B.1. SUPPLIES AND/OR SERVICES TO BE PROVIDED

(a) The Contractor shall provide all resources (except as may be expressly stated in the contract as furnished by the Government) necessary to deliver and/or perform the items below in accordance with the Description/Specifications/Statement of Work incorporated in Section J as Attachments J-1 and J-2.

QUANTITY – SEPARATELY PRICED LINE ITEM,” the contractor shall provide all resources (except as may be expressly stated in this contract as furnished by the Government) necessary to furnish the items below in accordance with the Description/Specification/Work Statement in Section C.

02 Option Item 0001, Structured Cabling Provide and install the data communications horizontal cabling between Room 236 and the communication outlets throughout the building.

This option also includes the wireless access points and the testing of the data communications cabling installation.

The Base Offer Price shall include all manholes, ductbanks, conduits and pull strings, cable trays, cable supports, racks, bonding and grounding, patch panels, boxes, faceplates and jacks, as shown on the contract drawings, to permit the future installation of the data communications horizontal cabling.

03 Option Item 0002, Laboratory Equipment

a. Provide and install a Cold Room as described in specification section 13 21 26, COLD-

STORAGE ROOMS (PREFABRICATED

PANEL TYPE), and located on the first floor;

identified as Room 183. Option item also includes all shelving and equipment located inside the cold room.

The Base Offer Price shall include all mechanical, plumbing, electrical, telecommunications and fire protection work, as shown on the contract drawings, to support the future installation of a cold room.

b. Provide and install a Laboratory Glassware

Washer/Dryer as described in paragraph 2.6 of specification section 11 53 00, LABORATORY

EQUIPMENT AND FUMEHOODS, and located on the first floor inside Room 172.

04 Option Item 0003, Laboratory Furniture

a. Provide and install all movable tables shown in detail 2 on contract drawing AL004; this includes the movable tables shown in detail

2A on contract drawing AL302, the movable tables with casters shown in detail 2B on contract drawing AL302, and the movable tables with adjustable height legs shown in detail 7 on contract drawing AL303. The locations of these movable tables are identified on the plan sheets AL112, AL113, AL122, and AL123.

b. Provide and install the D18G base cabinets that are shown in detail 3 on contract drawing

AL004. The locations of these base cabinets are identified on the plan sheets AL112, AL113, AL122, and AL123.

c. Provide and install the LC18G* base cabinets that are shown in detail 3 on contract drawing

AL004. The locations of these base cabinets are identified on the plan sheets AL112, AL113, AL122, and AL123.

d. Provide and install the B18RG and B18LG base cabinets that are shown in detail 3 on contract drawing AL004. The locations of these base cabinets are identified on the plan sheets AL112, AL113, AL122, and AL123.

e. Provide and install the Open Industrial

Shelving Units shown in detail 8 on sheet

AL303. These shelving units are located in rooms 175, 185, and 273.

05 Option Item 0004, Pavers and Planters

a. Install a 4-inch thick reinforced concrete slab under the precast pavers as specified in detail

4/L401, and install the L4”x4” galvanized steel edge angle as specified in detail 3/L402.

These items are also shown in the following details:

The Base Offer Price shall not include the 4-inch thick reinforced concrete sub-slab. The precast paver subgrade elevation shall be raised 4 inches and all other requirements of the paver installation shall be unchanged.

The precast paver edge support for the base bid shall be provided by ¼” x 5” galvanized steel edging in 16 foot lengths (Heavy Duty

DuraEdge as manufactured by the J.D. Russel

Company, or approved equal), instead of the

L4”x4” galvanized steel angle. The galvanized steel edging shall be installed in accordance with the manufacturer’s written requirements.

b. Install the reinforced concrete planters located in the precast paver areas as specified in details 1/L402 and 2/L402, and as shown in the following plans, sections and details:

Plans: L101, L102, L103, 1 and 2 on sheet

L301 and L600

Sections 2 and 3 on sheet L201

Detail 5 on sheet L501

This option item also includes all landscape planting and materials, irrigation, drain lines and other work required to install the concrete planters as shown in the above referenced details.

The Base Offer Price for these areas is to install precast pavers in the areas where the planters are shown. The precast paver installation in these areas shall match the details for the adjacent pavers.

06 Option Item 0005, Roof Screen and Canopy Panels

a. Provide and install the roof screen wall panels identified as option items in Details

A6 and D6 on sheet A201 and Detail A3 on sheet A202.

10 Option Item 0009 - Fume Hood Automatic Sash

Closers Provide and install automatic sash closers on all fume hoods as described in Note 1 below.

The Base Offer Price does not include automatic sash closers on the fume hoods.

