(SMALL BUSINESS RESERVE).
The Department of Homeland Security (DHS) United States Coast Guard (USCG) is seeking eligible Small Businesses interested and capable of performing on a Design- Build/Design-Bid-Build (DB/DBB), Indefinite Delivery/Indefinite Quantity (IDIQ) National Multiple Award Construction Contract (NMACC III) for General Construction Services in any of the 50 United States, Puerto Rico, Guam and the U.S.
Virgin Islands. Work may be required in other USCG area of responsibility as deemed necessary with approval by the Facilities Design & Construction Center (FD&CC) Senior Contracting Officer, located in Norfolk, Virginia who will administer this contract.
As outlined herein, this is an excellent opportunity for small business construction contractors to compete for work on a nationwide basis. We are seeking information on both current eligible firms and other companies who might be willing to form new joint-ventures or SBA Mentor-Protégée Agreements.
This IDIQ contract(s) will result in each awardee being granted the opportunity to compete on multiple and concurrent construction projects for USCG major shore projects across several U.S. States, U.S. Regions and/or USCG outlying territories Outside the Continental United States (OCONUS).
mailto:vivienne.e.moore@uscg.mil
It is anticipated that this MACC will encompass a wide range of DB, DBB or performance-based construction on Procurement, Construction and Improvement (PC&I) funded projects (equivalent to Military Construction (MILCON)) that include, but are not limited to general construction, marine construction, demolition, renovation, alteration, repair, restoration of major shore facilities, systems and infrastructure and may include civil, architecture, structural, mechanical, electrical, fire protection, and communication systems.
Types of facilities may include, but are not limited to, housing, dormitory and lodging, dining halls and food services, administrative, schools/training/education personnel support, multi-mission station buildings, off-shore structures, electronics and research buildings, aviation and aviation fuel facilities, hospital and medical complexes, industrial, maintenance, warehouses, hangars, communications, recreational and morale facilities, training areas/ranges, waterfront and harbor structures, piers, wharves, vessel shore ties, etc. Incidental work with specialty trades includes Mechanical/Electrical/Plumbing (MEP) systems including Heating Ventilating and Air Conditioning (HVAC), boilers, utility distribution, high pressure steam distribution, electrical distribution, motors, generators, potable water distribution, sanitary sewer, storm water control, communications, removal and/or disposal of asbestos, lead or POL (Petroleum, Oil, Lubricant) contaminated materials.
The selected contractor(s) will be responsible for all management, labor, supervision, engineering, design, materials, equipment, tools, parts, supplies, and transportation to perform all of the services described in the drawings and specifications provided for each individual project.
The NMACC III solicitation will utilize the two-phase procurement FAR 36.3 procedures.
Currently, we contemplate distinguishing separate pools of contractors on the NMACC III. We plan to establish distinct geographic zones with a pool of unrestricted contractors in each zone plus a small business reserve with an associated pool of small businesses in each zone. We anticipate that seed projects will be used as a pricing mechanism and part of the overall analysis for contract award. It is anticipated that five contracts will be awarded in each of the pools as a result of this potential solicitation.
The NMACC III solicitation is a follow-on procurement to the existing NMACC II contract awarded on April 17, 2018 which includes a base and six (6) one year options. We also intend to extend the NMACC III potential ordering period to a total of 10 years and increase the capacity, as outlined below. The NMACC II has a maximum contract capacity of $1.5 Billion that we anticipate will be exhausted before the end of the seven year period of the contract (potential last option period is April 17, 2024 – April 16, 2025). The NMACC II contract holders are identified in this Sources Sought Notice, separately as (Attachment A).
The duration of the NMACC III contract(s) is projected to be one (1) year from the date of contract award with nine (9) one-year option periods with procedures. The total capacity of this ordering tool is anticipated not-to-exceed $4,000,000,000 ($4 Billion) for the life of the contract. Planned projects awarded on this MACC are estimated in excess of $4 Million up to $100 Million; however, smaller and larger dollar value projects may be considered. We anticipate posting a draft solicitation for this procurement during the fall of 2021 and a solicitation in the spring of 2022.
The primary North American Industry Classification System (NAICS) Code for this procurement is 236220, Commercial and Institutional Building Construction, and the Small Business Size Standard is $39,500,000. The contract(s) will include FAR clause 52.219-14 Limitations on Subcontracting, which states, “The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.”
