The Mission Suitability Factor consists of three
Subfactors that are scored:
– Subfactor 1: Management Approach 400 points
– Subfactor 2: Technical and Operational Approach 500 points
– Subfactor 3: Small Business Utilization 100 points

Evaluation Factors – Past Performance
• This factor indicates the relevant quantitative and qualitative aspects of each Offeror's record of performing services or delivering products similar in size, content, and complexity to the requirements of the current acquisition.
• This factor provides an opportunity for NASA to evaluate the quality of goods and services provided by the Offerors to the agency and other organizations as either a prime or subcontractor.

Evaluation Factors – Cost/Price
• Offerors’ cost proposals shall consist of estimated costs and proposed fee for the Phase-in and Core
Requirements. Proposed costs will be analyzed to determine the cost/price and associated risks of doing business with the Offeror.
• The Government will determine the Probable Cost of each Offeror’s proposal by evaluating the realism of each Offeror’s proposed costs to ensure the Offeror understands the magnitude and complexity of the effort.
• Evaluation of options shall not obligate the
Government to exercise such options.

SOFIA Program Overview
• SOFIA is an airborne astronomical observatory consisting of a 2.5-meter aperture telescope permanently installed in a specially modified Boeing 747SP aircraft. The observatory, with its open port telescope provided through a partnership with the German
Aerospace Center (DLR), provides routine access to nearly all of the visible, infrared, far infrared, and sub-millimeter parts of the electromagnetic spectrum. SOFIA's primary mission is to conduct high-quality, high-impact, cutting-edge research in astronomy, astrophysics, and planetary astronomy in a safe and cost effective manner. The observatory is able to directly incorporate new or upgraded instruments over its lifetime.

Scope of Work
• The SOFIA science and mission operations contract will provide
NASA with an infrared science guest observer program that delivers quality science in the form of astronomical data and quality refereed science papers using NASA and DLR provided assets.
• Place of Performance:
– Mission Operations personnel typical duty stations are located in
Palmdale Ca. and include activities such as Flight Personnel, Mirror
Coater Operations, Instrument Maintenance, and Observatory Data
Cache Operations.
– Science planning typical duty stations are located in Mountain View, Ca. and include activities such as Scientist Operations, Science Data
Pipeline, Mission Planning, Help Desk, and Solicitation and
Evaluation of Science Observation Proposals.