Note 1:

Provide and install automatic sash closers on all fume hoods in accordance with the following:

1. Automatic Sash Control Systems: Submit manufacturer's test data and installation instructions for each type of fume hood. Provide data indicating compliance with ANSI/AIHA Z9.5-2003.

2. Automatic Sash Control Systems:

a. All materials used shall be suitable for service intended with a life expectancy of at least twenty (20) years.

b. Installer: A factory-trained employee or representative of the manufacturer.

3. Automatic Sash Control Systems:

a. Manufacturer shall be the same manufacturer as the chemical fume hoods.

b. General: Install all system components and equipment in accordance with manufacturer’s recommendations. Provide all necessary interconnections, services, and adjustments required for a complete operable system. Automatic sash control system shall be factory-installed and pre-wired at the chemical fume hood manufacturer’s location.

c. Controller: The microprocessor controller shall be programmed to complete sequential operations when a person is detected in the range of the motion sensor. The microprocessor memory shall be programmed and updated in the field as necessary. The time delay to close shall be pre-programmed at 15 seconds after the operator leaves the range of the motion sensor. Provide the password protection code to the Owner.

d. Drive Motor: A fractional horsepower gear motor directly coupled to the sash chain through a sprocket. The motor shall be a 115 VAC gear motor and capable of closing the sash throughout the full range of motion. The motor shall be internally overload protected, and UL and CE approved.

e. Sash Interference Sensor: Provide a pressure sensitive ribbon switch coupled to the microprocessor controller and locate along the bottom edge of the sash. The exterior coating shall be PVC with operating temperature of 0 degrees F to 122 degrees F.

f. Mode Selector Switch: Provide two position mode selector switch for the following operational modes:

i. OFF

ii. AUTO CLOSE (Manually open)

g. Limit Switch or Linear Encoder:

i. Sash position limit switches shall be located on a side of the fume hood end frame, and above the sash behind the upper airfoil. The limit switches shall be rated at 10 amps 250

VAC and be NEMA 1 construction.

ii. For control of multiple sash positions, the limit switches shall be replaced with a linear encoder.

h. DC Power Supply: The microprocessor controller shall be powered by a separate 24 VDC power supply rated at no more than 5.0 amps and be short circuit protected.

i. Operator Presence Sensor: The Operator Presence Sensor shall be an active infrared with a detection range of 9 feet, with an operating temperature range of -4 degrees F to 131 degrees F.

j. Operation in the Automatic Close Mode:

i. When the operator of the fume hood is detected in front of the hood and the Selector Switch is in the “AUTO CLOSE” position, the sash shall not close automatically. The operator can manually open the sash to the desired position.

ii. When the operator has moved outside of the detection area in front of the hood, following a

90 second delay period, a series of pulsed audible sounds lasting for 5 seconds shall indicate the sash will be closing.

iii. During sash closure, if any object is detected by the interference detection sensor, the sash shall stop immediately. Sensor/switch activation shall be indicated by a short audible sound.

Answers to Questions

This document contains Questions and Answers for questions received through July 25, 2016.

Please note that not all questions received through July 25, 2016 have been addressed in this document. Answers to questions received will be released in subsequent amendments as they are made available.

1. Question: Can requirement be set up in a manner where contractors are down selected based on qualifications? Given the large amount of interested GCs, and the extremely healthy construction market, we highly recommend that there be a two-step process whereby GCs respond to a Request for Qualifications (RFQ) first. Then a Request for

Proposal (RFP) step for pricing allows for only the top 3 - 5 firms that score the highest on the RFQ step to be invitees for the RFP step. That way there are not a lot of firms wasting their time and resources on the pricing step. This would allow companies to weigh in if they want to move forward and submit a proposal for the requirement.

Answer: The acquisition strategy for this procurement was developed as a result of extensive research, including industry input received in response to Requests for

Information (RFI). The Government’s goal for this procurement is to promote competition while considering current market conditions to obtain best value. The two-step process described above reduces the Government’s flexibility to maximize tradeoffs among the evaluation criteria identified in the RFP.

2. Question: Are special FAA permits required for cranes due to proximity to airfield?

Answer: The Contractor shall notify the FAA if construction equipment exceeding the height of the surrounding buildings is to be used on the project site. If notification is required, the Contractor shall submit a completed FAA Form 7460-1, Notice of Proposed

Construction or Alteration, to the FAA Southwest Regional Office at least 45 days prior to the start of construction. FAA Form 7460 is available on-line at https://oeaaa.faa.gov/ .

3. Question: Is additional storage area available?

Answer: Yes, a supplemental storage may be coordinated with the Government.

Requirements are outlined in Section J, Attachment J.1, entitled “Specification No.

K14020,” specification section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND

CONTROLS.

4. Question: Is there a recent soil HAZMAT Report?

Answer: There is no recent hazardous materials test report for existing on-site soils. There is no known soil contamination on the project site. If pre-existing contamination is discovered during construction, NASA will assume responsibility for disposal. See Section J, Attachment J.1, entitled “Specification No. K14020,” specification section 01 35 40.00 20 ENVIRONMENTAL MANAGEMENT.

5. Question: Will the volleyball courts be removed prior to construction?

Answer: The Contractor will be responsible for removal of the volleyball courts. See

Drawing C011.

6. Question: Will the existing trees located on the construction site be removed?

Answer: The Contractor is responsible for site-specific tree removal per Drawing C011.

7. Question: Is there a designated area for contractor parking?

Answer: Yes, there is a single designated contractor storage, parking, and staging area located northeast of the project site. See Drawing G009.

8. Question: Are there underground ducts that need to be removed?

Answer: Yes, the scope of underground demolition is shown on Drawing C012.

9. Question: Can the road east of the construction site be closed?

Answer: The referenced road, C-Lane, must remain open during construction; however, it may be closed temporarily for construction operations. See the traffic control requirements outlined in Section J, Attachment J.1, entitled “Specification No. K14020,” specification section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS.

10. Question: Page L-7, Item (6) reads “One (1) electronic copy of the cover letter and each volume shall be submitted (in addition to the hard copies specified in (b)(1) above) in PDF

(Portable Document Format). The electronic format data shall be provided on quality, virus-free CD-R/CD-RW with an external label indicating: (1) the name of the Offeror, (2) the RFP number, and (3) a list of the files contained on the CD. In the event of any inconsistency between data provided on electronic media and proposal hard copies, the original hard copy data will be considered the intended data”. Is it possible to offer a flash drive as an alternative electronic submittal. The file name can include the name of the project and solicitation number.

Answer: Unfortunately, NASA policy precludes utilizing removable media devices, such as flash drives, for transferring data to Government-owned systems.

11. Question: On page L-9, Information Provided by Offerors, 2nd paragraph “Offerors shall provide a Past Performance Information Summary identifying a maximum of five (5) recent and relevant contracts that it has performed as a prime contractor for projects similar in size ($20M - $50M)….” Comment: Suggest lowering the threshold to $13M, we have a relevant project for consideration but does not meet the current cost range as stated in the draft RFP.

Answer: The Government will consider modifying the project size threshold in L.14

PROPOSAL PREPARATION—SPECIFIC INSTRUCTIONS, Volume 1 PAST PERFORMANCE, Paragraph (A) Information Provided by Offerors, to remove the $50M upper limit and allow Offerors to provide past performance information for contracts of lesser value if the Offeror does not have enough relevant contracts that meet the value requirement.

12. Question: Item #3 reads: “ Each Offeror is responsible for assuring that the customers return questionnaires directly to the Government 10 days prior to the proposal date.” Comment: Suggest that these are provided up until the proposal due date. We’d like to allow Owner’s as much time as possible to complete NASA’s extensive (4) page

Past Performance Questionnaire and not limit them with shorter time frames to respond. It’s to NASA’s advantage to welcome the opportunity for all to use the time needed to complete NASA’s document requirements for a best value evaluation process.

Answer: The receipt requirement for past performance questionnaires is standard across

NASA ARC procurements. The Government feels that there is sufficient time for Offerors’ clients to complete and submit the questionnaires. The receipt requirement remains unchanged.

13. Question: Provision L.11, PROPOSAL PREPARATION—GENERAL INSTRUCTIONS, indicate the due date for Volume I is July 8, 2016. However, Volume I includes several items that require pricing data, such as the SF1442 and Small Business Utilization, and the Price

Proposal (Volume III) is not due until August 5, 2016. Is this a typo?

Answer: Amendment 2 revises the due date for Volume I to August 5, 2016.

14. Question: Are sign-in sheets from the Site Visit going to be available on the FedBizOpps website?

Answer: Yes, sign-in sheets and all materials from the Site Visit are posted with

Amendment 3.

15. Question: Has a geo technical report been provided?

Answer: NASA intends to post the geotechnical report for this project in the near future.

16. Question: Is there a known water table?

Answer: On June 29, 2016, the water table elevation in the monitoring well at the northwest corner of the site was approximately elevation 8.1 feet, based on the project vertical datum. The water table elevation varies over time; therefore the water table elevation during construction will likely be different.

17. Question: Fire Protection: What size water main is in the street? Type of pipe?

Expected water pressure? How do we shut down water for tie-in?

Answer: Per detail 1/C504, the existing water main is 8-inch diameter, and is identified as asbestos cement pipe (material to be verified by the Contractor). The water pressure is approximately 65 to 70 psi. There are valves on the water main upstream and downstream of the new point of connection. The procedure for a utility shutdown is outlined in specification section 01 14 00, WORK RESTRICTIONS.

18. Question: Low Voltage: Plans call for CAT6 network cabling. However, the specifications call for CAT6A. Please confirm which type of network cabling shall be installed.

Answer: Network cabling shall be Category 6A, in accordance with the requirements of specification section 27 10 00.

19. Question: The Basket Tray is shown for low voltage cable pathways. Please confirm if this is in Electrical or Low Voltage scope.

Answer: The contract documents define the entire project scope of work. It is left to the discretion of the Contractor to determine how the work scope is divided among subcontractors. The low voltage cable pathways shown in the TC (telecommunications) and EAV (audiovisual) drawings may be provided and installed by any qualified subcontractor.

20. Question: Are there specific manufacturer(s) for laboratory equipment, supplies, and or consumables?

Answer: The requirements for laboratory equipment are provided in specification sections 11 53 00, LABORATORY EQUIPMENT AND FUMEHOODS; and 11 71 00, STERILIZERS AND ASSOCIATED EQUIPMENT (Bid Option 2c). Any required supplies or consumables required to be provided would also be defined in the contract specifications.

21. Question: Are there specifications for lab furniture (cabinets, tables—mobile or fixed?)?

Answer: The requirements for the laboratory furniture are provided in specification section 12 30 00, LABORATORY CASEWORK AND OTHER FURNISHINGS.

22. Question: Site Walk Question: Location- Open field south of N246.

Are there any known and/or unknown utilities that need to be located and protected prior to construction?

Answer: Yes, known utilities are shown on the contract drawing C012. Utilities not identified to be abandoned or removed should be protected from damage. The requirement for locating existing utilities is provided in specification section 01 14 00, WORK RESTRICTIONS.

23. Question: Will alternate pile type (excl. driven) be allowed?

Answer: Additional clarification of this question is needed. Please clarify the question via email to Robin Wong at Robin.L.Wong@nasa.gov .

24. Question: Is office furniture part of the construction bid?

Answer: No, office and conference room furniture is not included in the contract.

However, laboratory furniture which is shown and detailed on the AL drawings and in the specifications is included in the contract. Please note that some laboratory furniture is included in Option Item 3.

25. Question: Is the high pressure air relocation to be performed as live tie-in or system shut down?

Answer: The High Pressure Air system must be shut down to perform the tie-ins. The requirements for coordination with the Ames High Pressure Air Distribution Manager are provided on sheet C506.

26. Question: What is the base campus Building Management System (BMS)/controls?

Answer: Siemans.

27. Question: Sheet E114 shows a panel 1RO in the Main Electric Room 197. The one line diagrams do not show this panel and no panel schedule has been included in the contract documents. If panel 1RO is required please provide a panel schedule and revised one line diagram.

Answer: Panel 1RO is not required and has been deleted as of Amendment 3.

28. Question: Sheet E124 shows a panel E2RA in the Electric Room 299. The one line diagrams do not show this panel and no panel schedule has been included in the contract documents. If panel E2RA is required please provide a panel schedule and revised one line diagram.

Answer: Panel E2RA is not required and has been deleted as of Amendment 3.

29. Question: Where are the elevator related drawings located in the project plans?

Answer: Elevator sections and details are shown on drawing A436. The elevator requirements are included in specification section 14 24 00 HYDRAULIC ELEVATORS.

30. Question: Are there any biological safety cabinets to be purchased for the project?

Answer: Biological Safety Cabinets are not included in the contract. These items will be purchased and installed by the owner under a separate contract. The utilities to support the future installation of biological safety cabinets shall be provided as shown on the drawings. The reference to Biological Safety Cabinets in the Commissioning specification section is incorrect and will be removed via an amendment.

31. Question: Please clarify types of joints on domestic/industrial water for 2" and less. 22

00 00-2.2.1.a calls for 304 sst with extended 90 degree fitting. Is this to be a propress type fitting?

Answer: Piping 2" and smaller should be Type L copper with solder fittings per 2.2.1(2).

Paragraph 2.2.1(1) specifies SS elbow fitting for the entrance into building from UG only.

The arms are 6 Ft long.

32. Question: FSD Spec 23 31 13-2.35 states to "provide a remote monitoring and test panel at each floor with indicator lights showing open/closed status of each FSD (monitoring from end switches) and a key-operated switch to test each FSD individually (all switches keyed the same)". Confirm this is to be provided by the Fire Alarm System contractor, as it is normally within their scope of work. Please clarify.

Answer: The intent is that this Section provide the FSD monitoring and test panel as specified. The panel is a standard option available from the FSD manufacturer.

33. Question: Duct Hanger spec 23 31 13-3.3.20 states to "space hangers not over 96" on center for ducts smaller than 18" in the largest dimension; 60" o.c. for ducts 18" and over". Confirm this requirement is for Rectangular Ducts only since Round Supports states "ducts under 12" diameter, provide supports 10'-0" o.c.; 12" and over, 6'-0" o.c.".

Please clarify.

Answer: The 96" / 60"spacing applies to rectangular ducts and the 10' / 6' spacing applies to round ducts.

34. Question: Air Outlets and Inlets spec 23 31 13-3.3.24 states to "support and brace Type

D radial diffusers…", but the Diffuser/Grille Schedule on Drawing M003 shows Type "C" as the Radial Diffuser and Type "D" as a Sidewall Register. Please clarify.

Answer: There is a mismatch in letter designation between the specifications and the

Diffuser/Grille Schedule on M003. The Schedule is correct - use its designations. The specification designations will be revised in an amendment.

35. Question: Metal Ducts spec 23 31 13-3.3.1 and 3.3.2 states to use "proprietary flanged joining system" for Transverse Joints on Low Pressure and Medium Pressure Ductwork.

1. What is a Proprietary Flanged Joining System? 2. Would TDC and Ductmate transverse joining systems be acceptable?

Answer: TDC or Ductmate are acceptable.

36. Question: Confirm the 6" round EA Duct serving Inst. Alcove #266, by gridlines 16 & 17 and B & C, is Galvanized Duct and not SS as stated. If SS, how far back should it extend to?

Answer: The noted duct is galvanized, not SS.

37. Question: Exhaust Air Valve #26 stated to use SS Ductwork, by gridlines 14 & 15 and B &

C, should the EA ductwork terminate 6" below the Ceiling with a bolted flanged SS

Damper?

Answer: The duct serving exhaust terminal #26 is to be galvanized, not SS. Follow Detail

7/M505 for terminations.

38. Question: Detail 7/M505 states "Smooth Duct" for the Round Reducer and Straight Duct as it terminates below the Ceiling. Would Spot Weld and Seal on the Longitudinal

Seams qualify as smooth? If not, clarify construction method.

Answer: Spot Weld and Seal on the Longitudinal Seams qualify as smooth.

39. Question: Equipment Schedule Drawing M005 states SA Air Valve #15 per Drawing

M123 as a "2x10" for 250 cfm. Confirm it should be "1x10" to align with its performance criteria and as depicted on Drawing M123.

Answer: The AFCT Schedule on M005 shows SA Valve #15 as 2 x10 with 900 cfm maximum. The valve should be a 1x12 rather than a 2x10. It is shown correctly on M123 as a 1x12. The schedule will be corrected in an addendum.

40. Question: Equipment Schedule Drawing M005 states there is a HHW Reheat Coil serving

SA Air Valve #19 per Drawing M123 as a "12x12". Drawing M123 does not depict a

HHW Reheat Coil or its piping for SA Air Valve #19, by gridlines 17 & 18 and B & C.

Answer: A reheat coil is required as scheduled. A corrected version of drawing M123 will be issued in an addendum.

41. Question: During the Site Visit, it was noted that Vol.1 and Vol.2 must be submitted before their bids are considered. Is this only for the general contractors or is it also for all the sub-contractors?

Answer: We are not following a two-step pre-qualification process. However, proposal volume due dates are staggered, as mentioned during the Site Visit and as detailed in

Provision L.11(b)(7) of the RFP. All Volumes apply only to offerors intending to propose as prime contractors and does not apply to potential subcontractors.

42. Question: Please verify if the fill-in for Clause B.2, FIRM FIXED PRICE (NFS 1852.216-

78)(DEC 1988) should be completed with a total of both the base bid and the options?

Answer: Clause B.2, FIRM FIXED PRICE (NFS 1852.216-78)(DEC 1988) will be filled in at the time of award. Therefore, offerors are not required to complete a response to Clause

B.2.

43. Question: I was contacting you to see if you can point me in the right direction for plans and specs on this project. I am hoping to see if certain furnishings like clocks and/or sensors are part of the scope of work.

Answer: Clocks are not included in the scope of work. Please be more specific regarding the types of sensors you are referring to. Please clarify the question via email to Robin

44. Question: The page limit for the price proposal Vol III - states it is 5 pages. However, the proposal form (Section B) provided by NASA for this project is 6 pages.

Answer: The Offeror's completed response to B.1, SUPPLIES/SERVICES TO BE PROVIDED, for the Base Offer Item and Option Items are to be submitted as part of the Cover Letter in Volume I and therefore has no page limitation.

45. 46. Question: On Door Detail sheet ES501, Detail 5 for Mullion Mount Card Reader Single

Door, calls out for an Electrified Mortise Lock. Now on all the ES drawings (ES111, ES112, ES121, ES122) the access control door bares no reference to which Door Detail, aside mailto:Robin.L.Wong@nasa.gov from being Mullion Mount. I had to use the Door Number to reference back to the Door

Schedule/Detail sheet A704 to see what Type of Door was being installed.

Doors X158, X186, X202, X245, X258, X284 are all spec’d out to be FGA-1 doors (Full

Glass Aluminum Curtainwall), with a 3 ½’ Frame around the glass. An electrified mortise lock will not fit into this width of frame. What would they like us to bid as far as electronic locking hardware?

Also, on the doors that are receiving Crash Bars with Vertical Rods, are those rods

Internal or External? Typically, internal are installed prior to the door being put up. And will they work on a door that has only a 3 ½” frame around the glass?

Answer: On drawing ES501, details 1, 5, and 7 incorrectly refer to a mortise lock.

According to specification section 08 71 00 DOOR HARDWARE, these doors do not have mortise locks. Drawing ES501 will be corrected by amendment. In response to the second question, the specified exit devices will fit door stiles as narrow as 1 3/4".

47. Question: Part 3.4A of the specification requires the chemical resistive resinous flooring to be novolac epoxy. The General Polymers product is not novolac, the Tnemec series

221 is not listed on their website and may be discontinued, the Prime Coat specification lists a topcoat called “Steri Coat P” which is a Dudick Product (not a Prime Coat product) and the “Steri-Prime” primer listed in the Prime Coat specification is a Dudick Product.

The only Novolac system listed in the specification is the Dudick Protectocrete 140TSF.

Would you please issue an addendum listing products that are novolac systems so there is no problem in getting appropriate systems submitted with the bids?

Answer: The products listed in paragraph 3.4 of specification section 09 67 23.14

CHEMICAL RESISTIVE RESINOUS FLOORING will be corrected by amendment.

48. Question: Room 172 shows four (4) light fixtures with no fixture tag specifying the type of fixture we are to provide. Please clarify the type of fixture we are to provide.

Answer: The four light fixtures in room 172 are Type F3.

49. Question: Under the 03 33 00 Section of the Specification for Cast In Place Architectural

Concrete, under 2.3 (page 5), there is a calling for a Hydrophobic Pore Blocking Agent-

Hycrete W1000 or equal. Later, in section 2.4, a crystalline product is specified- Xypex only, to be used. There doesn't seem to be a clear differentiation as to where the products will be used in the provided information and were wondering if you could provide some clarity for us.

Answer: NASA is researching the use of crysalline warterproofing and hydrophobic pore blocking concrete admixture on this project. A clarification will be issued as soon as possible.

50. Question: Section 115300 Item 2.5 specifies the “down draft” exhaust. No “down draft” exhaust is shown on the drawings. Elevation 9 on Sheet AL204 shows “backdraft” exhaust grilles. Are the “down draft” exhausts a reference to these “backdraft” exhausts? If not, please clarify what specification applies to the “down draft exhaust grilles.”

Answer: Down Draft Exhaust paragraph in the specification not applicable. Duct connection to Backdraft Exhaust Plenum by Div. 23. 18” wide stainless steel exhaust grille mounted on epoxy riser by Division 11 per the AL drawing plans.

51. Question: Section 123000 Item 2.1 6/4/c calls for split width upper shelving for mobile bench assemblies exceeding 36”. Detail 1 on Sheet AL004 shoes a 48” mobile bench with full width upper shelving. The detail is in agreement with manufacturer standards providing split width shelving for mobile benches exceeding 48” in width. Please confirm that upper shelving is to be provided as detailed.

Answer: Please provide split shelving for mobile bench exceeding 48” wide as shown on for MB72 Elevation in Detail 1/AL004.

52. Question: Details 1 & 4 on sheet AL303 show cross sections of wall and island shelving.

These cross sections appear to have a wood core. However, Section 123000 calls for all shelving to be painted metal. Please confirm shelving is metal as specified.

Answer: Please provide metal shelving per specifications.

53. Question: Detail 5 on Sheet AL202 shows retaining rods hat attach directly to the shelf.

The bench elevations as shown on Sheet AL004 show these rods attaching directly to the shelf brackets. Please confirm bracket attachment of retaining rods is acceptable.

Answer: Bracket attachment of retaining rods on mobile bench shelves is acceptable.

54. Question: As per 084400, 1.7.1 Protective Covering, “cover finished surfaces of aluminum and stainless steel with protective covering of adhesive paper, waterproof tape, or strippable plastic.” This step adds many hours and much cost to the product out of our shop. 3.6.4 calls for stripping of protection “immediately after installation.” This only adds more field hours with the removal. As there are no mortar or stucco construction types on the project, is this requirement necessary, and can it be removed? Of course, we apply protection to all frames for the shipping process in cardboard interleaves and plastic protection wrap for delivery to the field.

Answer: Specification section 08 44 00, paragraph 1.7.1 Protective Covering, will be deleted by amendment.

55. Question: Are there requirements for blast resistance? As per 081116, 1.1 REFERENCES, ASTM F1642 & ASTM F2248 are called out. Both these references are for test requirements of blast capabilities. This raises several issues as detailed here –

c. What is the blast design specification and in particular is it UFC 4-010-01

2012? This is a newer specification that we have been seeing more of in the past year. This specification is different in that it does not allow for the computer analysis of the blast resistance of doors. This spec requires that the doors used on the project have actually been blast tested with an explosive weight equal to or greater that the charge weight for this project. In addition, that blast test must also have the explosive placed at a distance equal to or lesser than the standoff distance specified for the project. (A) What is the charge weight? (B) What is the standoff distance? (C) What is the blast design specification and in particular is it UFC 4-010-01 2012? This is a newer specification that we have been seeing more of in the past year. This specification is different in that it does not allow for the computer analysis of the blast resistance of doors. This spec requires that the doors used on the project have actually been blast tested with an explosive weight equal to or greater that the charge weight for this project. In addition, that blast test must also have the explosive placed at a distance equal to or lesser than the standoff distance specified for the project

Answer: The reference to ASTM F1642 and ASTM F2248 in paragraphs 1.1 and 1.2.1 of specification section 08 11 16 will be deleted in an amendment. There are no requirements for blast resistance for this building.

56. Question: 084400, 2.6.2 Construction calls out for “mortise-and-tenon construction except that the corners of the vertical and horizontal mullions in the grid frames shall be coped-and-welded construction.” Please clarify this requirement as it is beyond typical

Kawneer 1600 System 1 curtain wall (as specified in 2.6.1) fabrication and erection.

Answer: This requirement will be deleted by amendment.

57. Question: 081116, 2.3.8 Finishes calls for a two coat PVDF finish for doors and frames.

084400, 2.4 ALUMINUM FINISHES calls for a 3 coat PVDF finish. 090690, 2.2.2.2 &

2.2.2.3 call out the same “F1” color and number as “S(herwin)W(illiams) 7005 Pure

White” as a match for the PVDF formulation (note- 7005 Pure White is not a designation for any PVDF manufacturer; it is a Sherwin Williams interior/exterior latex paint designation for which we are to match the PVDF). What is the required coating system for the finish designation “F1”?

Answer: The designations F1 through F6 were intended to indicate color. F1 is to match

Sherwin Williams 7005 Pure White. The coating systems shall be as specified in 08 11 16

(PVDF minimum 2 coats for aluminum doors and frames) and as specified in 08 44 00

(PVDF 3 coats for aluminum curtain wall).

58. Question: Are we required to provide visual or testing mock-up? There are no references to mock-ups in the specifications.

Answer: A mock-up of the curtain wall system will be required. The details of the mock-up will be added by amendment.

59. Question: Aluminum doors 160A & 160B are identified on the hardware schedule A704 as having Hardware Set 7. Hardware Set 7 has no closer designation. Is there a closer requirement for Hardware Set 7?

Answer: Closers will be required for doors 160A and 160B. These closers will be added by amendment.

60. Question: 074213 2.1.1 calls out the fabricator/supplier for the rain screen system to be

Kovach Building Enclosures. We have contacted Kovach Building Enclosures, and have been notified that they are declining to bid this project. We have been unable to find a comparable fabricator/supplier. Can the vendor specification be opened to qualified stainless fabricators/installers and optional attachment and insulation systems?

Answer: The specification for the rain screen cladding was not intended to be a sole source. The specifications are performance based and are open to other qualified vendors/fabricators/installers for the system, including cladding, support system, and insulation.

61. Question: Door 119 (to the folding partition alcove) is missing from the door schedule.

Please provide door and hardware type.

Answer: Door 119 shall be a pair of doors with an opening size approximately 5'-0" x 10'-

7" (to be verified). The door and frame construction and finishes for Door 119 shall match adjacent doors 102 and 104 (except without the transoms). Use Hardware Group

21 for Door 119.

62. Question: On the door Schedule, page A704, door number 160A calling out 45 min rating, the aluminum storefront around that (SF160) isn’t fire rate, and we can’t get a fire rated aluminum frame. Please verify if it HW or Aluminum.

Answer: Door 160A is aluminum, however it is not required to be a rated door. The Door

Schedule on sheet A704 is incorrect and will be corrected by amendment.

63. Question: Are there any specs for the pedestal pavers/pedestal paver system? A3/A591 and A181 are the detail/location in the documents.

Answer: Use Buzon Pedestals International DPH Series as the Basis of Design for pedestals, or equal. The pavers are from HDG Building Materials; Structural Porcelain

Pavers: Pietra Granado.

64. Question: Where is S111A Drawing referenced in the drawing below?

Answer: Reference to Sheet S111A is a typo. It should read Sheet S110.

65. Question: What is the static pressure needed for exhaust 316 stainless steel duct? For rectangular ducts, will stiffening be required per SMACNA?

Answer: Per 23 13 31.00 40 2.1, stainless steel ducts are to conform to medium pressure requirements. Medium pressure construction is found in paragraph 3.3.2. Additional information for stainless steel ducts is found in paragraph 3.3.4.

66. Question: EF-1,2 Exhaust Stack Detail 3/M503 has the following questions: 1. Is the 4'-

0" Long x 1/4" Bent Plate Steel Duct correct? If so, should the material and Angle Rings be Stainless Steel?; 2. What is the type of joint connection from the Square-to-Round

Fitting to the Bent Plate Steel Duct?

Answer: The ¼” bent plate should be SS, The angle rings welded to it should be SS. The connection of the bent plate to the square-to-round transition fitting can be welded or flanged. The transition fitting itself should be at least 12 gauge SS.

67. Question: Equipment Schedule Drawing M005 states SA Air Valve #4 per Drawing M122 as a "3x10" with a "12x36" Re-Heat Coil. Drawing M122 depicts Air Valve, by gridlines 9

& 10 and B2 & C, as a Dual 12 with same size Re-Heat Coil to match the 24x12 ductwork.

Answer: The scheduled 3x12 air valve is correct. The graphic depiction on M122 showing a 2x air valve is incorrect.

68. Question: Equipment Schedule Drawing M005 states SA Air Valve #4 per Drawing M122 as a "3x10" with a "12x36" Re-Heat Coil. Drawing M122 depicts Air Valve, by gridlines 9

& 10 and B2 & C, as a Dual 12 with same size Re-Heat Coil to match the 24x12 ductwork.

Answer: The scheduled 3x12 air valve is correct. The graphic depiction on M122 showing a 2x air valve is incorrect.

69. Question: EF-1 & 2 Exhaust Duct Riser stated on Drawing M112, by gridlines 12 & 13 and B & C, as "14 x 24 FE SS UP". Should it be 10 x 20 to match Drawings M122 and

M132?

Answer: The correct duct size is 10x20 FE SS fire-rated.

70. Question: Drawings AL112 Room 150 Chemistry & AL113 Room 160 Microbial includes both Laboratory Symbols 4 & 9 as shown on drawings AL0001. Laboratory Symbol 4 is an adjustable island bench and per detail 4 on AL303 Division 26 is to provide an electrical raceway. Electrical Laboratory Drawings EL112 & EL113 do not show this raceway. EL112

& EL113 only shows the overhead service carrier which is Laboratory Symbol 9 on AL112

& AL113. Please provide drawings showing what Division 26 is required to provide in the electrical raceway as noted on detail 4 on AL303. Please provide type of raceway, length of raceway, electrical & low voltage devices required and panel circuitry.

Answer: Electrical Lab Drawings EL112 and EL113 incorrectly call out Overhead Service

Carriers over the island benches along the south wall of rooms 150 and 160. The electrical raceways for these benches are to be mounted on island bench shelving per

Detail 4/AL303. The correct EL reference details should be details 2/EL401 and 1/EL402.

71. Question: Fixture L421 (Sheet #E212, E213, E222, E223) scales at 71’ Fixture schedule lists it as 68’. The 4’ sections shown would add up to 72’.

Answer: 68 ft length is correct.

72. Question: Fixture F1 (4’ pendant) (Sheet #E212) is shown in the passenger elevator.

Please confirm this fixture is installed in the ceiling above the elevator and not inside the elevator. Fixture is shown in the freight elevator room, and passenger elevator room.

Answer: These fixtures are in the elevator pit and are intended to be wall mounted in the elevator pits.
